RECREATION COMMISSION
Minutes of April 18, 2013
The April meeting of the Fredericksburg Recreation Commission was held on
Thursday, April 18, 2013 at Maury Commons. The meeting was called to order at
approximately 7:05 p.m.
Present: Commissioners: Marcus Tepaske, Tim Duffy, Malvina Kay (arrived late),
Matt Kelly, Ken Kroko, Gary Olsen and Susan Tyler. Absent: George Foster and
Calvin Glover. Also in attendance: Dr. Antozzi and Patricia Sparks.
I. Approval of Minutes: The minutes of March 21, 2013 were unanimously
approved with the following correction:
Riverfront Park – Complete the following actions before any Riverfront Park
plan is implemented:
Identify potential funding – exclusive of the General Fund.
II. Public Comment: None.
III. Communications from the Director: The Commissioners reviewed the
following reports:
Financial Report – March 2013
Sports Report – March-April 2013
Leisure Report – April-May 2013
Follow-Up Report – February 2013
IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and
trips.
V. Old Business:
A. Pathways – Dr. Antozzi reported that there continues to be a punch
list for the Heritage Trail. Prep work for the bridge on Fall Hill Avenue
has begun. Construction for the Virginia Central Railway Trail (VCRT)
began April 15, 2013. The City web page now has pictures and a
map of the VCRT. Dr. Antozzi reported that the trailhead is near the
Irish Pub on Lafayette Boulevard. Completion date is scheduled for
December,2013.
B. Cal Ripken, Sr. Foundation Partnership – Dr. Antozzi reported that
he has not received the agreement that he had requested from the
Foundation. No one from the Foundation has responded to his
emails. No new information to report.

C. Riverfront Park – Commissioner Kroko reported that the Riverfront
Park Task Force met on April 10, 2013. John Tippitt spoke to the
Riverfront Task Force Committee on the development of the Riverfront
Park and the concerns with the river. The next Riverfront Park Task
Force meeting is scheduled for May 22, 2013.
D. Idlewild Park – Dr. Antozzi reported that both the Idlewild Community
and the City has contacted Ryland Homes to find out when the
proposed park area will no longer be used for a staging area for
construction vehicles and equipment.
E. Player Concussion Procedure Policy – The Commissioners
discussed the Player Concussion Procedure Policy. The
Commissioners requested a revised motion statement. Concerns
discussed included the responsibilities of the Parks and Recreation
staff, coaching staff, and the parent of the child that may have an
injury. The parent involvement will determine the course of action
taken. The policy will be reviewed at the May 16, 2013 meeting.
New Business:
A. Commission Vacancies – A letter was written by Commissioner
Foster to City Council requesting the reappointment of Commissioner
Kroko for a third term and Commissioner Glover to his first full term.
We are currently waiting to hear from City Council.
VII. Commission Concerns and Topics:
Commissioner Tyler asked if the tables in Room 1 at the Dorothy Hart
Community Center could be put up at night. In addition, it appears that
we are storing tables in Room 1 against the wall and they could slide
down to the floor and possibly hurt someone. Please have the air
conditioning on for exercise classes.
Commissioner Olsen announced that the windscreens are up at the
tennis courts.
Commissioner Tepaske asked about the signs stating the closing
times for the City parks. There seems to be a discrepancy between
daylight savings and winter/summer hours. Dr. Antozzi stated that he
would check on the signs.
