FREDERICKSBURG RECREATION COMMISSION Minutes of May 16, 2013 The May meeting of the Fredericksburg Recreation Commission was held on Thursday, May 16, 2013 at Maury Commons. The meeting was called to order at approximately 7:10 p.m. Present: Commissioners: George Foster, Calvin Glover, Matt Kelly & Susan Tyler. Absent: Marcus Tepaske, Tim Duffy, Malvina Kay, Ken Kroko and Gary Olsen. Also in attendance: Dr. Antozzi and Patricia Sparks. Dr. Antozzi introduced Jillian Franklin, Superintendent of Sports and Fitness, to the Commissioners. Jillian gave a brief summary of her education, work experience and her achievements. The Commissioners welcomed her to the Parks and Recreation family. I. Approval of Minutes: The minutes of April 18, 2013 were unanimously approved. II. Public Comment: None. III. Communications from the Director: The Commissioners reviewed the following reports: Financial Report – April 2013 Sports Report – April-May 2013 Leisure Report – May-June 2013 Follow-Up Report – April 2013 IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and trips. V. Old Business: A. Pathways – Dr. Antozzi reported that construction has begun on several different locations on the Virginia Central Railway Trail (VCRT). Commissioner Kelly reported that the request for enhancement funding for the pathway is being reviewed. We should know something in the next several weeks. B. Cal Ripken, Sr. Foundation Partnership – No update. Dr. Antozzi reported that we are currently using the baseball fields for our spring baseball leagues. C. Riverfront Park – On May 10, 2013, Webb Associates began surveying the Riverfront Park property. The RFP for the archeological survey was posted today and is due back June 14, 2013. Dr. Antozzi asked Commissioner Kelly about alternate funding outside of the general fund. Commissioner Kelly stated that we are going to look at Tax Increment 1 Funding (TIF) as potential funding that can be used towards the development of the park. Commissioner Kelly explained the process of TIF and the process of using those funds to assist with the development of the Riverfront Park. TIF is the tax value of the property prior to any enhancements (current value) and the real estate tax value after improvements are made on the property. The difference of the tax value of the property after enhancements can be used toward improvements of the Riverfront Park. D. Idlewild Park – Dr. Antozzi reported that Ryland Homes is on board with the Idlewild Home Owners Association and the City on the development of the community park. E. Player Concussion Procedure Policy – The Commissioners discussed the Player Concussion Procedure Policy. The Commissioners discussed the staff (coach, referee, field supervisor) that would ultimately decide to remove the child in question from the game and then make a recommendation to the parent that the child not be allowed to play the rest of the game. The parent can then make the decision whether the child should seek medical attention and not play, or be placed back in the game. The policy will be reviewed at the June 20, 2013 meeting. F. Commission Vacancies – City Council reappointed Commissioner Kroko to a third term and Commissioner Glover to his first full term. New Business: A. Election of Officers – The Commissioners discussed appointments of Officers for the upcoming year. A motion was made by Commissioner Kelly, seconded by Commissioner Glover, and unanimously agreed to nominate and elect Commissioner Foster as Chairman, Commissioner Tepaske as Vice Chairman and Patricia Spark, Secretary for the July 2013-June 2014. VII. Commission Concerns and Topics: Commissioner Tyler asked if the information in the Riverfront Kiosk could be removed.
