RECREATION COMMISSION
Minutes of June 20, 2013
The June meeting of the Fredericksburg Recreation Commission was held on
Thursday, June 20, 2013 at Maury Commons. The meeting was called to order at
approximately 7:09 p.m.
Present: Commissioners: Marcus Tepaske, Gary Olsen, George Foster (arrived
late), & Susan Tyler. Absent: Malvina Kay, Matt Kelly and Ken Kroko. Also in
attendance: Dr. Antozzi and Patricia Sparks.
I. Approval of Minutes: The minutes of May 16, 2013 were unanimously
approved.
II. Public Comment: None.
III. Communications from the Director: The Commissioners reviewed the
following reports:
Financial Report – May 2013
Sports Report – May/June 2013
Leisure Report – June/July 2013
Follow-Up Report – May 2013
IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and
trips.
V. Old Business:
A. Pathways – Dr. Antozzi reported that construction continues on the
Virginia Central Railway Trail at different locations.
B. Cal Ripken, Sr. Foundation Partnership – No update.
C. Riverfront Park – Webb Associates has almost completed the survey
for the Riverfront Park property. The proposals for archeological
services were received on Friday, June 14, 2013 and are currently
under review. A demolition permit for the Masonic Lodge was submitted
to the Archeological Review Board. Action was tabled pending a
historical review of the building and submission of the plan for the post
demolition site.
D. Idlewild Park – No update.
E. Player Concussion Procedure Policy – The Commissioners discussed
the Player Concussion Procedure Policy.

A motion was made by Commissioner Foster, seconded by
Commissioner Duffy and unanimously approved to adopt the
following Player Concussion Procedure Policy.
Any child suspected by a game official,
volunteer coach, or Parks and Recreation staff to
have a concussion will be removed from play
immediately with immediate discussion with the
child’s parents or legal guardian detailing the
reason for removal from play, and thereby
placing the responsibility of the child’s condition
therewith. Said child may not resume activities
with the team until clearance is provided by
his/her parent or legal guardian. If said child’s
parent is not immediately available, emergency
assistance will be called. An incident report
form will be on hand that is applicable to
concussion incidents and will include space for
the parent’s response to the concussion incident
recommendation. All Parks and Recreation staff
who will be working on site will have a cell
phone, and if a concussion event occurs, they
are to call for emergency assistance unless a
parent or legal guardian chooses a different
course of action.
New Business:
VII. Commission Concerns and Topics:
Commissioner Foster congratulated Marcus on a good job as
Chairman.
Commissioner Olsen complimented Parks and Recreation staff on
their timely manner in repairing the fence at the tennis courts at
Kenmore Park.
Commissioner Tepaske announced that he was now a Doctor of
Engineering.
Meeting adjourned at 7:47 p.m.
