FREDERICKSBURG RECREATION COMMISSION Minutes of August 15, 2013 The August meeting of the Fredericksburg Recreation Commission was held on Thursday, August 15, 2013 at Maury Commons. The meeting was called to order at approximately 7:04 p.m. Present: Commissioners: Timothy Duffy (Acting Chairman), Malvina Kay (arrived late), Matt Kelly, Ken Kroko & Susan Tyler. Absent: Calvin Glover, Gary Olsen, George Foster & Marcus Tepaske. Also in attendance: Mike Ward and Patricia Sparks. The Commissioners were introduced to Tiffany Capehart, Special Events and Marketing Coordinator. Tiffany gave a brief summary of her education and work experience. The Commissioners welcomed her to the Parks and Recreation family. I. Approval of Minutes: The minutes of June 20, 2013 were unanimously approved. II. Public Comment: None. III. Communications from the Director: The Commissioners reviewed the following reports: Sports Report – June-August 2013 Leisure Report – July-August 2013 Follow-Up Report – August 2013 Email from Mandy Melody to PRPF Ltr. From Master Lee’s Martial Arts to Regina Hall Ltr. From Ann Gillihugh to Dr. Antozzi – Commissioner Kroko stated that he was at Hurkamp Park when Ann Gillihugh stepped off the sidewalk onto a depressed area. When the paramedic examined Ann the first time, they felt she was fine. When they put her on a stretcher and took her out, the stretcher fell over and she fell onto a person. That is when she stated that she felt her ankle break. The second fall was more tragic and would have been worse had she not fallen on a person. IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and trips. V. Old Business: A. Pathways – Mike Ward reported that the asphalt is starting to go down on the VCR Trail. They are making very good progress. The trail has been funded through Area 3, which is from Route 1 to the Idlewild portion of the trail. One more section will need to be funded to complete the trail to Interstate 95. Commissioner Tyler asked how the 1 trail would go across Route 1. Mike Ward stated that there will be synchronized lights at Twin Lakes and Idlewild so both lights will go red at the same time. Commissioner Kelly expressed his sincere thanks to Cord Sterling, Stafford County Board of Supervisors, for his efforts in getting the funds approved for the trail. VDOT was not taking on any new projects, and Cord Sterling was able to persuade VDOT to reconsider their decision for enhancement funding for the VCR Trail. B. Cal Ripken, Sr. Foundation Partnership – Mike Ward stated that we are working on an amendment to the original Operations and Management Agreement. The revised agreement outlines the Parks and Recreation schedule for using the Cal Ripken complex. C. Riverfront Park – Commissioner Kroko reported that City staff has been working very diligently in getting studies and proposals in order as requested by City Council. The archeological study has been completed and a report will be given to the Commissioners as soon as possible. The studies will be presented to City Council on September 10, 2013. If all is approved, we will be looking at getting a contract with a design firm and begin holding some town meetings. D. Idlewild Park – We are waiting to hear back from Ryland Homes on their assistance in developing the designated park area. New Business: None VII. Commission Concerns and Topics: Commissioner Tyler commented that she liked the new catalog. She also commented on the cleanliness of the center. Three months ago, it was pristine and now it is filthy. She stated that she has also been told that it is happening to other city buildings. Commissioner Kroko stated that he wanted someone to be aware of the conversation, and the circumstances behind Ann’s accident that occurred at Hurkamp Park. Commissioner Kroko felt he needed to address the Commission on how the accident occurred. He stated Ann is a good person and she definitely had an accident at Hurkamp Park. Mike Ward stated that he would notify Loren Kato, Safety Officer, for the City of Fredericksburg.
