March 15, 2021 The Fredericktown Village council met in regular session on March 15, 2021 at 7:00 p.m. at the Fredericktown Senior Citizen’s Center. PRESENT: Council Members Brewer, de Rojas, Lanuzza, Shoemaker and Van Nostrand; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson; Solicitor Landon; Zoning Inspector Fox. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Richard Hasley, United Methodist Church. MINUTES: Lanuzza made a motion to approve the March 1, 2020 minutes. Seconded by Ray Brewer. All yea. Lanuzza made a motion to approve the March 8, 2020 minutes. Seconded by Ray Brewer. All yea. INTRODUCTION OF GUESTS: Sarah Auchard and Terry Divelbiss from the Fredericktown Community Development Foundation (FCDF). Sam Filkins from the Knox County Area Development Foundation (KCADF) gave a presentation on Downtown Revitalization Districts. Council agreed to have him gather more information on the program. LEGISLATION: ORDINANCE NO. 2021-05 - AN ORDINANCE ESTABLISHING WATER RATES FOR CUSTOMERS OF THE VILLAGE OF FREDERICKTOWN, OHIO De Rojas made a motion to waive the third reading of Ordinance 2021-05. Seconded by Shoemaker. All Yea, except Van Nostrand. Brewer made a motion to pass Ordinance 2021-05. Seconded by Shoemaker. All Yea, except Van Nostrand. ORDINANCE NO. 2021-06 - AN ORDINANCE ESTABLISHING SANITARY SEWER RATES FOR CUSTOMERS OF THE VILLAGE OF FREDERICKTOWN, OHIO Shoemaker made a motion to waive the third reading of Ordinance 2021-06. Seconded by Brewer. All Yea, except Van Nostrand. Shoemaker made a motion to pass Ordinance 2021-06. Seconded by Brewer. All Yea. OLD BUSINESS: • Mayor said the Village received one bid for the Administration Building at 11 ½ E. Sandusky Street for $40,000. NEW BUSINESS: VILLAGE ADMINISTRATOR'S REPORT: • City of Mount Vernon did some street sweeping for the Village last week. • The Village will be moving forward with the employee health insurance renewal for 2021 with the current broker, Ohio Insurance Services at a renewal rate of -.08%. ZONING INSPECTOR’S REPORT: • Zoning Inspector Fox reported he responded to 14 calls in January, 18 calls in February, and 12 calls in March so far. Most have been realtors or bank appraisers. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the months of February 2021. Lanuzza made a motion to approve the financial reports, bills and bank statement for February 2021. Seconded by Shoemaker. All yea. POLICE CHIEF REPORT: None SOLICITOR'S REPORT: • Answer for Navitas court case in South Carolina has been drafted and will be filing it soon. COMMITTEE REPORTS: SAFETY COMMITTEE: Next meeting April 5th PUBLIC WORKS: Next meeting April 12th • Discussed which parking lot to pave this year. Administrator Snell will get further information from engineer on which would be the best to pave. FINANCE COMMITTEE: Next Meeting April 19th PLANNING COMMISSION: Next meeting April 26th EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose of discussing a possible real estate transaction and the appointment of a public official. Seconded by Shoemaker. All yea. Council entered into executive session at 7:58 p.m. Council returned to regular session at 8:26 p.m. De Rojas made a motion to fill the current council vacancy with Scott McKnight. Seconded by Van Nostrand. 4 in favor, one nay. ADJOURNMENT – Lanuzza made a motion to adjourn. Seconded by Shoemaker. All Yea.
