The Fredericktown Village council met in regular session on April 5, 2021 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members Brewer, de Rojas, Lanuzza, and Shoemaker; Fiscal Officer Graves;
Village Administrator Snell; Chief Johnson; Solicitor Landon.
ABSENT: Council Members McKnight and Van Nostrand. Lanuzza made a motion to excuse the
absence of Council Members McKnight and Van Nostrand. Seconded by Brewre. All Yea.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Richard Hasley, United Methodist Church.
MINUTES: Lanuzza made a motion to approve the March 15, 2021 minutes. Seconded by
Shoemaker. All yea, except McKnight and Van Nostrand
INTRODUCTION OF GUESTS: None
LEGISLATION:
RESOLUTION NO. 2021-07 - A RESOLUTION DECLARING CERTAIN VILLAGE PROPERTY
SURPLUS DISPOSING OF THAT PROPERTY THROUGH PUBLIC AUCTION AND
DECLARING AN EMERGENCY
Lanuzza made a motion to waive the three readings of Ordinance 2021-07. Seconded by Brewer.
All Yea, except McKnight and Van Nostrand. Lanuzza made a motion to pass Ordinance 2021-
07. Seconded by Brewer. All Yea, except McKnight and Van Nostrand.
OLD BUSINESS:
• Council Member Shoemaker said Sam Filkins from KCADF is still gathering more
information about DRDs (Downtown Revitalization Districts). He will attend the next
council meeting on April 19th to answer further questions about DRDs.
• Mayor Day discussed lease termination of Senior Center. The Village will allow the Senior
Citizens to still meet for their luncheons.
NEW BUSINESS:
• Mayor Day appointed Council Member McKnight to the Public Works Committee and
Council Member De Rojas to the chair of the Finance Committee.
VILLAGE ADMINISTRATOR'S REPORT:
• Discussed the need to determine which parking lot to pave this year, have to put it out for
bid soon to get project done this year. Shoemaker made a motion to pave the East College
Street parking lot and make improvements to the West College Street parking lot. Seconded
by De Rojas. All Yea, except McKnight and Van Nostrand.
• Shade Tree Committee met, planning of stump grinding, removal of trees, and planting of
new trees. Planning Arbor Day event on April 30th.
• Estimate for inspection of water tower from Pittsburg Tank & Tower, $1,250. Will discuss
at Public Works meeting.
ZONING INSPECTOR’S REPORT: None
FISCAL OFFICER'S REPORT:
• Will be scheduling a Public Records Meeting in the soon.
• Reminded elected officials to do Public Records Training. (Should be done every term.)
POLICE CHIEF REPORT: None
SOLICITOR'S REPORT: None
COMMITTEE REPORTS:
PUBLIC WORKS: Next meeting April 12th
FINANCE COMMITTEE: Next Meeting April 19th
PLANNING COMMISSION: Next meeting April 26th
SAFETY COMMITTEE: Next meeting May 3rd
MISCELLANEOUS COMMITTEE REPORTS: FCDF 43019 Magazine was sent out to
Village residents.
EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose
of discussing litigation and asked Administrator Snell, Fiscal Officer Graves, and Solicitor Landon
to remain. Seconded by De Rojas. All yea, except McKnight and Van Nostrand.
Council entered into executive session at 7:45 p.m. Council returned to regular session at 7:58 p.m.
ADJOURNMENT – De Rojas made a motion to adjourn. Seconded by Shoemaker. All Yea,
except McKnight and Van Nostrand.
Meeting Adjourned at 7:59 p.m.
