April 19, 2021 The Fredericktown Village council met in regular session on April 19, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Lanuzza, McKnight, Shoemaker and Van Nostrand; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson; Zoning Inspector Fox. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Richard Hasley, United Methodist Church. MINUTES: Lanuzza made a motion to approve the April 5, 2021 minutes. Seconded by Brewer. All yea. INTRODUCTION OF GUESTS: Sam Filkins, KCADF; Sarah Auchard and John Walsh, FCDF; Steve Minor, property owner. Continued discussion about Downtown Revitalization District. FCDF will contact current property owners and see if there is interest. OLD BUSINESS: None NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT: • Reminded everyone of Arbor Day Event on April 30, 2021 at 11:00 a.m. ZONING INSPECTOR’S REPORT: • Responded to 40 calls from realtors and residents. • Attended to Zoom meeting about zoning FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the months of March 2021. De Rojas made a motion to approve the financial reports, bills and bank statement for March 2021. Seconded by Lanuzza. POLICE CHIEF REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: SAFETY COMMITTEE: Next meeting May 3rd PUBLIC WORKS: Next meeting May 10th FINANCE COMMITTEE: Next Meeting May 17th PLANNING COMMISSION: Next meeting May 24th MISCELLANEOUS COMMITTEE REPORTS: FCDF 43019 Magazine was sent out to Village residents. EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose of discussing litigation and employee compensation and asked Administrator Snell, Fiscal Officer Graves. Seconded by De Rojas. All yea. Council entered into executive session at 8:09 p.m. Council returned to regular session at 8:22 p.m. LEGISLATION: RESOLUTION NO. 2021-08 TO AMEND APPROPRIATIONS Lanuzza made a motion to waive the three readings of Ordinance 2021-08. Seconded by Shoemaker. All Yea. Lanuzza made a motion to pass Ordinance 2021-08. Seconded by Shoemaker. All Yea. Lanuzza made a motion raise employee compensation by 2.5% effective June 7, 2021, add Sergeant’s position starting at $21.56 per hour with all longevity pay to be included, and reduce number of patrolmen from five to four. Seconded by Van Nostrand. All yea. ADJOURNMENT – Van Nostrand made a motion to adjourn. All Yea. Meeting Adjourned at 8:28 p.m. ___________________________________ Jerry L.
