The Fredericktown Village council met in regular session on May 3, 2021 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members Brewer, De Rojas, Lanuzza, McKnight, Shoemaker and Van
Nostrand; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Council Member Van Nostrand
MINUTES: Lanuzza made a motion to approve the April 19, 2021 minutes. Seconded by Brewer.
All yea.
INTRODUCTION OF GUESTS: Jim Fox; Sam Filkins, KCADF; Sarah Auchard, Terry
Divelbiss, FCDF; Continued discussion about Downtown Revitalization District. FCDF said there
is interest from the current property owners. Sam Filkins is doing modeling of what the DRD
would look like and will present that at a later council meeting.
LEGISLATION
FIRST READING - ORDINANCE NO. 2021-09 – AN ORDINANCE SPECIFYING THE
STAFFING AND WAGES OF EMPLOYEES OF THE VILLAGE OF FREDERICKTOWN
FIRST READING - ORDINANCE NO 2021-10 - AN ORDINANCE AUTHORIZING THE
FISCAL OFFICER TO SUBMIT THE PROPOSED 2022 BUDGET FOR THE VILLAGE
OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR
OLD BUSINESS:
• Council Member Van Nostrand mentioned the private dumpster on the public parking lot
on West First Street is overflowing again. Administrator Snell will contact the property
and have the dumpster removed.
• Sale of administration building should be finalized the second week of May.
NEW BUSINESS:
• Council Chamber remodel and were discussed. Council Member McKnight made a motion
to move forward with the remodel. Seconded by Brewer. Brewer, De Rojas, Lanuzza,
Mcknight and Shoemaker all voted Yea. Van Nostrand voted Nay.
VILLAGE ADMINISTRATOR'S REPORT:
• Water tower inspection for April was rescheduled due to rain. Pittsburg Tank and Tower
will be here around the middle of May to do the inspection.
ZONING INSPECTOR’S REPORT: None
FISCAL OFFICER'S REPORT:
• Public Records meeting is scheduled for May 17, 2021 at 6:30 p.m.
POLICE CHIEF REPORT: None
SOLICITOR'S REPORT: None
COMMITTEE REPORTS:
PLANNING COMMISSION: Next meeting May 24th
• Jim Fox spoke about trash nuisances around the village, and suggested a zoning
enforcement officer. Chief Johnson explained how difficult it is to take someone to court
over nuisances. Further discussion followed.
SAFETY COMMITTEE: Next meeting June 7th
PUBLIC WORKS: Next meeting June 14th
FINANCE COMMITTEE: Next Meeting June 21st
MISCELLANEOUS COMMITTEE REPORTS:
• FCDF will host a Craft Fair on Saturday, May 29th; the Freedom Celebration, July 1, 2, and
3rd; and Christmas in July on July 24th.
