May 17, 2021 The Fredericktown Village council met in regular session on May 17, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, De Rojas, McKnight, Shoemaker and Van Nostrand; Fiscal Officer Graves; Village Administrator Snell; Zoning Inspector Fox. ABSENT: Council Member Lanuzza. Brewer made a motion to excuse the absence of Council Member Lanuzza. Seconded by De Rojas. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Richard Hasley, Fredericktown United Methodist Church MINUTES: Shoemaker made a motion to approve the May 3, 2021 minutes. Seconded by Brewer. All yea, except Lanuzza INTRODUCTION OF GUESTS: • Rita Fenton and Nita Chester; Rita has concerns about the intersection at West 5th and Chestnut Streets, it is difficult to pull out onto street because of parked cars so close to intersection. Safety Committee will look into this issue. She has concerns about feral cats in the village (there is no ordinance regarding them). Asked how we could get more information out to residents regarding Council Meetings and decisions, maybe put more information on the website. • Sam Filkins, KCADF; Sarah Auchard, Terry Divelbiss, John Walsh FCDF; Continued discussion about Downtown Revitalization District (DRD). Sam Filkins presented modeling of what the DRD would look like. Council Member Van Nostrand made a motion to move forward with the creation of the DRD. Seconded by Shoemaker. All yea, except Lanuzza. LEGISLATION SECOND READING - ORDINANCE NO. 2021-09 – AN ORDINANCE SPECIFYING THE STAFFING AND WAGES OF EMPLOYEES OF THE VILLAGE OF FREDERICKTOWN SECOND READING - ORDINANCE NO 2021-10 - AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO SUBMIT THE PROPOSED 2022 BUDGET FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR ORDINANCE NO. 2021-11 – AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Shoemaker made a motion to pass Ordinance 2021-11. Seconded by Brewer. All Yea, except Lanuzza. OLD BUSINESS: None NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT: • Received word that the village got the remainder of the grant for the Streetscape Project for a total of $1,400,000. Cannot spend any on constructions until 2023. • Paving projects are currently out for bids. Will open bids on Thursday morning, May 27th. ZONING INSPECTOR’S REPORT: • Answered 18 calls regarding building permits, pools and new construction. FISCAL OFFICER'S REPORT: Council reviewed the bills, financial reports and bank reconciliation statement for the month of April 2021. Shoemaker made a motion to approve the financial reports, bills and bank statement for April 2021. Seconded by Brewer. All Yea, except Lanuzza.
