June 7, 2021 COUNCIL PUBLIC HEARING ON THE ANNUAL BUDGET June 7, 2021 at 6:45 p.m. PRESENT AT ROLL CALL: Council Members Brewer, De Rojas, Lanuzza, McKnight, Shoemaker, Van Nostrand; Mayor Day, Administrator Snell, Chief Johnson, Fiscal Officer Graves. A Public Hearing was held at 6:45 p.m. on the proposed budget for the Village for the year ending December 31, 2022. No one from the public was present. Lanuzza made a motion to close the public hearing. Seconded by Van Nostrand. All yea. Hearing closed at 6:48 p.m. ****************************************************************************** REGULAR SESSION The Fredericktown Village council met in regular session on June 7, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, De Rojas, Lanuzza, McKnight, Shoemaker and Van Nostrand; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Richard Hasley, Fredericktown United Methodist Church. MINUTES: Brewer made a motion to approve the May 17, 2021 minutes with the correction of a name change. Seconded by Van Nostrand. All yea. INTRODUCTION OF GUESTS: • Emma Davis, Knox Pages. • Rita Fenton and Nita Chester; Rita has concerns about the intersection at West 5th and Chestnut Streets, it is difficult to pull out onto street because of parked cars so close to intersection. No viable solution at this time - Chief Johnson said they cannot just change one street to no street parking, would have to change all streets. Asked why the bike trail isn’t connected to other villages or towns. Referred to County Commissioners. Would like to see pest waste stations along Burgett Drive. Referred to the Parks Department. LEGISLATION THIRD READING - ORDINANCE NO. 2021-09 – AN ORDINANCE SPECIFYING THE STAFFING AND WAGES OF EMPLOYEES OF THE VILLAGE OF FREDERICKTOWN Lanuzza made a motion to pass Ordinance 2021-09. Seconded by Shoemaker. All Yea. THIRD READING - ORDINANCE NO. 2021-10 - AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO SUBMIT THE PROPOSED 2022 BUDGET FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR Lanuzza made a motion to pass Ordinance 2021-10. Seconded by Shoemaker. All Yea. ORDINANCE NO. 2021-12 - AN ORDINANCE AMENDING THE 2021 CERTIFICATE OF ESTIMATED RESOURCES FOR THE VILLAGE OF FREDERICKTOWN Shoemaker made a motion to pass Ordinance 2021-12. Seconded by McKnight. All Yea. ORDINANCE NO. 2021-13 - AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Lanuzza made a motion to pass Ordinance 2021-13. Seconded by Brewer. All Yea. RESOLUTION NO. 2021-14 - A RESOLUTION AWARDING THE 2021 STREET IMPROVEMENT PROJECT TO KOKOSING CONSTRUCTION, AND DECLARING AN EMERGENCY Lanuzza made a motion to waive the three readings of Ordinance 2021-14. Seconded by Shoemaker. All Yea. Lanuzza made a motion to pass Ordinance 2021-14. Seconded by Shoemaker. All Yea. RESOLUTION NO. 2021-15 – A RESOLUTION AWARDING THE EAST FIRST STREET PARKING LOT IMPROVEMENTS PROJECT TO AMBROSE ASPHALT, INC. AND DECLARING AN EMERGENCY Brewer made a motion to waive the three readings of Ordinance 2021-15. Seconded by De Rojas. All Yea. Shoemaker made a motion to pass Ordinance 2021-15. Seconded by Lanuzza. All Yea. OLD BUSINESS: None NEW BUSINESS: Discussed updating the Village website for better navigation and information, and incorporate the police department website into the Villages. Fiscal Officer will get quotes with the police department added and proceed. VILLAGE ADMINISTRATOR'S REPORT: • Water tower report has been received, will email to council members for review. • Zoning code audit received, will email to council members for review. There will be an Open house on June 23, from 5-7 p.m. at the old high school, room 112 for anyone to come in and talk about zoning ZONING INSPECTOR’S REPORT: None FISCAL OFFICER'S REPORT: None POLICE CHIEF REPORT: • Neighborhood watch meetings are resuming with first meeting July 17, 2021 11:00 a.m. in the Community Room at the Methodist Church. SOLICITOR'S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: Next meeting June 28th SAFETY COMMITTEE: Safety Committee – Asking Chief to look into nuisance properties, send letters to residents on timeline to get property cleaned up. Next meeting August 2nd PUBLIC WORKS: Next meeting June 14th FINANCE COMMITTEE: Next Meeting June 21st MISCELLANEOUS COMMITTEE REPORTS: • Steering Committee – Proceeding with exploring creating the Downtown Revitalization District (DRD). • FCDF – Downtown Celebration July 1-3. Christmas in July, July 10th, 10:00 a.m. to 3:00 p.m. • KCADF (Shoemaker) Still waiting on deed for the old Cooper’s property. Schlabach Builders will be constructing 120 new homes in Mount Vernon.
