June 21, 2021
The Fredericktown Village council met in regular session on June 21, 2021 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members De Rojas, Lanuzza, McKnight, Shoemaker and Van Nostrand;
Fiscal Officer Graves; Village Administrator Snell.
ABSENT: Council Member Brewer. Lanuzza made a motion to excuse the absence of Council
Member Brewer. Seconded by Shoemaker. All Yea.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Bill Van Nostrand, Council Member.
MINUTES: Lanuzza made a motion to approve the June 7, 2021 minutes. Seconded by Van
Nostrand. All yea, except Brewer.
INTRODUCTION OF GUESTS:
• Emma Davis, Knox Pages.
LEGISLATION: None
OLD BUSINESS: None
NEW BUSINESS:
• Council discussed Rules of Council, specifically meetings as a whole and whether or not
to change verbiage when a council position has been vacated. Mayor Day and
Administrator Snell will check with our Solicitor and talk with council at next meeting.
• Council Member De Rojas discussed the need for better parking lot signage in the Village.
Mayor Day and Administrator Snell will look into this.
VILLAGE ADMINISTRATOR'S REPORT:
• Reminded everyone of the Zoning Open House at 5:00 p.m. on June 23rd. It will be held at
the old high school in room 112.
• Parking lot paving on East College Street should begin in July.
• Street paving contract will be signed once approved by OPWC.
• Thanked Mayor and Council Member Lanuzza for helping out with mowing due to staff
shortage.
ZONING INSPECTOR’S REPORT: None
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the
month of May 2021. Lanuzza made a motion to approve the financial reports, bills and
bank statement for May 2021. Seconded by De Rojas. All Yea, except Brewer.
• Personnel manual needs updated to include new Federal holiday, Juneteenth. Council
Member Lanuzza made a motion to update section 5.1 in the personnel manual to 14 paid
holiday events, adding Juneteenth as a floating holiday to all full-time employees.
Seconded by Shoemaker. All yea, except Brewer.
POLICE CHIEF REPORT: None
SOLICITOR'S REPORT: None
COMMITTEE REPORTS:
PLANNING COMMISSION: Next meeting June 23rd
SAFETY COMMITTEE:
• Council Member Shoemaker discussed the need for fencing at the entrance to the bike trail
at St. Rt. 95. Administrator Snell will look into fencing.
• Council discussed putting the break-away barriers back at intersections of bike trail.
Administrator Snell noted that they were taken down because the county engineer said they
were dangerous and many municipalities were removing them. Council would like to have
them put back in place. Administrator Snell will have the Street Department replace them
and also look into painting “STOP” on the pavement at the intersections
• Next meeting August 2nd (A special meeting may be called since there is not one scheduled
in July.)
PUBLIC WORKS:
• Council Member Shoemaker said they went over recommendations from Pittsburg Tank &
Tower for the water tower. Committee will cross-reference this with the report from
Dickson from a few years ago before proceeding.
• Next meeting July 12th
FINANCE COMMITTEE: Next Meeting July 19th
MISCELLANEOUS COMMITTEE REPORTS:
• FCDF – Downtown Celebration July 1-3. Christmas in July, July 24th, 10:00 a.m. to 3:00
p.m.
ADJOURNMENT – Van Nostrand made a motion to adjourn. Seconded by De Rojas. All Yea,
except Brewer.
