July 19, 2021 The Fredericktown Village council met in regular session on July 19, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, De Rojas, Lanuzza and McKnight; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson; Zoning Inspector Fox; Solicitor Landon. ABSENT: Council Members Shoemaker and Van Nostrand. Brewer made a motion to excuse the absence of Council Members Shoemaker and Van Nostrand. Seconded by De Rojas. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Gail Angel, United Methodist Church. MINUTES: Lanuzza made a motion to approve the June 19, 2021 minutes with correction of Christmas in July date to the 24th. Seconded by De Rojas. All yea, except Shoemaker and Van Nostrand. INTRODUCTION OF GUESTS: • Sam Filkins. Sam had further discussion about the Downtown Revitalization District (DRD) and how the legal fees are paid for by the Knox County Foundation. There is a special school board meeting on August 5th where the DRD will presented. LEGISLATION: ORDINANCE NO. 2021-16 - AN ORDINANCE TO APPROVE, ADOPT AND ENACT THE 2021 REPLACEMENT PAGES TO THE CODIFIED ORDINANCES; AND DECLARING AN EMERGENCY Mcknight made a motion to waive the three readings of Ordinance 2021-16. Seconded by Brewer. All Yea, except Shoemaker and Van Nostrand. Lanuzza made a motion to pass Ordinance 2021- 16. Seconded by De Rojas. All Yea, except Shoemaker and Van Nostrand. RESOLUTION NO. 2021-17 - A RESOLUTION AUTHORIZING THE VILLAGE OF FREDERICKTOWN TO REQUEST, APPLY FOR AND/OR RECEIVE ITS DESIGNATED SHARE OF FUNDS FROM THE AMERICAN RESCUE PLAN ACT OF 2021, ESTABLISHING A FEDERAL GRANT FUND, FOR THE VILLAGE OF FREDERICKTOWN AND AUTHORIZING THE MAYOR AND FISCAL OFFICER TO TAKE CERTAIN ACTIONS AND DECLARING AN EMERGENCY Lanuzza made a motion to waive the three readings of Ordinance 2021-17. Seconded by De Rojas. All Yea, except Shoemaker and Van Nostrand. Lanuzza made a motion to pass Ordinance 2021- 17. Seconded by Brewer. All Yea, except Shoemaker and Van Nostrand. OLD BUSINESS: • Discussed Council Rules, specifically meetings as a whole and how applicants may apply for open council positions. Solicitor Landon asked Council to send a current copy of the Council Rules for him to review. • Six new public parking signs were added in the Village. NEW BUSINESS: • Council Member Brewer had residents ask if more street lights could be added on Melick Drive. Administrator Snell will contact AEP about adding street lights. • Council Member De Rojas asked about adding speed limit signs on Gifford Drive and Grant Drive, and adding a digital speed limit monitoring sign on West Mound Street. • Mayor Day appointed Council Member De Rojas to serve on the Park Department Board. VILLAGE ADMINISTRATOR'S REPORT: • Paving began on East First Street Parking lot. Should be completed by the end of this week. • Partnered with Morris Township on small projects, including mowing limbs back on the bike trail. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of June 2021. Lanuzza made a motion to approve the financial reports, bills and bank statement for June 2021. Seconded by De Rojas. All Yea, except Shoemaker and Van Nostrand. POLICE CHIEF REPORT: • Paxton Chilcote was hired as new patrolman and will start employment with the Village on August 2, 2021, contingent on passing police and fire physical. • Patrolman Josh Jones was promoted to Sergeant as of July 19, 2021. Jones was cleared by the Grand Jury and Review Board of any criminal wrong doing or policy violations for the officer involved shooting in June. • Properties: 181 South Main Street property owner plans to rehab, will follow-up. 54 S. Pleasant Street sold at sheriff sale. New owner plans to clean up once they receive title. Mayor said that 7 High Street property was sold. 6th street address made substantial progress. Council Member De Rojas asked about the property at the Corner of 4th and S. Edgehill. Chief Johnson said they are making progress there; two arrests were made there over the weekend. ZONING INSPECTOR’S REPORT: • Responded to 38 calls and emails for the month of June. • Discussion was had about deed restrictions in subdivisions and who enforces the deed restrictions. SOLICITOR'S REPORT: • Law Student, Lindsay Gallwitz attended the meeting along with Solicitor Landon. COMMITTEE REPORTS: PLANNING COMMISSION: Next meeting July 26th SAFETY COMMITTEE: Next meeting August 2nd. PUBLIC WORKS: Next meeting August 9th FINANCE COMMITTEE: Next Meeting August 16th MISCELLANEOUS COMMITTEE REPORTS: None. EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose of discussing possible litigation and asked Administrator Snell, Fiscal Officer Graves, Zoning Inspector Fox, Solicitor Landon and Lindsay Gallwitz to remain. Seconded by Brewer. All yea, except Shoemaker and Van Nostrand. Council entered into executive session at 8:12 p.m. Council returned to regular session at 8:29 p.m. ADJOURNMENT – Lanuzza made a motion to adjourn. Seconded by Brewer.
