August 16, 2021 The Fredericktown Village council met in regular session on August 16, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, De Rojas, Lanuzza, Shoemaker, McKnight and Van Nostrand; Fiscal Officer Graves; Village Administrator Snell. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Brian Snow, First Baptist Church. MINUTES: Lanuzza made a motion to approve the July 19, 2021 minutes with correction of verbiage under new business regarding speed signs by De Rojas. Seconded by Brewer. All yea, INTRODUCTION OF GUESTS: • Rita Fenton – Mulberry Street house has flags on porch with offensive language. Council explained to her that it is free speech and that they could not do anything unless it had threatening language towards someone. • Karen Tallman spoke for resident Maxine Squires, concern over 54 S. Pleasant Street and property at 4th and Edgehill. Mayor asked that Maxine call him. • Other guests Margaret Brake and Nita Chester. LEGISLATION: RESOLUTION NO. 2021-18 - A RESOLUTION AUTHORIZING THE FISCAL OFFICER TO APPLY FOR COUNTY PERMISSIVE FUNDS AND DECLARING AN EMERGENCY De Rojas made a motion to waive the three readings of Ordinance 2021-18. Seconded by Shoemaker. All Yea. Brewer made a motion to pass Ordinance 2021-18. Seconded by Lanuzza. All Yea. ORDINANCE NO. 2021-19 - AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO REQUEST AN AMENDED CERTIFICATE OF ESTIMATED RESOURCES FOR THE VILLAGE OF FREDERICKTOWN Lanuzza made a motion to pass Ordinance 2021-19. Seconded by Shoemaker. All Yea. OLD BUSINESS: • 7 High Street – new owners have been contacted and will have lawn mowed soon. They hope to start renovation within in the next 90 days. 181 South Main Street – contractor is working on the property. NEW BUSINESS: • Mayor thanked Council Member Van Nostrand and the FCDF for putting on the Christmas in July event. VILLAGE ADMINISTRATOR'S REPORT: • East First Street Parking lot came in a couple thousand over bid due to the asphalt being more deteriorated more than was thought.  • Street paving project is tentatively set to begin the third week in September. Mill Street bridge will be closed for approximately two weeks during the paving project. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of July 2021. De Rojas made a motion to approve the financial reports, bills and bank statement for July 2021. Seconded by Lanuzza. All Yea. POLICE CHIEF REPORT: None ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: Next meeting August 23rd PUBLIC WORKS: • Possible grant from ODOT for Safe Routes to School. Sidewalk and crosswalk on Levering and Struble. Project would be about five years out. • Next meeting September 13th FINANCE COMMITTEE: Next Meeting September 20th SAFETY COMMITTEE: Next meeting October 4th MISCELLANEOUS COMMITTEE REPORTS: • Council Member Shoemaker - Downtown Revitalization Committee met with Jason Burgholder from K.E. McCartney (the Village’s engineering firm) about meeting ADA requirements. Would like ideas on helping business owners meeting ADA requirements. Shoemaker also spoke about different ideas for the landscape portion of the Downtown Revitalization. • Council Member Shoemaker – The Fredericktown School Board met and discussed the Downtown Revitalization District (DRD). The item was tabled and they will continue the discussion at the next board meeting on August 31st at 6:00 p.m. ADJOURNMENT – Lanuzza made a motion to adjourn. Seconded by Van Nostrand. All Yea.
