September 27, 2021 The Fredericktown Village council met in regular session on September 27, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Lanuzza, Shoemaker and McKnight; Fiscal Officer Graves. ABSENT: Council Members De Rojas and Van Nostrand. Brewer made a motion to excuse the absence of Council Members De Rojas and Van Nostrand. Seconded by Lanuzza. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Andy Smith, NewLife Community Church. MINUTES: Lanuzza made a motion to approve the August 16, 2021 minutes. Seconded by McKnight. All yea, except De Rojas and Van Nostrand. Lanuzza made a motion to approve the August 19, 2021 minutes. Seconded by Brewer. All yea, except De Rojas and Van Nostrand. INTRODUCTION OF GUESTS: • James Hobson. Grant Pepper, Knox Pages. LEGISLATION: RESOLUTION 2021-21 - RESOLUTION ACCEPTING THE AMOUNTS AND RATES DETERMINED BY THE BUDGET COMMISSIONS AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR Lanuzza made a motion to waive the three readings of Ordinance 2021-21. Seconded by Brewer. All Yea, except De Rojas and Van Nostrand. Lanuzza made a motion to pass Ordinance 2021-21. Seconded by Shoemaker. All Yea, except De Rojas and Van Nostrand. ORDINANCE 2021-22 - AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Shoemaker made a motion to pass Ordinance 2021-22. Seconded by McKnight. All Yea, except De Rojas and Van Nostrand. OLD BUSINESS: None NEW BUSINESS: • Trick-or-Treat date and time set for Saturday, October 30th from 5:30 – 7:00 p.m. • Cancelled October 4th Council meeting. VILLAGE ADMINISTRATOR'S REPORT: None FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of August 2021. Lanuzza made a motion to approve the financial reports, bills and  bank statement for August 2021. Seconded by Shoemaker. All Yea, except De Rojas and Van Nostrand. POLICE CHIEF REPORT: None ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: Next meeting October 25th PUBLIC WORKS: • Safe Routes to School Grant, Levering & Sandusky to Struble, project won’t be complete until 2024-2025. • 95/13 ODOT Bridge project 2023-2024. Fredericktown is applying for grant for decorative features on bridge. ODOT needs letter of intent by October. • Looking at downtown revitalization parking for large vehicles. Possible designated large vehicle parking. • Marquee in front of municipal building is still in preliminary stages. • Would like to get engineering done sooner for West First Street parking lot. Maybe include article in the 43019 Magazine so people know where more parking is.
