October 18, 2021 The Fredericktown Village council met in regular session on October 18, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, De Rojas, Lanuzza, Shoemaker and McKnight; Administrator Snell; Fiscal Officer Graves. ABSENT: Council Member Van Nostrand. De Rojas made a motion to excuse the absence of Council Member Van Nostrand. Seconded by McKnight. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Morris James, United Methodist Church. MINUTES: Lanuzza made a motion to approve the September 27, 2021 minutes. Seconded by Brewer. All yea, except Van Nostrand. INTRODUCTION OF GUESTS: • James Hobson. Grant Pepper, Knox Pages. LEGISLATION: RESOLUTION NO. 2021-23 - A RESOLUTION ESTABLISHING THE TIME AND PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF FREDERICKTOWN FOR THE YEAR 2022 RESOLUTION NO. 2021-24 - A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM AND TO EXECUTE CONTRACTS AS REQUIRED FOR THIS PROJECT AND DECLARING THIS LEGISLATION AN EMERGENCY Shoemaker made a motion to waive the three readings of Ordinance 2021-24. RESOLUTION NO. 2021-25 – AGREEMENT BETWEEN THE STATE OF OHIO, DEPARTMENT OF TRANSPORTATION AND THE VILLAGE OF FREDERICKTOWN, OHIO FOR THE REMOVAL AND CONTROL OF SNOW AND ICE Lanuzza made a motion to waive the three readings of Ordinance 2021-25. RESOLUTION 2021-26 - A RESOLUTION PROVIDING TEMPORARY APPROPRIATIONS OF FUNDS TO MEET CURRENT AND OTHER EXPENDITURES OF THE VILLAGE OF FREDERICKTOWN, KNOX COUNTY, OHIO FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 OLD BUSINESS: • Shoemaker spoke about the mock-up marquee on the lawn in the front of the building. Most of the cost of the marquee will be paid for by a private donor. Base of the marquee will be paid for by the village. NEW BUSINESS: • Chief Johnson resigning as of November 5, 2021. Searching for new Police Chief. VILLAGE ADMINISTRATOR'S REPORT: • Leaf pick-up begins last week of October • Street paving backed up one more week. Should begin last week of October. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of September 2021. De Rojas made a motion to approve the financial reports, bills and bank statement for September 2021. Seconded by Shoemaker. All Yea, except De Rojas and Van Nostrand. POLICE CHIEF REPORT: None ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: • Meeting with Compass Point about Revised Zoning Ordinance October 19th. SAFETY COMMITTEE: Next meeting November 1st PUBLIC WORKS: • Looking at downtown revitalization parking for large vehicles. Possible designated large vehicle parking. Will revisit when project begins. • Signage for Downtown Revitalization, possible money from KCADF. • Next Meeting November 8th FINANCE COMMITTEE: • Working on pay ordinance for 2022. • Next Meeting November 15th MISCELLANEOUS COMMITTEE REPORTS: None EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose of discussing personnel. Seconded by Shoemaker. All yea, except Van Nostrand.
