November 1, 2021 The Fredericktown Village council met in regular session on November 1, 2021 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Lanuzza, Shoemaker, McKnight and Van Nostrand; Administrator Snell; Fiscal Officer Graves. ABSENT: Mayor Day. President Pro-Tempore Lanuzza called the meeting to order at 7:00 p.m. INVOCATION: Larry Carnes, Waterford United Methodist Church. MINUTES: Shoemaker made a motion to approve the October 18, 2021 minutes. Seconded by de Rojas. All yea. INTRODUCTION OF GUESTS: Grant Pepper, Knox Pages; Nita Chester, Rita Fenton, Mary Beth Turbeville. • Rita Fenton asked about high levels of calcium in water. Administrator Snell explained that the levels in the water are within EPA regulations and that Village is able to lower the calcium level, but it results in a higher cost to the Village that would result in higher utility bills. She also mentioned how Bellville has a Halloween event and parade, and that would be a nice thing for Fredericktown to do. de Rojas mentioned the Halloween information be passed on to FCDF. • Mary Beth asked how to find out more information about zoning. Shoemaker noted that the zoning ordinance is located on our website. She also asked about offensive signs on resident’s property. It was explained to her that they are protected under free speech. She also asked about loud barking dogs and that it would be a matter to call the police department about. LEGISLATION: RESOLUTION NO. 2021-23 - A RESOLUTION ESTABLISHING THE TIME AND PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF FREDERICKTOWN FOR THE YEAR 2022 RESOLUTION NO. 2021-27 – AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Shoemaker made a motion to waive the three readings of Ordinance 2021-26. Seconded by Brewer. All Yea. Brewer made a motion to pass Ordinance 2021-27. Seconded by McKnight. All Yea. OLD BUSINESS: None NEW BUSINESS: • Christmas lighting contest. Brewer will head this up, maybe have a survey and get votes from the community. Prizes will once again be $75 – First Place, $50 – Second Place, $25 – Third Place. VILLAGE ADMINISTRATOR'S REPORT: • Paving for 2022 asking OPWC for $109,000 of a $155,000 project, Salem Avenue out to State Route 13. Deadline is November 5, 2021 to apply. • Milling is done on current paving project. Some work has to be done on expansion joints on Mill Street bridge. Paving will be done week of November 8th. FISCAL OFFICER'S REPORT: • Public Records Committee Meeting Monday, November 15th at 6:45 p.m. at the Fredericktown Municipal building. POLICE CHIEF REPORT: None ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: • Meeting with Compass Point again about Revised Zoning Ordinance November 17th. Shoemaker suggested all council members attend and give input. SAFETY COMMITTEE: Next meeting December 6th PUBLIC WORKS: • Shoemaker had initial design drawings for the marquee. Brewer asked if there will be any kind of warranty on the sign. Shoemaker said he thought there is one, but did not have the paperwork with him. • de Rojas asked that the committee explore Rita Fenton’s issue with the calcium in her water. • Shoemaker is meeting with local landscapers about the Streetscape design this week.
