The Fredericktown Village council met in regular session on November 15, 2021 at 7:00 p.m. at
the Fredericktown Municipal Building.
PRESENT: Council Members Brewer, de Rojas, Lanuzza, Shoemaker, McKnight and Van
Nostrand; Administrator Snell; Fiscal Officer Graves; Solicitor Landon.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Larry Carnes, Waterford United Methodist Church.
MINUTES: Shoemaker made a motion to approve the October 18, 2021 minutes. Seconded by
McKnight. All yea.
INTRODUCTION OF GUESTS:
• Kiki McClelland discussed events that will take place during the Fredericktown Christmas
Walk. Live and virtual auctions, 5K run, and a craft show will take place. Mayor Day is
invited to light the Christmas Tree on the square after the 5K run.
• Helen Fry discussed the need for more communication, cooperation, enforcement and
community participation.
LEGISLATION:
RESOLUTION NO. 2021-23 - A RESOLUTION ESTABLISHING THE TIME AND
PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF
FREDERICKTOWN FOR THE YEAR 2022
Brewer made a motion to pass Ordinance 2021-23. Seconded by Lanuzza. All Yea.
RESOLUTION 2021-26 - A RESOLUTION PROVIDING TEMPORARY
APPROPRIATIONS OF FUNDS TO MEET CURRENT AND OTHER EXPENDITURES
OF THE VILLAGE OF FREDERICKTOWN, KNOX COUNTY, OHIO FOR THE FISCAL
YEAR BEGINNING JANUARY 1, 2022
Lanuzza made a motion to pass Ordinance 2021-26. Seconded by de Rojas. All Yea.
OLD BUSINESS:
• Shoemaker talked about revisiting the creation of the DRD (Downtown Revitalization
District) in 2022.
• Van Nostrand mentioned the dumpster behind Aunt Ruth’s Attic. Mayor Day and
Administrator Snell will meet with Steve Minor again to get it removed.
• Another nuisance letter was given to 58 E. 4th Street again, for trash not being removed
from property.
NEW BUSINESS:
• Third Thursday Community Mixer here at the Village Council Chamber, Thursday,
November 18 from 5:00 – 7:00 p.m. Mayor asked Council members to attend with him.
• Shoemaker discussed Economic Development $5,000 grant through county for façade
improvements.
VILLAGE ADMINISTRATOR'S REPORT:
• 2021 paving is complete. Stretch in front of 49 West College still needs fixed, as well as
completing an apron at 86 West College.
• Applied for 2022 street paving grant with OPWC.
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the
month of October 2021. Shoemaker made a motion to approve the financial reports, bills
and bank statement for October 2021. Seconded by Brewer. All Yea.
POLICE CHIEF REPORT: None
ZONING INSPECTOR’S REPORT: None
SOLICITOR'S REPORT:
• Recommended renewing contract with prosecutor’s office for $1.00 for year 2022.
COMMITTEE REPORTS:
PLANNING COMMISSION: Next meeting November 17th
• Meeting with Compass Point about Revised Zoning Ordinance November 17th.
SAFETY COMMITTEE: Next meeting December 6th
PUBLIC WORKS: Next meeting December 13th
• Shoemaker working on tree placement for Downtown Revitalization with Jason from K.E.
McCartney.
FINANCE COMMITTEE: Next Meeting December 20th
• Discussing general fund expenditures through 2026.
MISCELLANEOUS COMMITTEE REPORTS: None
EXECUTIVE SESSION: de Rojas made a motion to enter into executive session for the purpose
of discussing personnel. Seconded by Shoemaker. All yea.
Council entered into executive session at 7:43 p.m. Council returned to regular session at 8:27 p.m.
ADJOURNMENT – Van Nostrand made a motion to adjourn. Seconded by Brewer. All Yea.
