The Fredericktown Village council met in regular session on January 10, 2022 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, Shoemaker and McKnight;
Administrator Snell; Fiscal Officer Graves; Chief Myers; Solicitor Landon.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Gail Angel, United Methodist Church
ELECT COUNCIL PRESIDENT PRO-TEMPORE
de Rojas made a motion to nominate Lanuzza. Seconded by Brewer. Hobson made a motion to close the
nominations. Seconded by Brewer. All Yea. Hobson made a motion to approve Lanuzza as Council
President Pro-Tempore. Seconded by Shoemaker. Brewer, de Rojas, Hobson, McKnight and Shoemaker
voted in favor of Lanuzza as Council President Pro-Tempore. Lanuzza abstained.
MINUTES: Lanuzza made a motion to approve the December 20, 2021 minutes. Seconded by McKnight.
All yea.
INTRODUCTION OF GUESTS:
• Grant Pepper, Knox Pages, discussed new Citizen’s Agenda with council and gave handout.
LEGISLATION:
RESOLUTION NO. 2021-30 - A RESOLUTION AUTHORIZING THE VILLAGE
ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION FOR TRANSPORTATION
ALTERNATIVES PROGRAM (TAP) GRANT FUNDING THROUGH THE OHIO
DEPARTMENT OF TRANSPORTATION (ODOT)
Shoemaker made a motion to pass Ordinance 2021-30. Seconded by Brewer. All Yea
RESOLUTION NO. 2021-33 - A RESOLUTION ESTABLISHING MEMEBERSHIP IN THE
KNOX COUNTY REGIONAL PLANNING COMMISSION
RESOLUTION NO. 2022-01 A RESOLUTION AUTHORIZING THE MAYOR, OR HIS
DESIGNEE, TO ENTER INTO AN AGREEMENT WITH DIXON ENGINEERING FOR
ENGINEERING SERVICES REQUIRED FOR THE HIGH STREET WATER TOWER
RESTORATION PROJECT, AND DECLARING THIS RESOLUTION AN EMERGENCY
Lanuzza made a motion to waive the three readings of Ordinance 2022-01. Seconded by de Rojas.

ENGINEERING SERVICES REQUIRED FOR THE 2022 SEWER SEPARATION PROJECT,
AND DECLARING THIS RESOLUTION AN EMERGENCY
Lanuzza made a motion to waive the three readings of Ordinance 2022-02. Seconded by
Shoemaker. Shoemaker made a motion to pass Ordinance 2022-02. Seconded by de Rojas. All

RESOLUTION 2022-03 A RESOLUTION APPROVING AN AGREEMENT FOR THE YEAR
2022, BETWEEN THE VILLAGE OF FREDERICKTOWN AND THE KNOX COUNTY AREA
DEVELOPMENT FOUNDATION FOR THE ADMINISTRATION, IMPLEMENTATION, AND
MANAGEMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT SERVICES
PROVIDED BY THE FOUNDATION TO THE VILLAGE OF FREDERICKTOWN
OLD BUSINESS: None
NEW BUSINESS:
• Council approved Mayor’s 2022 Council Committees and Annual appointments
• Moved January 17th Council Meeting to January 24th.
VILLAGE ADMINISTRATOR'S REPORT: None
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the
month of December 2021. Lanuzza made a motion to approve the financial reports, bills
and bank statement for December 2021. Seconded by Hobson. All Yea.
POLICE CHIEF REPORT:
• Chief Myers shared information on call stats. Will have more information for wage study
at next council meeting. Neighborhood Watch meeting, Saturday, January 15th 11:00 a.m.
ZONING INSPECTOR’S REPORT: None
SOLICITOR'S REPORT: None
COMMITTEE REPORTS:
SAFETY & FINANCE COMMITTEES: Next meeting February 7th
• Lanuzza made a motion recommending moving forward with purchase of new police cruiser in
2022. Seconded by McKnight. Fiscal Officer Graves will look at finance options for the cruiser.
• Hobson made a motion for Administrator Snell to move forward with getting an engineering
estimate for the West 1st Street parking lot. Seconded by Lanuzza. All yea.
PUBLIC WORKS: Next meeting January 24th
PLANNING COMMISSION: Next meeting January 19th
MISCELLANEOUS COMMITTEE REPORTS:
• Lanuzza mentioned Bill Whaley, Parks and Recreation Director is retiring soon. There are two
candidates the board is considering and hope to recommend one on January 19th.
