The Fredericktown Village council met in regular session on January 24, 2022 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members Brewer, Hobson, Lanuzza, Shoemaker and McKnight; Administrator Snell;
Fiscal Officer Graves; Chief Myers.
ABSENT: Council Member de Rojas. Hobson made a motion to excuse the absence of Council Member
de Rojas. Seconded by Brewer. All Yea.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Gail Angel, United Methodist Church
MINUTES: Lanuzza made a motion to approve the January 10, 2022 minutes. Seconded by Shoemaker.
All yea, except de Rojas.
INTRODUCTION OF GUESTS: None
LEGISLATION:
(Third Reading) RESOLUTION NO. 2021-33 - A RESOLUTION ESTABLISHING
MEMEBERSHIP IN THE KNOX COUNTY REGIONAL PLANNING COMMISSION
Lanuzza made a motion to pass Ordinance 2021-33. Seconded by Brewer. All Yea, except de
Rojas.
(Second Reading) RESOLUTION 2022-03 A RESOLUTION APPROVING AN AGREEMENT FOR
THE YEAR 2022, BETWEEN THE VILLAGE OF FREDERICKTOWN AND THE KNOX
COUNTY AREA DEVELOPMENT FOUNDATION FOR THE ADMINISTRATION,
IMPLEMENTATION, AND MANAGEMENT OF ECONOMIC AND COMMUNITY
DEVELOPMENT SERVICES PROVIDED BY THE FOUNDATION TO THE VILLAGE OF
FREDERICKTOWN
OLD BUSINESS:
• Administrator Snell said Marsha Burgett spoke to him about street signs for the streetscape project.
Should plan on the expense in 2023. Shoemaker said Knox County ADF may help with some of
the cost for these.
• Administrator Snell said 7 High Street will be demolished in early March by the property owner
with a grant from Knox County ADF.
NEW BUSINESS: None
VILLAGE ADMINISTRATOR'S REPORT: None
FISCAL OFFICER'S REPORT: None
POLICE CHIEF REPORT:
• Sergeant Jones handed in resignation effective February 4th, 2022
• New cruiser ordered, approximate delivery September 2022.
• Still working on staffing and numbers to present to finance committee.
• Hobson asked Chief Myers to give a monthly report for council to review.
ZONING INSPECTOR’S REPORT: None
SOLICITOR'S REPORT: None
COMMITTEE REPORTS:
SAFETY & FINANCE COMMITTEES: Next meeting February 7th
PLANNING COMMISSION: Next meeting February 16th
• Discussion was had regarding the new proposed zoning ordinance and food trucks.
PUBLIC WORKS: Next meeting February 21st
• Administrator Snell should know by February 11th if the Village will be awarded the OPWC
Grant/Loan for 2022 Street Paving.
• Shoemaker said information has been sent to design committee for the Water Tower Rehab.
MISCELLANEOUS COMMITTEE REPORTS:
• Lanuzza said Jim Blanchard was named the new Parks and Recreation Director. He will begin on
February 7th and Bill Whaley will work with him for several months through the transition.
