February 7, 2022 The Fredericktown Village council met in regular session on February 7, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Shoemaker and McKnight; Administrator Snell; Fiscal Officer Graves; Chief Myers. ABSENT: Council Members de Rojas and Lanuzza. Hobson made a motion to excuse the absence of Council Members de Rojas and Lanuzza. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Police Chief Myers MINUTES: Hobson made a motion to approve the January 24, 2022 minutes. Seconded by McKnight. All yea, except de Rojas, and Lanuzza. INTRODUCTION OF GUESTS: • Scott Jobes. Looking to get sponsors for Pickle Ball youth league. Looking for funding to update tennis courts. Mayor suggested talking to new park director, Jim Blanchard. • Rita Fenton. Discussed having craft fairs on the square on the weekends. Coordinating with FCDF. Mayor and Council said it is okay with them, just to schedule here in the office so there are no conflicts on the square. LEGISLATION: (Third Reading) RESOLUTION 2022-03 A RESOLUTION APPROVING AN AGREEMENT FOR THE YEAR 2022, BETWEEN THE VILLAGE OF FREDERICKTOWN AND THE KNOX COUNTY AREA DEVELOPMENT FOUNDATION FOR THE ADMINISTRATION, IMPLEMENTATION, AND MANAGEMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT SERVICES PROVIDED BY THE FOUNDATION TO THE VILLAGE OF FREDERICKTOWN Shoemaker made a motion to pass Ordinance 2022-03. Seconded by Hobson. All Yea, except de Rojas and Lanuzza ORDINANCE 2022-04 – AN ORDINANCE AMENDING THE 2022 CERTIFICATE OF ESTIMATED RESOURCES FOR THE VILLAGE OF FREDERICKTOWN McKnight made a motion to waive the three readings of Ordinance 2022-04. Seconded by Brewer. All Yea, except de Rojas and Lanuzza Shoemaker made a motion to pass Ordinance 2022-04. Seconded by Brewer. All Yea, except de Rojas and Lanuzza OLD BUSINESS: None NEW BUSINESS: • Shoemaker said the sign company for the marquee and Custom Cutters are working together on the design. VILLAGE ADMINISTRATOR'S REPORT: • Street department workers, Steve Awwiller and Mike Warner came in Sunday, February 6th and cleared snow off sidewalks on Main Street. • Submitted TAP Application for SR95 bridge enhancement. • Will find out on February 18th if the Village will receive the OPWC funding for 2022 street paving. FISCAL OFFICER'S REPORT: None POLICE CHIEF REPORT: • Conducted annual taser training • Sgt. Jones last day was February 4th. Had one applicant for the position. Will be posting for a patrolman position soon. • Asked patrolmen to report street lights out. • Had 35 case reports and 136 calls for service in January. ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: SAFETY & FINANCE COMMITTEES: Next meeting February 21st PLANNING COMMISSION: Next meeting February 16th PUBLIC WORKS: Next meeting February 21st • Shoemaker said Public Works is meeting with the American Legion on February 8th to discuss Memorial Day Parade Planning. • Shoemaker talked about funding from Knox County Visitors Bureau for signs on the streetscape project. • At ADF meeting, discussion was had about the new Intel plant in New Albany, workforce and housing shortages.
