The Fredericktown Village council met in regular session on March 21, 2022 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, Shoemaker and McKnight;
Administrator Snell; Fiscal Officer Graves; Chief Myers.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Larry Carnes, Waterford United Methodist Church.
MINUTES: Lanuzza made a motion to approve the March 7, 2022 minutes. Seconded by Brewer.
INTRODUCTION OF GUESTS:
• Talisha Beha and Steve Oster from the Knox County Board of Developmental Disabilities. Spoke
about the organization and March being Developmental Disabilities Awareness Month. Mayor Day
signed a proclamation in honor of Developmental Disabilities month, and was presented with a
framed picture of resident Brad Porter, who represented the organization’s members.
• Marsh Rinehart from the Community Foundation spoke about raising funds to donate for extra
items, such as benches, trash cans and tree grates for the Streetscape project. Asked where Council
would like help from the Foundation.
LEGISLATION:
(Second Reading) ORDINANCE NO. 2022-06 - PAYROLL ORDINANCE
ORDINANCE NO. 2022-07 – AMENDING PERMANENT APPROPRIATION ORDINANCE
Lanuzza made a motion to waive the three readings of Ordinance 2022-07. Seconded by
McKnight. All Yea.
Lanuzza made a motion to pass Ordinance 2022-07. Seconded by Shoemaker. All Yea.
OLD BUSINESS: None
NEW BUSINESS: None
VILLAGE ADMINISTRATOR'S REPORT:
• Repairs at an estimate of $37,000 need to be made at sewer plant. Administrator shared a video of
equipment that needs replaced. Shoemaker made a motion to authorize the Village to make the
repairs. Seconded by Lanuzza. All yea.
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the
month of February 2022. Hobson made a motion to approve the financial reports, bills and
bank statement for February 2022. Seconded by Shoemaker. All Yea.
• Natural Gas Aggregation. Hobson made a motion to enter into 24-month agreement with
Volunteer Energy. Seconded by Brewer. All yea.
• Employee Insurance. Hobson made a motion to renew for year 2022 with Ohio Insurance
Services. Seconded by Lanuzza. All yea.
POLICE CHIEF REPORT:
• Had two interviews last week and two this week for Patrolman opening. Will begin working on
background checks and testing.
• April 30, 2022, from 10:00 a.m. to 2:00 p.m. is National Drug Take Back Day.
ZONING INSPECTOR’S REPORT:
• Give three to four reports to Mayor per year. In 2021, responded to 287 issues, 52 this year so far.
• Several nuisance complaints over the last month, will work with Chief Myers regarding this.
SOLICITOR'S REPORT: None
COMMITTEE REPORTS:
PLANNING COMMISSION: Next meeting May, date to be determined.
PUBLIC WORKS: Next meeting April 18th
• Have questions about Streetscape ready for Jason/K.E. McCartney by Wednesday for special
council meeting
SAFETY & FINANCE COMMITTEES: Next meeting April 4th
MISCELLANEOUS COMMITTEE REPORTS:
• Fire Department Board. March 9th, Scott Mast was reappointed as Fire Chief. Easter Egg Hunt will
be at Community Park on April 16th.
