The Fredericktown Village council met in regular session on October 17, 2022 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members Brewer, de Rojas, Lanuzza and McKnight; Administrator Snell; Fiscal
Officer Graves; Chief Myers; Solicitor Landon.
ABSENT: Council Members Hobson and Shoemaker. Lanuzza made a motion to excuse the absence of
Council Members Hobson and Shoemaker. Seconded by Brewer. All Yea.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Invocation was given by Pastor Ruth Douglas.
MINUTES:
• Brewer made a motion to approve the October 3, 2022 council meeting minutes. Seconded by
Lanuzza. All Yea, except Hobson and Shoemaker.
INTRODUCTION OF GUESTS:
• Ryan Merz spoke about high water bills.
• Spence Hoeflich from 43019 Magazine.
LEGISLATION:
(Third Reading) ORDINANCE NO. 2022-33 - AN ORDINANCE TO DEDICATE AND NAME REAL
PROPERTY AS A PUBLIC ROAD
Lanuzza made a motion to pass Ordinance 2022-23. Seconded by Brewer. All Yea, except Hobson and
Shoemaker
OLD BUSINESS:
• Administrator Snell wanted to confirm that the block “F” from the Council members will be facing
west. Council members confirmed that was what they had agreed upon.
• Administrator Snell is getting samples of tap fees from other villages, will put on Google Drive for
council.
NEW BUSINESS:
• Administrator Snell said the library roof needs replaced. He will go to their meeting next Monday,
October 24, to ask them to pay half the cost of replacement of $45,010.
• Discussed placement of bronze plaques donated to the village.
VILLAGE ADMINISTRATOR'S REPORT:
• Storm sewer project may finish up by the end of October. Water tower project is moving very
slowly, may not get done this fall.
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the month of
September 2022. de Rojas made a motion to approve the financial reports, bills and bank statement
for September 2022. Seconded by Lanuzza. All Yea, except Hobson and Shoemaker.
POLICE CHIEF REPORT:
• Neighborhood Watch meeting, Tuesday, October 18 at 6:30 p.m.
• All officers attended Patrol Operations and Drug Interdiction class provided by Mount Vernon
Police.
SOLICITOR'S REPORT:
• Public Records meeting was held Monday, October 17 at 6:45 p.m. Chief Myers discussed adding
body camera footage to Records Retention Schedule. Fiscal Officer Graves also needs to add Covid
related paper work to Records Retention Schedule.
COMMITTEE REPORTS: None
PLANNING COMMISSION: Next Meeting October 24th, 5:00 P.M.
PUBLIC WORKS, SAFETY & FINANCE: Next meeting November 21st, 5:30 P.M
MISCELLANEOUS COMMITTEE REPORTS: None
ADJOURNMENT – de Rojas made a motion to adjourn. Seconded by Brewer. All Yea, except Hobson
and Shoemaker.
