November 7, 2022 The Fredericktown Village council met in regular session on November 7, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, McKnight and Shoemaker; Administrator Snell; Fiscal Officer Graves; Chief Myers; Solicitor Landon. (Council Member Lanuzza arrived at 7:06 p.m.) Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Brian Snow, First Baptist Church MINUTES: • de Rojas made a motion to approve the October 17, 2022 council meeting minutes. Seconded by Hobson, Brewer, de Rojas, McKnight, Shoemaker – Yea. Hobson – Abstain. INTRODUCTION OF GUESTS: • Kiki McClelland discussed the upcoming Christmas Walk and events. • Tami Ruhl and Sally Sharrow gave presentation on Complete Streets Projects, which includes adding sidewalks within the Village. Resident, Spence Hoeflich, III., said he doesn’t feel the Village needs more sidewalks, feel safe enough. • Helen Fry said she would still like better communication from the Village. LEGISLATION: (First Reading) RESOLUTION NO. 2022-36 - A RESOLUTION ESTABLISHING THE TIME AND PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF FREDERICKTOWN FOR THE YEAR 2023 (Emergency) RESOLUTION NO. 2022-37 - MUNICIPAL BRIDGE INSPECTION Lanuzza made a motion to waive the three readings of Resolution 2022-37 and pass as emergency. Seconded by de Rojas. All Yea. Brewer made a motion to pass Resolution 2022-37. Seconded by Lanuzza. All Yea. RESOLUTION 2022-38 - TO AMEND APPROPRIATIONS Lanuzza made a motion to waive the three readings of Resolution 2022-38. Seconded by Brewer. All Yea. Shoemaker made a motion to pass Resolution 2022-38. Seconded by McKnight. All Yea. (Emergency) RESOLUTION NO. 2022-39 - A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN EASEMENT IN RELATION TO PARCEL NUMBER 65-01640.00049 FOR UTILITY PURPOSES AND DECLARING AN EMERGENCY McKnight made a motion to waive the three readings of Resolution 2022-39 and pass as emergency. Seconded by Lanuzza. All Yea. Lanuzza made a motion to pass Resolution 2022-39. Seconded by Brewer. All Yea. OLD BUSINESS: • Shoemaker stated that John Walsh said that GM has shipped the EV charging stations. • Shoemaker said Fundraiser at Tomato Show for Streetscape project raised $45,000. NEW BUSINESS: • Shoemaker asked if the council wants to do the Christmas Lighting Contest again. Council members would like to. Fiscal Officer Graves will bring information from last year to meeting on November 21st. VILLAGE ADMINISTRATOR'S REPORT: • OPWC street paving application has been submitted. • Went to Library board meeting on October 24. Library will pay half the cost of $45,000 to replace their roof. • Surplus sales auction – Impala bid was at $1,225 and tractor bid was at $4,450. • Sewer separation project is done, came in $31,000 under budget. • Water tower rehab project painting may be complete by 11/11. Block F has been placed on tower. FISCAL OFFICER'S REPORT: None POLICE CHIEF REPORT: • Patrolmen completed Field Sobriety Testing/Handling Drunk Driving Training on October 26. • Patrolmen completed Rescue Task Force Training on October 29. • Neighborhood Watch meeting, Tuesday, November 15 at 6:30 p.m. SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: Next Meeting November 14th, 5:00 P.M. PUBLIC WORKS, SAFETY & FINANCE: Next meeting November 21st, 5:30 P.M MISCELLANEOUS COMMITTEE REPORTS: • Lanuzza said that Fredericktown EMS received a Star of Life Award for 2021 from ODOT. • Lanuzza said that the Fredericktown Recreation District received a grant to build pickle ball courts.
