The Fredericktown Village council met in regular session on November 21, 2022 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members, de Rojas, Hobson, Lanuzza and McKnight; Administrator Snell; Fiscal
Officer Graves; Chief Myers.
ABSENT: Mayor Day and Council Members Brewer and Shoemaker. Hobson made a motion to excuse
the absence of Council Members Brewer and Shoemaker. Seconded by de Rojas. All Yea.
President Pro-Tempore Lanuzza called the meeting to order at 7:00 p.m.
INVOCATION: Larry Carnes, Waterford United Methodist Church.
MINUTES:
• Hobson made a motion to approve the November 7, 2022 council meeting minutes. Seconded by
McKnight. All Yea, except Brewer and Shoemaker
INTRODUCTION OF GUESTS:
• Tami Ruhl, Knox Public Health for the Complete Streets Project, presented revisions made to the
Active Transportation Plan after councils input from last meeting.
LEGISLATION:
(Second Reading) RESOLUTION NO. 2022-36 - A RESOLUTION ESTABLISHING THE TIME
AND PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF
FREDERICKTOWN FOR THE YEAR 2023
(First Reading) RESOLUTION NO. 2022-40 - A RESOLUTION ESTABLISHING MEMBERSHIP
IN THE KNOX COUNTY REGIONAL PLANNING COMMISSION
OLD BUSINESS:
• Fiscal Officer Graves brought information regarding the Christmas Lighting Contest. Council
agreed to have the contest again this December. Prizes will be same as 2021. $75 – First Place, $50
– Second Place, $25 – Third Place.
NEW BUSINESS: None
VILLAGE ADMINISTRATOR'S REPORT:
• Surplus sales auction – Impala sold for $3,250 and tractor sold for $6,360.
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the month of
October 2022. Hobson made a motion to approve the financial reports, bills and bank statement for
October 2022. Seconded by de Rojas. All Yea, except Brewer and Shoemaker.
POLICE CHIEF REPORT:
• Patrolman Joris was presented the Ohio State Grange Officer of the Year Award from Margaret
Ruhl.
• Patrolmen were granted recertification from the Ohio Collaborative Law Enforcement Agency in
Group 1, as well as certifying in Groups 2, 3 and 4.
• Next Neighborhood Watch meeting, Tuesday, January 17 at 6:30 p.m.
• Lieutenant Duval completed Chief Supervision Class in October.
SOLICITOR'S REPORT: None
COMMITTEE REPORTS: None
PLANNING COMMISSION: Next Meeting to be determined.
PUBLIC WORKS, SAFETY & FINANCE:
• Public Works and Safety Committees did not meet.
• Finance Committee discussed 2023 single year audit, fund balances and Streetscape Project.
• Next meeting December 19th, 5:30 P.M
MISCELLANEOUS COMMITTEE REPORTS: None
ADJOURNMENT – McKnight made a motion to adjourn. Seconded by de Rojas. All Yea, except Brewer
and Shoemaker
