December 5, 2022 The Fredericktown Village council met in regular session on December 5, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, McKnight and Shoemaker; Administrator Snell; Fiscal Officer Graves; Chief Myers. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Andy Smith, NewLife Community Church. MINUTES: • Lanuzza made a motion to approve the November 21, 2022 council meeting minutes. Seconded by Hobson. All Yea, except Brewer – Abstain. VISITOR COMMENTS: • Helen Fry: Feels that there is not enough information in the minutes. She feels that she gets different answers to the same questions asked when she calls in. She said there is only one zoning amendment on the website, shouldn’t the driveway ordinance be on there? She noted her issues with commenting on legislation. Mayor Day explained the procedure on legislation changes and visitor comments. She would like to see the council / committee meetings on the electric sign. LEGISLATION: (Third Reading) RESOLUTION NO. 2022-36 - A RESOLUTION ESTABLISHING THE TIME AND PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF FREDERICKTOWN FOR THE YEAR 2023 McKnight made a motion to pass Resolution 2022-36. Seconded by Lanuzza. All Yea. (Second Reading) RESOLUTION NO. 2022-40 - A RESOLUTION ESTABLISHING MEMBERSHIP IN THE KNOX COUNTY REGIONAL PLANNING COMMISSION ORDINANCE NO. 2022-41 - AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Hobson made a motion to waive the three readings of Ordinance 2022-41 as amended using general fund. Seconded by Brewer. All Yea. Hobson made a motion to pass Resolution 2022-41. Seconded by Brewer. All Yea. (First Reading) RESOLUTION NO. 2022-42 - A RESOLUTION AUTHORIZING THE INSTALLATION OF TWO ELECTRIC VEHICLE CHARGERS UPON TERMS AND CONDITIONS SET FORTH IN THE SITE HOST AGREEMENT (Emergency) RESOLUTION NO. 2022-43 - A RESOLUTION SUPPORTING THE PRINCIPLES OF AN ACTIVE TRANSPORTATION PLAN TO PROVIDE A SAFE, ACCESSIBLE, WELL- CONNECTED AND VISUALLY ATTRACTIVE SURFACE TRANSPORTATION NETWORK TO ENHANCE THE QUALITY OF LIFE IN THE VILLAGE OF FREDERICKTOWN, OHIO AND DECLARING AN EMERGENCY Shoemaker made a motion to waive the three readings of Resolution 2022-43 and pass as emergency. Seconded by Hobson. All Yea. Brewer made a motion to pass Resolution 2022-43. Seconded by Shoemaker. All Yea. OLD BUSINESS: • Fiscal Officer Graves has ready for the Christmas Lighting contest. Council will have to pick their favorites to put on the Village Facebook page for residents to vote on. • de Rojas mentioned the information about assistance for low-income households in paying their water/sewer bills. She will email the link for the website to the Fiscal Officer. The Utility Clerk will put on the utility bills. • de Rojas asked about article on Patrolman Joris on Knox Pages. Grant Pepper from Knox Pages will check on the article. NEW BUSINESS: • Mayor Day thanked everyone involved in planning another successful Christmas Walk. • Shoemaker said Jeff Gottke and Sam Filkins from the Area Development Foundation will give a presentation at the next council meeting on December 19th and that businesses will be invited to attend. VILLAGE ADMINISTRATOR'S REPORT: • Water tower painting is finished, final inspection will be done before December 16th. • T-Mobile will put all equipment back up on tower. • Will be out for vacation December 16-20. • Village’s share for the ODOT Streetscape project is $258,634. Hobson made a motion to move forward with paying ODOT $258,634. Seconded by Brewer. All Yea. Shoemaker said we need copy the Knox County Foundation on the invoice to receive the grant for the trees and tree grates. FISCAL OFFICER'S REPORT: None POLICE CHIEF REPORT: • Next Neighborhood Watch meeting, Tuesday, January 17 at 6:30 p.m. SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: • Next Meeting to be determined. Administrator Snell will advise when the next meeting is and make the new zoning ordinance draft available to council and parties interested.
