December 19, 2022 The Fredericktown Village council met in regular session on December 19, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Lanuzza, McKnight and Shoemaker; Fiscal Officer Graves; Chief Myers; Solicitor Landon. ABSENT: Council Member de Rojas. Lanuzza made a motion to excuse the absence of Council Member de Rojas. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Police Chief Myers, Fredericktown Police Department. MINUTES: • Lanuzza made a motion to approve the December 5, 2022 council meeting minutes. Seconded by Brewer. All Yea, except de Rojas. VISITOR COMMENTS: • Mickey Cochran gave update on getting the Medal of Honor for Bill McMahon. Met with Congressman Balderson, paperwork has been started and heading to the Pentagon. • Jeff Gottke gave a presentation about Knox County Area Development Foundation (KCADF) and what it does for the communities. KCADF is asking local businesses to reinvest with them. LEGISLATION: (Third Reading) RESOLUTION NO. 2022-40 - A RESOLUTION ESTABLISHING MEMBERSHIP IN THE KNOX COUNTY REGIONAL PLANNING COMMISSION Lanuzza made a motion to pass Resolution 2022-40. (Second Reading) RESOLUTION NO. 2022-42 - A RESOLUTION AUTHORIZING THE INSTALLATION OF TWO ELECTRIC VEHICLE CHARGERS UPON TERMS AND CONDITIONS SET FORTH IN THE SITE HOST AGREEMENT (Emergency) RESOLUTION NO. 2022-44 – A RESOLUTION AGREEING TO TERMS OF THE OHIO DEPARTMENT OF TRANSPORTATION IN REGARD TO THE REHABILITATION OF N. MAIN STREET, SANDUSKY STREET AND MILL STREET Lanuzza made a motion to waive the three readings of Resolution 2022-44 and pass as emergency. Seconded by Shoemaker. All Yea, except de Rojas. (First Reading) RESOLUTION NO. 2022-45 - A RESOLUTION ADOPTING A COMPLETE STREETS POLICY TO BE IMPLEMENTED WITHIN THE VILLAGE OF FREDERICKTOWN (Emergency) RESOLUTION NO. 2022-46 - A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO PURCHASE A 2000 STERLING JET-VAC TRUCK FROM THE CITY OF MOUNT VERNON AND DECLARING THE VILLAGE’S EXISTING 1991 INTERNATIONAL JET-VAC TRUCK SURPLUS, AND DECLARING AN EMERGENCY McKnight made a motion to waive the three readings of Resolution 2022-46 and pass as emergency. OLD BUSINESS: • Brewer noted Christmas Lighting Contest Winners were chosen and will be announced this week NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT: None FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of November 2022. Lanuzza made a motion to approve the financial reports, bills and bank statement for November 2022. Seconded by Hobson. All Yea, de Rojas. POLICE CHIEF REPORT: • Next Neighborhood Watch meeting, Tuesday, January 17 at 6:30 p.m. • Preparing for winter storm this weekend. Suggest travelling early for the holiday, and have survival gear in vehicles. Warming center at police station will be open if necessary. SOLICITOR'S REPORT: • Solicitor Landon noted he had worked with the Village employees regarding the VAC Truck legislation and AEP property easement. COMMITTEE REPORTS: None PLANNING COMMISSION: Next meeting December 21st PUBLIC WORKS, SAFETY & FINANCE: • Shoemaker would like the revisit the creation of a Downtown Revitalization District (DRD) next year. • Continue research on tap fee. • Shoemaker will continue to work with Olivia Toth on wayfinding signs for the streetscape project. • Shoemaker suggested looking into new Christmas decorations for 2023. • Next meeting January 16th, 5:30 P.M MISCELLANEOUS COMMITTEE REPORTS: None EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose of discussing possible purchase of real estate, and asked Solicitor Landon to remain.
