April 7, 2025
The Fredericktown Village Council met in regular session on April 7, 2025 at 7:00 p.m. at the
Fredericktown Municipal Building.
PRESENT: Council Members, Brewer, Hobson, Lanuzza; McKnight; Administrator Snell; Fiscal Officer
Graves.
ABSENT: Council Members de Rojas and Shoemaker. Hobson made a motion to excuse the absence of
Council Members de Rojas and Shoemaker. Seconded by Brewer. All Yea.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Pam Gillett, Fredericktown Presbyterian Church.
MINUTES:
• McKnight made a motion to approve the March 17, 2025 council meeting minutes. Seconded by
Hobson. All Yea, except de Rojas and Shoemaker. Brewer abstained.
VISITOR COMMENTS:
• Jim Blanchard, director of the Fredericktown Recreation and Parks spoke about the renewal levy
that will be on the ballot in May. The levy will continue to generate annual revenue of $236,000
for the district.
• Jennifer Lamb presented information on the Old School Car Show, hosted by Knox Chapter 236
Ohio Eastern Star, and Mrs. Mopar. It will take place on Sunday, August 17th, from 10:00 a.m. to
3:00 p.m., 117 Columbus Road, in Fredericktown. All proceeds benefit Fredericktown Interchurch
and OH OES Service Dogs Project.
LEGISLATION:
• (Third Reading) RESOLUTION NO. 2025-08 - A RESOLUTION OF NECESSITY
TO LEVY A RENEWAL TAX IN EXCESS OF THE TEN-MILL LIMITATION
FOR THE PURPOSE OF PROVIDING AND MAINTAINING POLICE
PROTECTION Lanuzza made a motion to pass Resolution 2025-08. Seconded by Hobson.
All Yea, except de Rojas and Shoemaker.
OLD BUSINESS:
• Water Improvements Project:
o Snell is meeting with a representative from U.S. Representative Balderson’s office. Will apply
for 2nd phase of project again this year.
• Sewer Plant Project:
o Meeting with Gibson Chen on April 8th
• Streetscape Project Wrap-up: None
• Rules of Council Updates:
o Lanuzza made a motion to approve the new Rules of Council dated March 25th. Seconded by
Hobson. All Yea, except de Rojas and Shoemaker.
• Marijuana Moratorium:
o Snell said a few people have reached out with questions regarding opening marijuana
businesses. Told them there is a marijuana moratorium in the Village. Suggested they come to
Council with further questions.
• Continuity of Operations Plan: None
NEW BUSINESS: None
VILLAGE ADMINISTRATOR'S REPORT:
• New Ford F550 to vendor to install new bed, lighting and plow.
FISCAL OFFICER'S REPORT:
• Amend February 18, 2025 Council Minutes to reflect correct attendance. Lanuzza made a motion
to approve the February 18, 2025 Council Minutes as corrected. Seconded by McKnight. All Yea,
except de Rojas and Shoemaker. Hobson abstained.
• Will schedule Public Records meeting for May.
• Explained to Council that we will include only out of the ordinary non-cash adjustments in the
monthly financials. The only non-cash adjustment report that the billing software can produce
includes all names and address of the residents. Administrator or Fiscal Officer will sign off on
these reports monthly.

ADJOURNMENT: Lanuzza made a motion to adjourn. Seconded by Hobson. All Yea, except de Rojas
and Shoemaker.
