April 21, 2025 The Fredericktown Village Council met in regular session on April 21, 2025 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members, Brewer, de Rojas, Hobson, Lanuzza; McKnight; Shoemaker; Administrator Snell; Chief Myers; Fiscal Officer Graves. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Nancy Revenaugh, Fredericktown Presbyterian Church. MINUTES:  Lanuzza made a motion to approve the April 7, 2025 council meeting minutes. Seconded by Brewer. All Yea, except de Rojas, abstained. VISITOR COMMENTS: None LEGISLATION:  (First Reading) RESOLUTION NO. 2025-11 - A RESOLUTION TO PROCEED WITH SUBMISSION OF THE QUESTION OF LEVYING A RENEWAL TAX IN EXCESS OF THE TEN-MILL LIMITATION FOR THE PURPOSE OF PROVIDING AND MAINTAINING POLICE PROTECTION  (Emergency) RESOLUTION NO. 2025-12 – A RESOLUTION AUTHORIZING THE MAYOR, OR A DESIGNEE, TO APPLY FOR FEDERAL COMMUNITY PROJECT GRANT FUNDING FOR PHASE II OF ITS WATER INFRASTRUCTURE IMPROVEMENTS AND TO EXECUTE CONTRACTS AS REQUIRED Lanuzza made a motion to waive the three readings of Resolution 2025-12. Seconded by Shoemaker. All Yea. Lanuzza made a motion to pass Resolution 2025-12. Seconded by Shoemaker. All Yea. OLD BUSINESS:  Water Improvements Project: o Phase I anticipate going out to bid in June, construction complete by end of 2025 (followed by street paving in 2026). Phase II in 2026.  Sewer Plant Project: o Meeting with Gibson Chen, Mike Hannan and Steve Awwiller next week. Council Member Hobson had asked where the equipment was constructed. Snell stated sewer press is made in the United States and the Dryer is made in Holland.  Streetscape Project Wrap-up: ODOT is still working on last few items.  Marijuana Moratorium: None  Continuity of Operations Plan: None  Library Agreement: None NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT:  Arbor Day event at Community Park, Friday, April 25th at 9:30 a.m. Planting trees with students from Fredericktown Schools. Also planting an oak tree in the Walnut Grove Cemetery.  See Report FISCAL OFFICER'S REPORT:  Council reviewed the bills, financial reports and bank reconciliation statement for the month of March 2025. Hobson made a motion to approve the financial reports, bills and bank statement for March 2025. Seconded by Lanuzza. All Yea.  Updated Public Records policy to reflect current business hours and adjustments to what mediums public records may be produced on.  Records Commission meeting, May 19th at 6:30 p.m.  Village is approved for Sewer Plant Loan. $1,304,550.00 at 3.93% for 30 years. POLICE CHIEF REPORT:  Drug take back day, Saturday, April 26th, 10 a.m. – 2 p.m.  Department participated in scenario training at Westerville  Doing research for grants for in-car cameras and License Plate Recognition (LPR) system that scans license plates and bumpers for identifying information.  Did presentations at Columbus State, COTC, North Central State and Marion Tech and received two applications. Have done one interview that is going into background check for employment.  VASU updated Marcs radios.  Took possession of new cruiser. It is a Parr for equipment install, could take up to five months.  Received Gold Award from Lexipol for policy updates and daily training. COMMITTEE REPORTS: None  Safety, Public Works and Finance Committees – next meeting May 19th  Planning Commission – to be determined  Miscellaneous Committee Reports o Andy Fox, Zoning Inspector, presented the March Zoning Log. o Council Member Shoemaker stated that Jeff Gottke is leaving the Knox County Foundation. o Council Member McKnight will work with the volunteers for the 2025 Memorial Day Parade. ADJOURNMENT: Hobson made a motion to adjourn. Seconded by McKnight. All Yea.
