June 14, 2016
On motion of Board Member Reyes Acosta, seconded by Board
Member Randall, that the above Action Item be approved. The motion

Commission
Member Reyes Acosta shared that Resources for Independence Central
Valley will be holding their annual dinner at the Falls Event Center. All of the
community is invited to attend. Member Reyes Acosta also reported that
various groups are utilizing Inspiration Park for events as well as a soccer
club and the Boys and Girls Club. Reyes Acosta shared that the Deaf and
Disabled Telecommunications Program statewide meeting will occur in
Fresno on October 28 at the Falls Event Center.
Chair Pitt reported that long time community advocate Kay Spencer has
passed away; services will be held this coming weekend.
4. Secretary's Report
Secretary Mulhall reported that there is continued work on the Citywide ADA
Self Evaluation Update, which assess programmatic accessibility. Hopefully
the public draft and comment period will be able to be opened up at the next
meeting. The document shows the barriers to access, means of remediating,
and timelines, as well as highlighting department practices that facilitate
inclusion.
Recently Mulhall attended an Autism and Law Enforcement training from
California Autism Professional Training and Information Network
(CAPTAIN), along with a representative from the Police Department. Mulhall
is working jointly with Police Department to integrate information into Police
Department training and at the very least developing a "Roll Call Training
Bulletin."
The next meeting is scheduled for September 13.
5. Unscheduled Communication / Public Comments
Liz Zemke addressed the council to inform them that the Walk to End
Alzheimers will be happening on September 17 at 9am at Fresno State

ID16-919 Selection of the Chair and Vice Chair for Fiscal Year 2017
Member Randall nominated Member Reyes Acosta as the chair for Fiscal
Year 2017;Member Schleef seconded. Motion passed.
Ayes - Potter, Reyes Acosta, Schleef, Elvington, Randall, Pitt.
Abstain - Duarte.
Member Elvington nominated Member Potter as the vice chair for Fiscal
Year 2017; Member Randall seconded. Motion passed.

7. Subcommittee Reports
7-A. Outreach Subcommittee
Chair Pitt reported that community member Diaz is still working on the media
outreach project for the DAC. This summer he is reaching out to outlets to
get information about how Community Benefit Organizations can leverage
the media effectively.
7-B. Transportation Subcommittee
Member Duarte provided an update on the Transportation Subcommittee
meeting, which occurred earlier on 8/9/16. There was a presentation on the
progress on the Bus Rapid Transit System, called The Q. Duarte noted that
with funds from a livability grant FAX is doing a variety of construction
projects, including constructing a bridge over Van Ness downtown. Progress
is moving forward on the Next Bus Braille signs installation. Handy Ride is

testing courtesy call reminders with a sample group, called "Handy Line."
FAX is testing passive securements one one bus in town. On Time
Performance is at 91.2%. There was a discussion on the need to track on
time arrival, not just on time pick up.
Member Elvington asked for a status update on the increased service hours
that were requested within the city budget. Member Duarte will report back
at the next meeting.
Member Randall asked if the new system will work in conjunction with the
mobile application. She further asked if the current system for fixed route
that gives a transfer card and a change card will be the same system that is
used on Handy Ride. She also asked if there was a way to distinguish the
transfer cards from the change cards. Member Duarte responded that he will
look into these and report back.
The floor was open to public comment on this agenda item.
Community member Johnny Trejo addressed the commission. He stated
that he is recently blind and is interested in helping Fresno to become more
blind-friendly. He has many ideas and would like to help in any way he can.
He also indicated that he is a certified substance abuse counseling provider.
He also has a passion about making sure that the college campus
environment is accessible. Member Duarte will follow up with Trejo to hear
his ideas on transportation.
ID16-923 Appointment of Sarah Harris to the DAC Transportation
Subcommittee
Chair Pitt appointed Sarah Harris to serve as a community member on the
DAC Transportation Subcommittee.
8. Task Forces
ID16-920 2016 Achievement Awards Task Force
Appointed to this Task Force are members Elvington and Randall.
Secretary Mulhall reported that the nomination period has closed. She has
only received one nomination for a City of Fresno Employee and none for
Organization or Individual awards. In such instances the commission
members may nominate and/or select award recipients at their discretion.

Member Reyes Acosta nominated Katrina Oh and Able Advocates for the
Organization Award. Member Potter nominated Reva Guilmont for the
Individual Award. Member Randall nominated Debbie Flowers for the
Individual Award.
Members who submitted nominations will send Mulhall a written nomination
within a week. The task force will meet to discuss then will come back to the
commission next meeting with recommendations and the full nomination
information for each category.
