Roll Call (* indicates a Voting Seat) Present: 10 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1), Commissioner Evelyn Gamble* (CD 2), Commissioner Adriana Reyes* (CD 5), Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 0 – None Vacancies: 6 – voting seat for CD 4; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District Commissioner Keosakdy was present at 5:38 P.M. Chair Guzman was present at 5:47 P.M. 1st Vice Chair Martinez was present at 6 P.M. 3. Review & Approve Agenda Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza requested the removal of item ID 19-11595 (alcohol advertising) from the agenda to a future date. He also welcomed new Commissioner J'Ryana Horne to the commission. It was noted that Commissioner Horne's first name was misspelled on the agenda and is corrected to reflect one "n," instead of two "n's". On motion of Commissioner Horne, seconded by Commissioner Gamble, that the agenda for November 18, 2019 be approved as amended. Ice Breaker / Team Builder / Capacity Building Training Commissioner Gamble summarized the activity conducted at the last Youth Commission meeting. Program Coordinator Espinoza led the commissioners in a new activity intended to create awareness of communication styles. The commissioners were paired-off and described objects using only lines and shapes, while their partners drew the object. Chair Guzman joined the meeting at 5:47 P.M. 1st Vice Chair Martinez joined the meeting at 6 P.M. 5. Commissioners / Staff - Reports and Comments Program coordinator Espinoza asked the commissioners to think about their schedule and to come prepared to the next meeting in order to set the Youth Commission meeting schedule for the next six months. 6. Review & Approve Minutes ID19-11593 Minutes for November 4, 2019 On motion of 2nd Vice Chair Galvan, seconded by Commissioner Horne, that the minutes for November 4, 2019 be approved. The motion carried by the following vote: Ayes - 8: Duran, Galvan, Gamble, Guzman, Horne, Keosakdy, Martinez, and Reyes Noes - 0: None Absent - 0: None 7. Presentations / Workshops / Action Items ID19-11594 Update, discussion and actions pertaining to the Rising Youth Award (civic engagement award) and resolution The commissioners took turns reading the different sections of the City of Fresno ***Subject to Mayoral Veto Page 3 Fresno Youth Commission Meeting Minutes - Final November 18, 2019 resolution and they also discussed the details of exhibit A. Chair Guzman, 1st Vice Chair Martinez, and Commissioners Duran and Horne discussed creating categories for different ages. 1st Vice Chair Martinez and Commissioners Gamble and Vergara discussed outreach strategies. They recommended working with schools, businesses and using social media platforms to provide information about the application and award. The commissioners also discussed the timeframe for the application and review process, settling on an application period at the beginning of the year, with an award date before summer. Commissioner Gamble suggested award recipients receive a plaque. She also stated the resolution would be sent to the City Attorney's Office for review and that Councilmember Esparza requested the item go before Council in December, but that she could request an extension. Through consensus, the ad hoc committee received direction to add the discussed details to the resolution. No further action was taken on this item. ID19-11595 Update, discussion and actions pertaining to alcohol advertising in the City of Fresno This item was removed from the agenda. ID19-11596 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Program Coordinator Espinoza provided a summary of the work the Fresno Youth Commission and Friday Night Live (FNL) had conducted in regards to the RNMO. He noted that Chair Guzman and Sgt. of Arms Lopez are members of FNL. Sgt. of Arms Lopez spoke about FNL and its work combat to underage drinking. Program Coordinator Espinoza spoke about the upcoming Planning Commission meeting, set for November 6, 2019, which includes an item for approval of additional liquor licenses. He also reviewed the PowerPoint presentation given by City Council when they conducted the first reading of the RNMO. Program Coordinator Espinoza requested commissioners to attend the Planning Commission meeting and speak against the granting of the City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final November 18, 2019 additional liquor licenses. 2nd Vice Chair Galvan, Commissioners Horne and Vergara committed to attend. 1st Vice Chair Martinez stated she might be able to attend. No further action was taken on this item. ID19-11597 Update, discussion and actions pertaining to community service opportunities (volunteer and research opportunities for the Fresno Youth Commission) Program Coordinator Espinoza summarized the item. Commissioner Horne asked the commission to consider volunteering at organizations that are less well-known. Program Coordinator Espinoza recommended taking such action at a future date. Commissioner Duran provided an overview of the requirements for volunteering at the Fresno Rescue Mission, which might require fundraising. Commissioner Horne suggested fundraising using Snap!Raise and she explained the details of that fundraising mechanism, which includes mass emailing. Further discussion revealed that there is a service fee and it was noted that part of the volunteer experience was to interact with people to promote the Youth Commission. 2nd Vice Chair Galvan provided an overview of the requirements for volunteering at the Marjaree Mason Center. Volunteer opportunities include decorating christmas trees and taking unwrapped gifts to various locations. Commissioner Reyes provided an overview of the requirements for volunteering at the Poverello House. She provided available dates and said there was a required training day for an adult liaison. Upon further discussion, most commissioners felt the Poverello House would be the best organization to volunteer. Chair Guzman, Sgt. of Arms Lopez, Commissioners Horne and Reyes will volunteer on December 1, 2019. 1st Vice Chair Martinez, 2nd Vice Chair Galvan, Commissioners Duran, Gamble, Keosakdy, and Vergara will volunteer on December 15, 2019. Commissioner Reyes and Program Coordinator Espinoza will attend the training.
