Call to Order The meeting location was changed from Room 2060 to Room 2165A in order to better accomodate the commissioners and public. Both rooms are on the same floor at City Hall. Signage was posted directing the public down the hall to the new meeting location. The Fresno Youth Commission met in regular session on Monday, December 2, 2019 at Fresno City Hall. Chair Guzman called the meeting to order at 5:54 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 8 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1), Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 2 – Commissioner Evelyn Gamble* (CD 2) and Commissioner Adriana Reyes* (CD 5) Vacancies: 6 – voting seat for CD 4; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District. 2nd Vice Chair Galvan was not present for roll call and joined the meeting at 5:57 P.M. 3. Review & Approve Agenda Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza requested to remove the public speaking training (part 2) under agenda item four. On motion of Chair Guzman, seconded by 1st Vice Chair Martinez, that the City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final December 2, 2019 agenda for December 2, 2019 be approved as amended. The motion carried by the following vote: Ayes - 5: Duran, Horne, Guzman, Martinez, and Keosakdy Noes - 0: None Absent - 3: Galvan, Gamble, and Reyes 4. Ice Breaker / Team Builder / Capacity Building Training The public speaking training (part 2) item was removed from the agenda. 5. Commissioners / Staff - Reports and Comments 2nd Vice Chair Galvan joined the meeting at 5:57 P.M. Program Coordinator Espinoza announced he had Youth Commission t-shirts in case anyone needed a different size shirt. He also commented that he attended a civic engagement youth conference at Roosevelt High School, which was also attended by Councilmember Esparza and other elected officials. Program Coordinator Espinoza shared information regarding the Youth Commission and recruited for the current commission vacancies at the conference. 6. Review & Approve Minutes ID19-11660 Minutes for November 18, 2019 On motion of Commissioner Duran, seconded by Commissioner Horne, that the minutes for November 18, 2019 be approved. The motion carried by the following vote: Ayes - 6: Duran, Galvan, Guzman, Horne, Keosakdy, and Martinez Noes - 0: None Absent - 2: Gamble and Reyes 7. Presentations / Workshops / Action Items ID19-11661 Update, discussion and actions pertaining to the Rising Youth Award (civic engagement award) and resolution Program Coordinator Espinoza stated the Civic Engagement Award (Rising Youth Award) Ad Hoc Committee had met and updated the resolution, which City of Fresno ***Subject to Mayoral Veto Page 3 Fresno Youth Commission Meeting Minutes - Final December 2, 2019 he then presented to the commission. 1st Vice Chair Martinez reviewed the outreach and application process for the award, including partnerships with school districts and businesses for outreach and setting an application deadline of February 23. Program Coordinator Espinoza reviewed the ceremonial award process, which would include a plaque and potentially a monetary and/or ticket award. Commissioner Duran reviewed the age categories and provided rationale for having two categories. The commissioners discussed the number of awardees. City Clerk's Office Coordinator Marco Martinez recommended the commission select two awardees, which could include groups. Additionally, the commissioners revised the resolution for coherence and grammar. Through consensus, the commission directed the ad hoc committee to finalize the resolution with the suggested changes and to forward the final version to City Council. On motion of Commissioner Horne, seconded by Commissioner Duran, that the Rising Youth Award Resolution be approved as amended and finalized by the Civic Engagement Award (Rising Youth Award) Ad Hoc Committee; and the final resolution forwarded to City Council for final adoption.The motion carried by the following vote: Ayes - 6: Duran, Galvan, Guzman, Horne, Keosakdy, and Martinez Noes - 0: None Absent - 2: Gamble and Reyes ID19-11662 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Program Coordinator Espinoza spoke about the Planning Commission's consideration for granting two liquor licenses to Dollar General at the November 20, 2019 Planning Commission meeting. Commissioners Horne and Vergara attended the meeting as well and were prepared to speak in opposition of granting the licenses. Commissioner Horne stated the Planning Commission did not discuss the item and instead moved the item to next year. Commissioner Vergara said the experience of being at the Planning Commission, while daunting, gave them confidence and experience. Program Coordinator Espinoza said Dollar General had opted to buy two existing licenses instead of seeking new licenses, in accordance City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final December 2, 2019 with the not-yet-adopted RNMO. He added that the RNMO Committee is still working on the final version of the ordinance. No further action was taken on this item. ID19-11663 Update, discussion and actions pertaining to community service opportunities (volunteer and research opportunities for the Fresno Youth Commission) Program Coordinator Espinoza said that Commissioner Reyes had attended the December 1st service date at Poverello House, but that he had confused his schedule and apologized to the commissioners for not reminding them to attend. He invited the commissioners scheduled for December 1st, to attend the December 15th service date. No further action was taken on this item. ID19-11664 Discuss and approve the Fresno Youth Commission meeting schedule The commissioners discussed possible meeting dates for the next six months. However, due to time constraints and the possibility of losing quorum, the commissioners agreed to provide Program Coordinator Espinoza their availability and to schedule the next meeting on a day they were all available. No further action was taken on this item. 8.
