On this the 13th day of April at 6:30 pm the City Council of the City of Friona, Texas, convened
in regular session at the regular meeting place thereof, in the Friona City Council Chambers, 619
Main Street, the meeting being open to the public and notice of said meeting having been given as
prescribed by Chapter 551 of the Government Code, with the members being present and in
attendance, to wit:

Mayor Lewellen called the meeting to order at 6:30 p.m.
ITEM 1 ROLL CALL
Mayor Lewellen called roll and announced that a quorum was present.
ITEM 2 INVOCATION AND PLEDGE OF ALLEGIANCE.
Mayor Pro Tem Monroe gave the Invocation and Council Member Gonzales led
the Pledge of Allegiance.
ITEM 3 HEAR PUBLIC COMMENTS
Wade Schueler provided public comment regarding the farm sprinkler bid for the
wastewater treatment plant, noting that wastewater causes accelerated rust and wear
on the equipment. He suggested adding PVC piping to the sprinkler system to help
protect against corrosion, specifying that the PVC would be used exclusively for
wastewater. The City Council asked that this item be placed on the May 11, 2026
agenda.
ITEM 4 PROCLAMATION CHILD ABUSE PREVENTION MONTH
Mayor Lewellen read the proclamation honoring “Child Abuse Prevention Month”
in Friona. The proclamation highlights the City’s commitment to promoting the
safety, well-being, and healthy development of children; while raising awareness
of the importance of prevention efforts within the community, the proclamation
was received by Christine Miller with the Greater Plains CASA for Kids.

The regular hearing was opened at 6:38 p.m.
ITEM 5 CONSIDER AND TAKE ACTION ON APROVAL OF MINUTES OF THE
MARCH 9, 2026 REGULAR CITY COUNCIL MEETING
MOTION Mayor Pro-Tem Monroe made the motion to approve the minutes of the March 9,
2026 Regular City Council Meeting. The second to the motion was made by
Council Member Mills and the motion passed with a 5/0 vote.
Note: The Mayor took items out of order starting with Item 8 next, then Item 9 before
returning to Item 6.
ITEM 6 CONSIDER AND TAKE ACTION TO APPROVE ORDINANCE NO.
2026.04.13 REGULATING MOTORIZED CARTS/UTILITY TASK
VEHICLES ON STREETS AND ALLEYS IN THE CITY OF FRIONA,
ESTABLISHING REGISTRATION, REVOCATION, OPERATION
REGULATIONS, LIABILITY, AND PENALTIES, PROVIDING A
SEVERABILITY CLAUSE, AND PROVIDING FOR AN EFFECTIVE
DATE
MOTION: Council Member Alexander made the motion to approve Ordinance No. 2026.04.13
regulating motorized carts/utility take vehicles on streets and alleys in the City of
Friona, establishing registration, revocation, operation regulations, liability, and
penalties, providing a severability clause, and providing for an effective date. The
second to the motion was made by Council Member Gonzales and the motion
passed with a 5/0 vote.
ITEM 7 CONSIDER AND TAKE ACTION TO APPROVE RESOLUTION NO.
2026.04.13 DESIGNATING THE CITY OF FRIONA’S INVESTMENT
OFFICER(S) AND APPROVING THE ANNUAL REVIEW OF THE CITY
OF FRIONA’S 2026 INVESTMENT POLICY
MOTION: Mayor Pro-Tem Monroe made the motion to approve Resolution No. 2026.04.13
designating the City of Friona’s investment officer(s) and approving the annual
review of the City of Friona’s 2026 investment policy. The second to the motion
was made by Council Member Alexander and the motion passed with a 5/0 vote.
ITEM 8 CONSIDER AND TAKE ACTION TO APPROVE A GRANT/LOAN
PROPOSAL FROM DOS CHIXX FOR RENTAL PROPERTY LOCATED
AT 715 B MAIN, FRIONA, TEXAS
MOTION Council Member Loflin made the motion to approve a grant/loan proposal from
Dos Chixx for rental property located at 715 B Main, Friona, Texas. The second to
the motion was made by Mayor Pro-Tem Monroe and the motion passed with a 5/0
vote.
ITEM 9 CONSIDER AND TAKE ACTION TO APPROVE STOREFRONT
MATCHING GRANT PROPOSALS FROM PAM’S KITCHEN AND
UNBRIDLED STYLE
MOTION Mayor Pro-Tem Monroe made the motion to approve a storefront matching grant
proposals from Pam’s Kitchen and Unbridled Style. The second to the motion was
made by Council Member Gonzales and the motion passed with a 5/0 vote.
ITEM 10 BRIEFING AND DISCUSSION REGARDING THE CITY OF FRIONA
AQUATIC FACILTY HANDBOOK
City Manager/City Secretary Davila provided a briefing regarding the City of
Friona Aquatic Facility Handbook. The item included an overview of proposed
policies, procedures, and safety guidelines for operation of the facility. Council
discussed potential updates; no formal action was taken.
ITEM 11 CONSIDER AND TAKE ACTION TO APPROVE ORDINANCE NO.
2026.04.13A OF THE CITY OF FRIONA, TEXAS, AUTHORIZING A
BUDGET AMENDMENT AND THE TRANSFER OF FUNDS FROM THE
CITY’S RESERVE FUNDS TO A CAPITAL IMPROVEMENT ACCOUNT
FOR FIRE STATION IMPROVEMENTS; PROVIDING FOR
COMPLIANCE WITH APPLICABLE STATE AND FEDERAL LAWS;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE
MOTION Council Member Loflin made the motion to approve Ordinance No. 2026.04.13A
of the City of Friona, Texas, authorizing a budget amendment and the transfer of
funds from the City’s reserve funds to a Capital Improvement account for Fire
Station Improvements; providing for compliance with applicable state and federal
laws; providing a severability clause; and providing an effective date. The second
to the motion was made by Mayor Pro-Tem Monroe and the motion passed with a
5/0 vote.
ITEM 12 CONSIDER AND TAKE ACTION ON APPROVAL OF ACCOUNTS
PAYABLE FOR MARCH 2026
City Manager/City Secretary Davila reviewed Accounts Payable.
MOTION Council Member Alexander made the motion to approve Accounts Payable for
March 2026. The second to the motion was made by Council Member Loflin and
the motion passed with a 5/0 vote.
ITEM 13 CONSIDER AND TAKE ACTION ON APPROVAL OF THE FINANCIAL
STATEMENT FOR MARCH 2026
City Manager/City Secretary Davila reviewed the Financial Statement for March
2062.
MOTION Council Member Alexander made the motion to approve Accounts Payable for
March 2026. The second to the motion was made by Council Member Gonzales
and the motion passed with a 5/0 vote.
ITEM 14 CONSIDER AND TAKE ACTION ON APPROVAL OF SECOND
QUARTERLY FINANCIAL STATEMENT JANUARY 2026 THRU
MARCH 2026
City Manager/City Secretary Davila reviewed the Quarterly Financial Statement.
MOTION Mayor Pro-Tem Monroe made the motion to approve the Quarterly Financial
Statement January 2026 thru March 2026. The second to the motion was made by
Council Member Loflin and the motion passed with a 5/0 vote.
EXECUTIVE SESSION:
The city council went into closed session at 7:54 p.m.
ITEM 15 CITY COUNCIL WILL CONVENE INTO CLOSED EXECUTIVE
SESSION IN ACCORDANCE WITH TEXAS GOVERNMENT CODE,
SUBCHAPTER D, SECTION 551.073 (REGARDING PERSONNEL

The city council came out of closed session at 8:43p.m.
