MEETING OF THE SOCIAL SERVICES AND HOUSING BOARD GEORGE A. PUREFOY MUNICIPAL CENTER COUNCIL CHAMBERS 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 6:30 PM WEDNESDAY, DECEMBER 9, 2020 Minutes CALL TO ORDER Chair Sadaf Haq called the meeting to order at 6:30 PM and announced a quorum was present. 1. Report on Section 8 and Affordable Housing Information. Sarah Carroll gave an overview of Section 8 and Affordable Housing in Frisco. She provided a history of when Section 8 transitioned into the Leased Housing Act, based on family size and income. Ms. Carroll discussed the ratios and the percentage calculations used in figuring out the assistance amount per family, highlighting the struggle families face when searching for housing in a high opportunity area. Page 1 of 4  Ms. Carroll introduced Sue Kaeufer with Frisco Housing Authority. Ms. Kaeufer provided a history of the Frisco Housing Authority and its growth within the City. She continued discussing the number of units in the City provided by the Frisco Housing Authority and its evolution over the years. Ms. Kaeufer explained the waitlist process and the application process for becoming eligible for housing in a unit and housing size criteria. Board Member Weathersby questioned when a property loses its tax credit, do the residents then transition to the market rent. Ms. Kaeufer replied she is not sure at this time; there will be an increase in voucher amount to help make up the difference. Board Member Thomson asked about maintenance and upkeep on the homes. The Frisco Housing Authority provides maintenance for the units. Sue Kaeufer continued discussing Tax Credit properties and properties available to senior citizens and the great demand within that demographic. She also explains where the funding comes from to run the Frisco Housing Authority and the two types of grants they receive. Board Member Haq asked Ms. Kaeufer what it would take for the City of Frisco to increase its number of affordable housing units. She replied, per HUD, you cannot increase the number of Housing Authority buildings. You can tear down units and rebuild, but you cannot add additional units. Ms. Carroll referred the Board to the TDHCA website, which she provided. She recommended they review the FAQs on how a Housing Authority is developed in a community. Ms. Carroll also provided the Board with a link to the Vacancy Clearing House website. The Clearinghouse includes a list of the affordable units and the number currently available, sorted by size and unit type. 3. Report on January 2021 Point-in-Time Count. Sarah Carroll presented an update to the Board on the January 2021 Point-In- Time Count. Ms. Carroll confirmed that the event would be held this year on Thursday, January 21, 2021. The City is looking for ten (10) teams (20 volunteers) to complete the count that evening, stating the importance of keeping this event COVID friendly. Ms. Carroll continued by informing the Board on the Point in Time Count's background and its purpose in confirming homelessness numbers in multiple counties within the DFW Metroplex area. Page 2 of 4 CITIZEN INPUT Fred Lusk, a Frisco resident and Head Commissioner of the Frisco Housing Authority, introduced himself to the Board. He commended the Housing Authority for the maintenance and upkeep they do for the families. REGULAR AGENDA 4. Consider and Act on the Approval of the Regular Meeting Minutes from the November 11, 2020, Social Services and Housing Board Meeting. Passed Vote: 4-0 For: Brian Thomson, Sadaf Haq, David Heit, Veorge Weathersby Against: None 5. Presentation from Wellness Center for Older Adults. Sarah Carroll introduced Joy Hinkelman, Executive Director of the Wellness Center for Older Adults, a nonprofit serving ages 55 and beyond in Collin County, discussed their existing Grants from the City of Frisco for their health care services. Ms. Hinkelman discussed a new pilot project they have just started. The Center is now providing case management for seniors to help with medication management, financial budgeting, and caregiver counseling, focusing on seniors' overall care. 6. Presentation from City on City Rehabilitation Program. Sarah Carroll presented to the Board of the City Rehabilitation Program. Ms. Carroll gave a brief recap of FY20's City Rehabilitation Program and the local services it included and the total funds allocated, and where those funds were used. Ms. Carroll continued by discussing the two current active projects and the projects completed last year. Terri Brown, Rehabilitation Specialist, introduced herself to the Board and presented a recently completed housing project. The project with extensive black mold and foundation issues is a great example of what the grant funds are used to address. Ms. Brown described how housing rehabilitation projects are a City-wide effort; each department works together to get the job complete for the citizens. Page 3 of 4  7. Board Discussion on Calendar. Sarah Carroll presented the FY21 Social Services and Housing Board Calendar to the Board. A brief discussion of potential schedule changes was held, final decisions to be determined at later meetings. 8. Board Discussion on Virtual Grant Workshop/Agency Training. Sarah Carroll presented to the Board the Virtual Grant Workshop/Agency Training to be held this year. A brief discussion was held on applicants and how they work virtually and potential guest speakers from local nonprofit groups. 9. Consider and Act on Approval to Ratify the Contract with Frisco Family Services for CDBG-CV Funding. A discussion was held on the first amendment to the Contract with Frisco Family Services For CDBG-CV funding.
