MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road June 19, 2012 WORK MEETING The work meeting to discuss the 2012-2013 budget began at 6:15 PM. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Don Carroll, Craig Hill, Bette Hubrich, Eileen Moss and Mayor Todd Stevenson STAFF PRESENT: City Manager Brandon Green and Recording Secretary Susan Cranford VISITORS: None City Manager Brandon Green discussed the Tentative Budget for 2012-2013 with the City Council. Budget amendments for the current fiscal year were also discussed. The water rates and storm water rates are scheduled to increase on July 1 due to a tiered rate schedule adopted in FY 2010-2011. The Storm Water Committee also recommends an additional water rate increase in about six months to fund necessary storm water projects this year. The base fee for storm water will go up an additional twenty-five cents in July but that is not a sufficient amount to fund necessary storm water projects. Additional discussions and notifications to the public will be made before another increase is made to the storm water fee. City Manager Green stated many residents have expressed an interest in a city recycling program. The City Council will discuss the recycling program during their next meeting. City Manager Green stated he will review page 22 of the budget regarding salaries and benefits listed for the Mayor and Council. The amounts listed appear to be wrong. The work meeting adjourned at 6:55 PM. REGULAR MEETING The regular meeting of the Fruit Heights City Council was called to order by Mayor Todd Stevenson at 7:05 PM. The Pledge of Allegiance was recited and Don Carroll gave a prayer for the opening ceremony. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Don Carroll, Craig Hill, Bette Hubrich and Eileen Moss and Mayor Todd Stevenson. 1 Fruit Heights City Council Meeting June 19, 2012 STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler and Recording Secretary Susan Cranford VISITORS: Clark Christensen and Ben Bichler Agenda Item: 2. APPROVAL OF MINUTES OF MEETING – June 5, 2012 Council Member Bette Hubrich made a motion to approve the minutes of June 5, 2012, as written. Council Member Diane Anderson seconded the motion and it passed unanimously. 3. SPECIAL PRESENTATIONS Items from the Public There were no items from the public presented. 4. PUBLIC HEARING A. Amending the FY 2011-2012 General Fund and Enterprise Fund Budgets B. Proposed FY 2012-2013 General Fund and Enterprise Fund Budgets Council Member Craig Hill made a motion to move into public hearing to receive comments on amending the FY 2011-2012 General Fund and Enterprise Fund budgets and the proposed FY 2012-2013 General Fund and Enterprise Fund budgets. Council Member Don Carroll seconded the motion and it passed unanimously. City Manager Brandon Green reported the FY 2011-2012 General Fund Budget needs to be amended. Revenues were a little higher than anticipated due to construction in the city. A cable franchise check was received that will be amortized out over five years. Unexpected expenditures included completion of Mountain Road, rebuilding a portion of Nicholls Road where the Ivory Development ended, and a water break on Glen Circle. The amendments to the Road Fund total $107,143. City Manager Green stated the Storm water Fund is struggling and future projects will have to borrow money from the General Fund. Highlights from the 2012-2013 Budget include:  Installing a sidewalk and a water line on Main Street;  Installing road improvements from the Ivory Homes development east to Dale Green’s property or the golf course;  Completing the sidewalk from Cherry Hill to Hidden Valley Drive. 2 Fruit Heights City Council Meeting June 19, 2012  Installing a road realignment at Hidden Valley Drive  Storm Water project on Country Lane  Storm Water detention basin on the hillside Mayor Todd Stevenson stated the General Fund budget is $1.7 million. He stated Fruit Heights has been reported to be the second most efficiently run city in the state. The cost per resident is lower than most cities in the state of Utah. There were no comments from the public. Council Member Bette Hubrich made a motion to close the public hearing. Council Member Craig Hill seconded the motion and it passed unanimously. 5. NEW BUSINESS A. Discuss/Approve/Deny FY 2011-2012 Budget Amendments Council Member Bette Hubrich made a motion to approve the budget amendments as listed by City Manager Brandon Green for the 2011-2012 budget. Council Member Diane Anderson seconded the motion and it passed unanimously. B. Discuss/Approve/Deny FY 2012-2013 Budget Council Member Craig Hill made a motion to approve the FY 2012-2013 budget as presented by staff. Council Member Bette Hubrich seconded the motion. It was decided that the motion should include approving the water rate increase and the storm water rate increase as adopted in 2010. City Manager Brandon Green stated that in 2009-2010 the city conducted a water rate study and adopted a tiered rate increase through 2015. The proposed base water rate will increase from $24.50 to $27.00 on July 1. The storm water utility fee also went under a study. It is proposed that this year the increase be an additional 25 cents, for a total of $10.35 on residents’ monthly storm water utility fee. The city is undergoing another evaluation of storm water rates because of projects that need to be done this year. The rates will most likely increase again prior to July. Council Member Craig Hill modified his motion to approve the FY 2012-2013 budget to include the scheduled rate increases for water and storm water. Council Member Don Carroll seconded the modified motion and it passed unanimously. 3 Fruit Heights City Council Meeting June 19, 2012 Mayor Todd Stevenson stated that the city staff has been approved for a merit salary increase of 2.5 percent and he recommended a three percent increase for City Manager Brandon Green. Council Member Bette Hubrich made a motion to increase City Manager Green’s salary by three percent for the next fiscal year. Council Member Don Carroll seconded the motion and it passed unanimously. C. Discuss/Approve/Deny Bichler/Taylor (Oxford Downs) Subdivision Warranty Period 1:13:35 City Manager Brandon Green stated Ben Bichler has requested his subdivision start the warranty period. The subdivision is completed but there are some remaining issues that must be addressed before it goes into warranty period. Staff recommends the approval be tabled until the requirements of Haights Creek Irrigation District and the Central Davis Sewer District are met. Mayor Todd Stevenson stated the city would like to have all items completed before the subdivision goes into warranty period. Council Member Craig Hill made a motion to table discussion on the Bichler/Taylor (Oxford Downs) subdivision warranty period until staff brings the item back to the City Council. Council Member Bette Hubrich seconded the motion and it passed unanimously. D. Discuss/Approve/Deny Park and Trails Committee Members Council Member Bette Hubrich stated seven residents need to be designated as members of the Parks and Trails Committee. She submitted the names of seven residents and two alternates. Resident Curtis Tanner will serve as Nicholls Park Trail Project Consultant. Council Member Diane Anderson made a motion to approve the list of residents as presented as members of the Parks and Trails Committee. Council Member Eileen Moss seconded the motion and it passed unanimously. Member of the committee are Steve Petty, Pete Peterson, Tim Thiele, Terry Stevens, Jane Jensen, Scot Poole, Neal Scheel and alternates Richard Pettit and Alicia Finlinson. 4 Fruit Heights City Council Meeting June 19, 2012 6. OLD BUSINESS Discuss/Approve/Deny Title 3A Administration 1:24:44 City Manager Brandon Green stated this item has been reviewed by the council a few times. He met with City Engineer Brandon Jones regarding the bid procedure in the city. City Engineer Jones has no concerns with the way the ordinance is written. Council Member Craig Hill made a motion to approve Title 3A Administration of the City Ordinances as proposed. Council Member Diane Anderson seconded the motion and it passed unanimously. 7. CONSENT CALENDAR Check Register – May Council Member Eileen Moss made a motion to approve the check register as presented for May 2012. Council Member Bette Hubrich seconded the motion and it passed unanimously. 8. DEPARTMENT AND CITY OFFICIAL REPORTS A. City Engineer’s Report No report was given. B. City Planner’s Report City Planner Jeff Oyler stated the terms of two members of the Planning Commission will expire on July 1 and advertising is being done to advertise the openings. Both applicants will re-apply. Mayor Todd Stevenson stated applications will be accepted until June 29. The City Council will swear in the new commissioners at the July 10 City Council meeting. C. City Manager’s Report Brandon Green reported the city is removing some weeds on the west side of the sound wall. The Davis County Sheriff’s Office is willing to enact the reverse 911 procedure to areas in the “No fireworks zone” next week. The council members requested a few signs be placed in the city reminding citizens of the no fireworks ordinance. 5 Fruit Heights City Council Meeting June 19, 2012 D. City Council Members’ Reports Council Member Diane Anderson reported the Founder’s Day Committee has been working on the events for August 4. She stated her appreciation for the support from the residents and City Council members. Council Member Don Carroll reported Haight’s Creek manhole covers on city streets need to be fixed. Council Member Eileen Moss educated the council members on emergency preparedness and the function of the Citizen Corps Council (CCC). There are more CERT (Community Emergency Response Team) trained residents in the city now. The emergency preparedness in the city is expanding. E. Mayor’s Report Mayor Todd Stevenson reported he met with President David Frischknecht of the Fruit Heights Stake of the Church of Jesus Christ of Latter-day Saints Sunday and he personally invited the City Council members and staff to the open house of the new LDS meetinghouse Saturday from 4 to 7 PM. Mayor Stevenson has selected Gene Raymond as this year’s Unsung Hero. He is a 77 year resident of Fruit Heights and will be honored at the annual devotional on July 1. 9. CLOSED MEETING A closed meeting was not held. 10. ADJOURNMENT Council Member Bette Hubrich made a motion to adjourn. Council Member Eileen Moss seconded the motion and the meeting adjourned at 8:15 PM.
