CITY COUNCIL MEETING
FRUIT HEIGHTS CITY
910 South Mountain Road
December 6, 2023
1. WELCOME: Mayor John Pohlman called the meeting to order at 6:00 pm.
2. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Interim City
Manager Darren Frandsen with Council Member Florence Saddler conducting the
opening ceremony by offering a word of prayer.
3. COUNCIL MEMBERS PRESENT: Mayor John Pohlman, Council Members Gary
Anderson, George Ray, Eileen Moss, and Florence Sadler with Council Member Diane
Anderson excused.
4. CITY STAFF PRESENT: Interim City Manager Darren Frandsen, Deputy Recorder
Hailee Ballingham
5. VISITORS: Mark Cottrell, Celeste Cottrell, Shon Stevenson, Caitlin Stevenson.
6. CITY COUNCIL TRAINING: None.
7. SPECIAL PRESENTATIONS: None.
8. PUBLIC COMMENTS: None.
9. PUBLIC HEARING: None.
10. CITY BUSINESS:
11. Certify the Election
12. Interim City Manager Darren Frandsen explained that the official election counts are in
and the current Council Members will certify the 2023 election.
13. Council Member George Ray made a motion to certify the 2023 election with Council
Member Eileen Moss seconding the motion. The motion was unanimously approved by
the Council Members present. (5:03)
14. Civic Review
15. Mayor John Pohlman provided background explaining that this software was
recommended to us by Jones and Associates. Interim City Manager Darren Frandsen
added that surrounding cities also use this software to transfer and store large files. This
will also streamline working on documents with developers, etc.
16. Council Member Eileen Moss made a motion that we purchase the Civic Review permit
and licensing software with Council Member Gary Anderson seconding the motion.
(9:45) The motion was unanimously approved by the Council Members present.
17. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS:
18. November 7, 2023, City Council Meeting Minutes
19. Council Member Eileen Moss made a motion to approve the November 7, 2023 minutes
as corrected with Council Member Florence Sadler seconding the motion. The motion
was unanimously approved by the Council Members present. (11:00)
20. UPCOMING EVENTS:
21. December 12 – Planning Commission Meeting
22. December 25 – The city office will be closed
23. CITY COUNCIL & STAFF REPORTS: None.
24. Council Member Eileen Moss made a motion to adjourn the meeting with Council
Member George Ray seconding the motion. The motion was unanimously approved by
the Council Members present and the meeting was adjourned at 6:12 pm.
