CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call: Gahanna City Council met in Regular Meeting on Monday, July 2, 2012, at Gahanna City Hall, in Council Chambers, 200 South Hamilton Road. President of Council Brian D. Larick called the meeting to order at 7:00 p.m. Invocation was given by Vice President of Council Renner followed by the Pledge of Allegiance led by General James Abraham. ADDITIONS OR CORRECTIONS TO THE AGENDA: None. C. HEARING OF VISITORS: Stinchcomb thanked Gen. Abraham for nominating Gahanna as a Purple Heart City by the Military Order of the Purple Heart; read proclamation and presented to Doug Kirk, Commander of Buckeye Chapter #500 of the Military Order of the Purple Heart. Doug Kirk stated that as commander he was honored to have the opportunity to share comments about the Purple Heart; August 7, 1782, General George Washington first awarded the Purple Heart; it is the only medal awarded when recipient is wounded by enemy fire under combat; on this Independence Day week, Buckeye Chapter #500 is here to bestow upon the city the honor of becoming one of Ohio's first Purple Heart cities; honored to present the Purple Heart flag which shows to all that Gahanna honors all that have served and are serving in defense of our nation. Stinchcomb requested that all veterans in the audience rise and requested that the Purple Heart recipients introduce themselves: Philip George (Vietnam), Jeff Gigham (Vietnam), Doug Kirk (US Marine Corps, Vietnam), Phil Everly (US Marine Corps, Vietnam), Tom Beck, (US Marine Corps, Korea), Dennis Thom (US Marine Corps, Vietnam) and John Dillman (US Army, Vietnam). Stinchcomb thanked them for their service. Donna Boyd, Columbus, stated document she is presenting was approved to be posted in each VA Hospital in our nation; explained the meaning of each part of "Rainbow Wishes" poster; principles are now taught in ROTC classrooms; also shipped in care boxes around the nation; "Rainbow Wishes" is for armed forces personnel and veterans; document is for all; we the people value all of you; thank you. Colonel Charlie Fisher, Columbus, stated he was the immediate past president of the Armed Forces Community Relations Council of Greater Columbus, invite you to City of Gahanna Page 1 City Council Meeting Minutes July 2, 2012 attend our meetings held at the MCL Kingsdale on the 3rd Friday of every month; was unable to be here when this building was dedicated to General Abraham; we in the armed forces take our hats off to General Abraham; is a past president of our organization; distinguished man for several reasons; always been a man who stood up for the G.I.; always been a person who has been ready to extend his hand; Ohio University recently gave him an honor in naming the ROTC building the General Abraham Leadership Center; think it is a great honor; US Army needs leaders who are well trained; need people coming out of these universities willing to put on a uniform and teach the younger generation what it is to be a soldier; thank you. General James Abraham, 99 Flint Ridge Drive, stated that the Order of the Purple Heart is for those people who shed blood in defense of our country; those who did not get back who are buried in cemeteries all over the world also earned the Purple Heart; this country is still a free country; as we landed in Normandy for the 2nd time we answered the call; we are a free nation because of the sacrifices made by those in uniform; will remain a free nation only as long as we remain the land of the free and home of the brave; God Bless America. Larick asked General Williams to give us an update on the tactical events of the storms. Williams stated he is a General and is still serving; been an interesting three days; Friday afternoon significant wind storm clocked at 81 mph over at airport; tremendous damage the likes of which we haven't seen since Hurricane Ike; draw an equation of power lines plus trees it always equals disaster; lost power in 90% of the city; dealt with that problem Friday night with both Mifflin Fire and Police Department; had significant trees down blocking roads; had fires and sparks from electrical wires; committed a significant amount of overtime in those 3 days; Street Department did a great job along with Parks and Service Departments to clean up all the trees and to get traffic flowing; had quite a few traffic lights out and put generators on the main intersections; the ones we didn't, we put stop signs out to treat as a four way stop; opened a cooling center at the Senior Center on Saturday so that people could get cool; got the American Red Cross involved and they opened up a center at Peace Lutheran Church where people can spend 24 hours by bringing own bedding; Stonybrook Church opened a shelter; major problem on Saturday was that we only had 2 gas stations operational - Speedway and Kroger; there were long lines that extended into streets; Police Department did a great job in controlling traffic because people were coming to Gahanna for gasoline as well as Kroger being fully operational; ice was flying out of the stores; were able to deal with a lot of that with forces we had; extra people on duty including reserve officers; opened emergency center on Saturday morning; briefed the Mayor and dealt with problems at hand until about 1:30; Mayor continually updated Council through e-mail; we worked in EOC until Saturday afternoon and then operated the cooling center and were on call for various issues; worked closely with Mifflin Fire; lost several houses; yesterday afternoon had another round of storms and had lightning strike one home in Gahanna Heights; still have a lot of power outages with about 40% of Gahanna still out; lot of those are on west side; we are served by 6 electric substations; have to identify those circuits, we have posted those maps on our web site; Hoyt has done a great job in terms of keeping people notified; disaster information is on web site; trying to do best we can to protect the public; glad to answer any questions. Council: Wright requested that an update on Trapp Park be given at committees on Monday night; received correspondence requesting information on when Trapp Park would be complete. I. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated the meeting is next week. Bd. of Education, Gahanna-Jefferson Public Schools - Wright: Clerk stated that Wright is the representative to the meeting on July 12. Heather Bishoff, Gahanna Jefferson School Board, thanked Council and the administration for all their hard work on Creekside; took a tremendous amount of your time; invite all of you to our meeting next week as we will be saying good bye to Mark White at our meeting. Convention & Visitors Bureau (CVB) - Jolley: Jolley stated the meeting is July 12. Central Ohio Transit Authority - Samuel: Samuel stated that COTA went on strike even though a tentative agreement is to be voted on tonight; provides for a 3 year contract which provides for a 7% increase over those 3 years and a 2% reduction in PERS paid for by COTA; bus operators are highest paid in nation when factoring in cost of living; from 2008 through 2011 during recession they received a 9% increase in wages; in 2011 average top driver was $61,773 with the highest paid operator earning $93,000; in 2011 average vehicle maintenance employee was nearly $70,000 and the highest paid earned $92,000; also provides substantial health care benefits; management has to be aware we are stewards of taxpayer funds; represent the taxpayers, our riders and our employees; City of Gahanna Page 6 City Council Meeting Minutes July 2, 2012 we look at all three; meeting tomorrow afternoon with trustees. M. OFFICIAL REPORTS: Mayor: Stinchcomb stated she would like to thank the churches such as Peace Lutheran and Stonybrook for opening their doors, sharing their air conditioning, power, showers and meals during this crisis; know there are many other organizations and businesses that helped out as well; also want to thank the residents who have checked on their neighbors and who have lent a helping hand and pitched in to help; we are not through this yet but am very proud of this community; would be remiss in not also thanking parks employees, service, IT, public information; appreciate Hoyt's help; doesn't have power at his house; on a positive note Freedom Festival activities are scheduled to go forward; will be monitoring the weather closely; working with Mifflin Fire and Police Department to determine any necessary actions; automatic fireworks date is Thursday July 5 at 10:00 p.m.; no games or activities will happen if delayed to the 5th; look forward to seeing you Wednesday night. Anderson asked if the Mayor knew what lineup would be for parade. Stinchcomb stated that the Lions Club determines that and would need to speak with Bob Burris. Wright asked the Mayor if we posted the alternative dates for the fireworks on the website. Stinchcomb stated it is on the website and has been on all communications; has been standard procedure for quite a while. City Attorney: Ewald thanked everyone in the City and Mifflin Township for their quick response; within minutes of the event occurring Police Department, Mifflin Fire, service and parks responded immediately; things went well for those items under our control; thank employees and elected officials; secondly, the Affordable Care Act was upheld in part by the Supreme Court; main body of the law doesn't actually take effect for about 2 years; have some time to review; part of the law was struck down; in the process of trying to figure out from a state level what that means; will be watching closely; will go into effect in 2014; will keep you updated and will work with Wadley on how it affects the City. N. COUNCIL COMMENT: Angelou stated this was a lovely evening; special around the 4th to have such great warriors with us tonight; great to honor those who served and made us free and able to live in a community like Gahanna; we are lucky to have such great people living in our city; perfect timing to do this; also thank General Williams for the update; very blessed to have not lost power; hope we can get things back to normalcy within the week; wish everyone a Happy July 4. Wright stated earlier tonight one of our military personnel referenced beaches of Normandy; it is very eye opening if you have ever been there to see the number of graves and how landscape is permanently altered due to the action on the beach; very somber when you go there; if you ever get the chance to see the forest of Ardennes where much of the military action took place, very unique to see how that landscape is permanently changed also; they make you reflect on how thankful we should be on where we live. City of Gahanna Page 7 City Council Meeting Minutes July 2, 2012 Samuel stated beware of fireworks; let the pros handle it; still dry even though we had rain; make sure your pets are inside; thank parks for the cooling center; had the honor of being the first senior to take advantage of it. Jolley thanked everyone who responded quickly; have not heard anything but good comments from citizens who were affected and did interact with the city; also thank Mayor for providing all information to us over the weekend; I was putting it out on facebook and people were appreciative as there was so little hard fact out there; good to have numbers; good to know that AEP pulled in hundreds of folks from out of state. Anderson thanked the city and Mifflin for all of its efforts; was delighted to get a call around 4:30 through CodeRed; encourage others to sign up; comforting to know we were on top of the situation; as we go through recovery stage imperative to get information out; grateful for the churches in letting community know what was going on and to share the word; was at Stonybrook and shared with minister what was going on; also got a chance to go there and library to charge my phone; very heartwarming to know we can come together; also want to highlight that I was taken by the article a couple of days ago in the Dispatch about supply and demand on apartments in Franklin County; to read that in Columbus specifically there might be as many as 60 or 70 lined up for 1 apartment and to know that we have more demand than supply is a great reminder of the fact that we are in the supply chain for housing through Creekside; all ambassadors to try to get people to come here; remind them we are a great place to live work play and retire; we have housing available; put on your ambassador hat. Renner stated that community and service are two words we use a lot; express my sincerest disappointment in COTA workers; after hours and many tentative agreements signed and then rejected at the last minute; and then to reach an agreement and still went on strike today; we have a Park & Ride on the west side that a lot of Gahanna residents use and need; people who can't afford their own transportation; very disappointed; we're in a state of emergency and yet transportation workers get to go on strike; to the storm, am really thankful for city I live in; thank Mayor for all the information provided; thanks to administration's staff; working at county level; know how much work it is to provide support; my power came on just before I came here; very impressed with my kids who treated it like summer camp; very grateful for that; also took advantage of the senior center in order to cool down and charge phones; very grateful for where I live; we have a sense of community; Larick lent us a generator to keep our refrigerator going. Larick thanked parks, service, safety and volunteers for their efforts this weekend; continued heat doesn't seem to be abating any time soon; only other comment, am always humbled in presence of veterans; sacrifices they made; these folks especially; sacrificed their health and their youth; can't personally imagine that; thank them all.
