CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, July 21, 2014, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. Acting President of Council Thomas Kneeland called the meeting to order at 7:00 p.m. and delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on July 18, 2014. Brian Larick was present as Acting Mayor and did not vote. Present 7 - Karen J. Angelou, Ryan P. Jolley, Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Stephen A. Renner, and Michael Schnetzer B. ADDITIONS OR CORRECTIONS TO THE AGENDA. A motion was made by Renner seconed by Jolley to amend the Consent Agenda to move ORD-0097-2014 to the Regular Agenda, Second Reading. Yes: 6- Angelou, Jolley, Kneeland, Leeseberg, Renner and Schnetzer Abstain, COI: 1- Larick C. HEARING OF VISITORS. 1. Steve Reniker, 789 Science Blvd., Gahanna, said he didn't want to take much of Council's time but on behalf of the Golf Depot and Value Recovery Group wanted to express our appreciation to the City for your tremendous support of BoomFest on July 3; everyone with the City was extremely helpful in getting the word out; in fact, they got the word out so well that we had about twice the turnout we were anticipating; the first year we did this was kind of on a whim; had 3,000 people, the second year we had 5,500 and estimates for this year were close to 15,000 people; it showed us that people will attend events; were short on parking and food, but those are things we can fix; wanted to express on the record both his and his company’s appreciation for the City's support. City of Gahanna Page 1 City Council Meeting Minutes July 21, 2014 2. James May, 10268 Appleton Road, Johnstown, spoke on behalf of the United Baptist Church, 6046 Taylor Road, Gahanna. He said thank you for this opportunity to make you aware of the water problems on our church’s property; represent the brothers and sisters that make up the membership of the Columbus United Baptist Church at 6046 Taylor Road, Gahanna; when the 3-lane road was put in there was a change made in the drainage going to the creek; this changed the water level and allowed the water to back up onto church property; at the same time some new construction going on at the corner of Taylor and Taylor Station Roads which allowed more water onto the north side of the road; as the water stayed there for a long period of time Gahanna started calling it a “wetland” of which it wasn’t before; know that it is against the law to deliberately cause water to go onto someone else’s property without permission; know the City is researching this and know what year this trouble started and it has taken a very long time; church property in some areas of the land has been rendered useless; Damero, who is present, has pictures of how the property looked before the construction diverted the water onto the property. 3. Franklin Damero, 14490 Graham Road, Pataskala, said here to show pictures at the church property of 6046 Taylor Road when it was dry; used to play ball there; it was a beautiful property; water has been collecting there since 2000 or earlier; can’t even mow there even with a tractor because it is so wet; would like for the City to help us get it straightened out. Kneeland asked for copies of photos to be given to the clerk so that copies can be made for everyone to review; it will be discussed further in Service Committee next week. 4. Resident, Dawn Wright, 1013 Caroway Blvd., was present with her three children; came to our attention that there is the possibility of closing both of the Gahanna pools and we just want to speak up in support of them; all three of my kids have been on the Hunters Ridge Swim Team for the past 6 seasons and my youngest could be on the swim team for another 6 years assuming it still exists; swimming is a great and lifelong form of exercise and I am very grateful for the swim team because they have improved their swimming ability so when we go boating or to the beach I feel more comfortable because of that; over the summer it is easy for kids to sit around the house and watch TV and play video games; the pool and swim City of Gahanna Page 2 City Council Meeting Minutes July 21, 2014 team are bright spots in our community; urging City Council to look at their budget and figure out how they could still support them. 5. Chad Cole, 3466 Tivoli Court, Gahanna, thanked Council for their service to the community; the City provides great facilities and it’s a great place to live; deeply concerning when I hear that the pools may be closed; facilities like those that make the community great; concerned with budget on website that estimates the cost of closing the pool at $267,000; by looking at some of the expenses versus the revenue for the past couple of years; 2011 the revenue was about $10,000 higher than the overall costs; 2012 it was about $3,000 higher; 2013 there was a significant difference between costs and revenue; question the difference; $45,000 in there for capital but I think we need to realize that obviously that’s not going to happen every year and are we looking at just a small snapshot here; hope that is not happening; like any business you are going to have good years and bad years; need to look at it over the long term; be very interested in what was the actual revenue in 2013; figures are based off of the latest figures on the website that are projected revenue; and also 2014, too; thanked Council for their time; certainly do not want pools to close; it provides a great benefit to the community and gives the children a place to learn how to swim; we live in a community where we have lots of parks with creeks and places that flood; it is great to know how to swim and I’m glad I know how to swim; provides a place for kids to get physical exercise and a place for the elderly to get low-impact exercise. 6. Robin Flagge, 340 Howland Drive, Gahanna; here to talk about the possibility of closing the pools; nine years ago we moved here from San Francisco; I have lived in five countries and had 22 home addresses in my life; I hope this is my last one; absolutely love Gahanna and central Ohio; is the only land-locked place we have lived; gets very warm here in the summer; kids are on the swim team but it’s not just about the swim team and activities; a refuge where people can escape the tropical weather in the summer; there is no other place to go; many of the lakes have algae and e-coli and they are not always a safe place to swim; a community pool is where you go; a lot of communities have a city pool and I think Gahanna should have one, too. 7. Alex Meredith, 797 Ronson Avenue, Gahanna, said the people of Gahanna want to keep the pools and are willing to fight for City of Gahanna Page 3 City Council Meeting Minutes July 21, 2014 them; swimming pools help Gahanna in many ways; the first reason is that children on the Hunter’s Ridge Sea Horses and Gahanna Sea Lions swim and dive teams will be kept busy and are less likely to get in trouble; however, if you shut down the pools all the children that were previously on the swim teams can do whatever they want and it might just involve doing something illegal, meaning the swim and dive teams will likely produce good citizens; another reason why the pools shouldn’t be shut down is that the swimmers are getting exercise; swimmers are healthy and have less chance of being diagnosed with obesity, diabetes and other unhealthy conditions; they will also do better at fitness standards in physical education in school which makes Gahanna, Ohio a healthier and happier place to live; the swimmers and divers will be more likely to take care of their bodies and not participate in drinking and smoking; the final reason you should not close the pools is that you would create unemployment; think of all the people who would lose their jobs if you shut down the pools, life guards, administrators, coaches, concession stand workers and front desk workers; is a lot of people; Gahanna’s unemployment rates would increase and that would give Gahanna a bad reputation; after having heard this petition I hope you will consider not shutting down the pools; I have been on the Hunters Ridge Sea Horses Swim team for 7 years and I am not planning on quitting; neither are any of my friends who would also hate for the pools to shut down; please reconsider shutting down these two very special pools; thank Council for their time. Kneeland stated those are all the speaker slips we have this evening. I would suggest those here tonight with an interest in the pools, and prior to Council beginning appropriation discussions later this year, reach out to the Parks and Recreation Department and get some details about the status of the pools to get current information and data. Council Angelou stated she was sure everyone probably received the 2014 COTA Luncheon meeting information which is August 27; Council also received an invitation to the Dublin Festival. I. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland said the next meeting is August 19th at 7:30 a.m. at City Hall. City of Gahanna Page 8 City Council Meeting Minutes July 21, 2014 Mid-Ohio Regional Planning Commission (MORPC) - Angelou The Commission met on July 17th and representative from group trying to bring the 2016 National Democratic Convention to Columbus will be asking for support letters; selection group will be in Columbus on August 6th and a reception is planned between 5:30 and 7:30 p.m., location to be announced; there is a lot of excitement around something that would bring millions of dollars to Columbus and the surrounding areas; with Cleveland getting the Republican Convention and Lebron James, we are hoping we will get the National Democratic Convention and bring some of that economic development to our community; authorized the executive director to submit an application to the National Historical Publications and Records Commission for up to $50,000 for converting historical aerial photography to a digital mosaic format; received update on Insight 2050 and it’s moving along very quickly and the discussion and information is interesting on what central Ohio is going to look like in 2050; expect about 500,000 more people to be living in this area; number of residents over age 65 will double and will be the majority; majority of growth will be households without children; 2/3 of growth relies on migration; there is a shifting preference for walkability and mixed-use communities, higher demand for smaller lot single-family housing, and higher demand for detached single-family townhomes; complete report will be in the Council office; had representatives attending from the health care consortium; the Regional Energy Action Plan for Columbus was released on July 14, 2014, and it should be very well received and is one of the first done in the nation; MORPC budget information can be found at www.morpc.org <http://www.morpc.org>; there will be a Meet the Class event on December 9th at the Renaissance Hotel from 5:00-7:30 p.m. for people to come down and meet their new legislative representatives and commissioners; HB5 has not been resolved; they are trying to come up with a plan to balance the Highway Trust Fund temporarily; the fix is not permanent; there will be a new Speaker of the House of Representatives. OFFICIAL REPORTS: City of Gahanna Page 9 City Council Meeting Minutes July 21, 2014 Mayor Acting Mayor Larick thanked everyone for coming this evening and participating in the process of decision-making for the City. City Attorney No report. N. COUNCIL COMMENT Angelou thanked everyone who came this evening, especially those who spoke on behalf of items they feel passionate about; it’s wonderful to see young children come forward and give their input; some day they may be sitting up on the dais making decisions for the City. Jolley echoed everyone’s thanks for those who came out tonight, whether you spoke, just came out for moral support or just to hear a wonderful young man deliver an excellent speech; certainly agree with all of the comments you gave this evening; I don’t think anyone in the City wants to see the pools close; however, we had a long and very difficult discussion last year about the economic realities facing our City and what sort of consequences there would be if we didn’t find alternate sources of revenue; while Mr. Cole was pointing out some of the numbers, we are looking at the need to completely replace one of our pools at a cost of hundreds of thousands, if not millions, of dollars; I think everyone up here would like to see the pools stay open, it may not be an economic possibility going forward through the City alone; welcome any ideas, suggestions or comments about what we could do differently to make sure we will be able to provide those opportunities, we have a lot of discussion ahead about what the City is going to do moving forward in the short term; hope people stay engaged and perhaps will come up with the good idea that will allow us to keep the pools open long term; thank you for coming out and continue your dialog with us. Renner echoed the comments of my colleagues; very good job young Alex coming up to the podium; it can be a little scary; as Jolley said, please stay engaged in the appropriations discussions we are getting ready to have; they have very serious consequences; encouraged everyone to review the budget from top to bottom and give us their concerns.
