CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, December 15, 2014, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Brian D. Larick called the meeting to order at 7:00 p.m. Vice President of Council Kneeland delivered an Invocation followed by the Pledge of Allegiance led by Council Member Schnetzer. Agenda for this meeting was published on December 12, 2014. Present 7 - Karen J. Angelou, Ryan P. Jolley, Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Stephen A. Renner, and Michael Schnetzer B. ADDITIONS OR CORRECTIONS TO THE AGENDA. Larick added an additional Executive Session item under O, to go into Executive Session under authority of 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or for negotiations with other political subdivisions respecting requests for economic development assistance. C. HEARING OF VISITORS: 1. Presentation of Resolution and Proclamation for Jane Grote Abell Angelou noted contributions to the community from Abell; thanked her for outstanding contributions; presented her with her Resolution. 2. Presentation of Resolution and Proclamation for Thomas R. Krouse Larick noted contributions to the community from Krouse; thanked him for outstanding contributions; proclaimed Resolution. Stinchcomb honored Abell and Krouse with Mayoral proclamations City of Gahanna Page 1 City Council Meeting Minutes December 15, 2014 and noted December 15 will be named Jane Grote Abell and Thomas R. Krouse day. 3. Brenda Johnston, GRIN - Strategic Planning Johnston gave brief history of GRIN; began in 1978 with small food pantry; has grown considerably since then; over last three years need has increased in Gahanna; GRIN integrated clothing, food, and community resources into what is provided to residents; wishes to integrate further into a “one-stop-shop” for GRIN’s services; found a property on Agler Rd; will house the clothing-free food pantry, utility assistance, and the summer lunch club; this year: gave out $67,000 in assistance, 912 boxes of food, and assisted schools with backpacks and school supplies; looking to grow further and provide Gahanna’s residents in need with more services in the future. 4. Kerstin Carr, MORPC - insight 2050 Carr discussed insight 2050; partnership between MORPC and the Urban Land Institute of Columbus; intention to study the demographic growth over next 35 years and use the information to inform different regional growth scenarios and the impact on various issues; important as population growth is projected at 500,000 over the next 35 years; will mean 300,000 new residences and 300,000 new jobs; already accommodated similar growth in the past, but the demographical makeup of growth will be different; majority of growth in the past was in the 35-54 year-old range (i.e. home buying and family years); put an extraordinarily high demand for large lot single family detached homes and suburban settings; over next 30 years, majority of the growth will be in 16-34 year-old group, as well as 65 and older group; 65 and older will double in this time frame; groups are looking for more walkable neighborhoods; looking for lifelong communities; 80% will be households without children, thus looking for smaller residences; also looking for more transportation choices; responses will effect housing, job, and commercial development markets; if less demand for large-lot single family homes, there will be greater demand for attached housing and smaller lot homes; study noticed jobs are now following population growth; different from the past; skilled labor force is calling business development as well; development also impacts infrastructure; developed four scenarios for Columbus growth; scenario A discussed Columbus growth staying similar; not likely; City of Gahanna Page 2 City Council Meeting Minutes December 15, 2014 scenario B discussed future development; scenarios C & D discussed development of vacant use areas; also evaluated metrics from transportation, to environmental issues, and fiscal issues; discussed land consumption; would work with 270 square miles of undeveloped land; about the size of the footprint of Columbus today; local governments may be able to benefit from the data when having development conversations with developers; also aims to bring local governments and private sectors onto the same page and encourage future collaborative growth. D. Service & Safety - Angelou Angelou thanked Service Department and Police Department for their guidance on issues facing the City and all of their hard work; has been a pleasure to working with both this year. Development & Parks - Renner City of Gahanna Page 7 City Council Meeting Minutes December 15, 2014 Renner had nothing to report. H. CORRESPONDENCE AND ACTIONS: Clerk - None. McWilliams had no actions. Council - None. There were no actions from Council. I. SECOND READING OF ORDINANCES: Ordinances Reported Out of Committee: Ordinance - Amend by Substitution and Adopt: ORD-0163-2014 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2015. Jolley commented on hard work done throughout the year from Finance and Administration on 2015 budget; good practice to try completion of budget before the fiscal year; hopes practice continues; noted extensive conversations on fiscal situations facing the community; near tipping point and evidenced tonight by positive strategic planning through pool budget; fully supports the pool through 2015, but cannot vote for further support, as City is absorbing loses and cannot continue to struggle to do everything we want; choices will have to be made. Larick noted discussion in Committee on the Capital and scenarios using the excess reserves; some projects are important and required, but could also be classified as make-up projects; clearly important needs, but there will always be projects of this nature; City needs to figure out how to address long-term Capital projects in our revenue instead of from the excess fund; could be more impactful in the future; has also received feedback from residents on the pool; noted work is just beginning to understand and determine what expectations for future pool funding could be. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Kneeland, Larick, Leeseberg, Renner and Schnetzer Ordinance - Adopt: ORD-0179-2014 TO AUTHORIZE THE CREATION OF A SPECIAL GOVERNANCE COMMISSION TO CONSIDER A CHANGE IN THE FORM OF GOVERNMENT WITHIN THE CITY OF GAHANNA. Jolly expressed appreciation for the Committee and their hard work; cannot support the legislation as a new form of government may remove the fundamental checks-and-balances so important to the City and its governing process; does not believe this legislation will be beneficial to the community and could be potentially damaging to the community should we open up changes to the Charter. Kneeland noted similar concerns, however Council would be remiss should we not give the residents the opportunity to make this decision for themselves; important this matter is given to the public after the Commission has prepared a presentation for public review; supports this ordinance tonight. Larick noted when presented with the option of letting the public decide or not, will always side with letting the public to make their statement; will support tonight. Angelou noted perfect timing during a transitioning period; will let the residents deicide what they feel is the best for the City of Gahanna; will support tonight. Jolly clarified he does not see this as an issue of whether or not the people have representation in their government; however, by forming a Commission that is not completely open to public during the consideration of changes to the charter, it can be a dangerous situation; does not support the “vehicle” by which this is taking place. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland noted a banner year for Community Improvement Corporation; next meeting on December 16, 2014 at 7:30 a.m.; following meeting will be on January 20, 2015 to select the leadership team for 2015; undertook acquiring properties through the County Land Bank; has been able to take unproductive properties and get them back onto the market; accomplishes multiple positive things for the community; noted increase in broadband sales; CIC is seeing revenue resulting from this; thanked CIC President George Moss for his guidance and leadership this year. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou noted last meeting of the year was on December 11, 2014; at the meeting executive director brought forth changes to commission in housing department; lower funding required a reorganization of housing program; included staff cuts; will not be the end of the City of Gahanna Page 10 City Council Meeting Minutes December 15, 2014 housing program; budget brought up, will be a conservative budget compared to past years; presented return on investment from dues; will send in mail; insight 2050 was discussed; noted Columbus Dispatch editorial on insight 2050; on February 5th, 2015 at 11:30 a.m. there will be Development on a Changing and Growing Region lead by Ken Danter in Worthington; voted on Resolution 35-14 to authorize using data from insight 2050; accepted Liberty Township into MORPC; accepted the fiscal budget; received air quality reports with no poor air alerts from 2014; new contract with Sonoma in California; adopted the Metropolitan Planning Organization Boundary; adopted the goals for the 2016-2040 Columbus Area Metropolitan Transportation Plan; updated Chambers on House Bill 5; Bill passed; noted fifty different meetings on Bill; very busy year at MORPC. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley noted potential meeting December 17th, 2014 at 7:00 p.m. Convention & Visitors Bureau (CVB) - Jolley Jolley noted brief meeting December 18th, 2014 at 4:00 p.m. M. OFFICIAL REPORTS: Mayor Stinchcomb thanked Council for passing the salary ordinances and fiscal budget; this year marked unprecedented transparency from Council and Administration to the public; demonstrated our focus on sustainable operations to our core infrastructure; noted first time full funding for City’s annual asphalt paving program; early in 2015, Administration will bring forth strategy to fund 1/3 of the City’s remaining Detroit street rebuilds for the west side and completion of key portions of the Big Walnut trail over the next three years; budget also included funding for developing a strategic plan for the City; will give opportunities for public engagement to find out what is most important to the citizens of Gahanna; hard work is being put in to develop online communication strategies for 2015 between Administration and the residents; working to develop a few easy pages of budget information to distribute to community; will absorb $90,000 in losses for pool funding by using one-time monies for major capital improvements; we must figure out how to fund pool beyond 2015; will City of Gahanna Page 11 City Council Meeting Minutes December 15, 2014 work hard with public to close gap and resolve issues with pool; will be speaking to Chamber on February 12th, 2015, and the State of the City Address will be on March 12th, 2015; presented Larick with City Flag embroidered with years of service to the community; has been a pleasure to serve with Larick; wished everyone a Merry Christmas, a happy New Year, and Go Bucks; will see everyone on January 2, 2015. City Attorney Wished to thank all parts of government that make everything run so smoothly on behalf of the residents; often as a resident, himself included, you don’t get to see the day-to-day efforts of governement employees working in streets, encountering residents, and being friendly; sometimes government employees do not hear “thank you” despite being impactful to the community; on behalf of the residents, and as a resident, thank you very much for all that you do. N. COUNCIL COMMENT Angelou thanked the three members of the Planning Commission for coming to listen to the insight 2050 presentation; thanked citizens of Gahanna for their input to Council throughout the year; many residents here tonight; great to see; very grateful to be on Council; wonderful City brought into perspective when one realizes that they may not be alive today; thanked everyone for their support, extra thank you to Council; wished everyone a happy holiday and implored everyone to be thankful for each day. Leeseberg attended the engineers club party on December 12, 2015; was asked how first year went; responded he is pleased to be on Council and work with this team; lots of hard work and hours put in by everyone; worked as a team and is very pleased with the process; has been a great year. Schnetzer noted an accident at the corner of Broad and High near his office; accident resulted in a fatality; an intern from the State of Ohio’s Engineering Department; noted we often get caught up in the day-to-day grind; any day could be our last; asked the community to keep in mind the meaning of the holidays, step back and hug your children, spend time with your families, make sure everyone around you knows they are loved, and enjoy a happy and safe holiday. City of Gahanna Page 12 City Council Meeting Minutes December 15, 2014 Jolly noted a long year, but went fast; thanked Administration, Mayor, City Attorney, Council, Directors, deputy Directors, and all staff; lot to be thankful for this year; Hanukkah will be starting soon, thanked Kneeland for his gift; Happy New Year to everyone as we start off the new year on a strong note. Renner noted being very grateful that Angelou is with us; noted Schnetzer hit the nail on the head, we should all be thankful for everything that we have; is grateful for being able to work with the team that does an astounding job; lot of talk and substantial progress on the budget document and making it public; even received an award for document, and as a result, citizenry is becoming more knowledgeable on municipal finances; despite budget issues, City is moving forward by investing in the community and that is exciting; noted Parks being shorted by pools; thinks the pool strategy's spirit is shortsighted; it is an investment into the community and Council’s job is to provide services to the community; wrong message to throw deficits on the wall and declare them bad outright; hopes in 2015 we take a more committed step to address what the services provide as a whole and what our committee wants; questioned where the City Manager/Mayoral discussion came from; it ignores the revenue issues and blames management; right to get dialogue out and talk about the issue, but wishes to encourage more talk about budget and revenue moving into 2015; wishes everyone a happy holiday and a Merry Christmas.
