A. CALL TO ORDER by Mayor Stinchcomb - Invocation, Pledge of Allegiance,
Roll Call
The Honorable Rebecca W. Stinchcomb called the meeting to order at
7:00 p.m. and delivered an invocation and the Pledge of Allegiance.

B. ELECTION OF PRESIDENT:
A motion was made by Angelou, seconded by Renner, to appoint Thomas R.
Kneeland as President of Council for the year 2015. The motion carried by the
following vote:
Yes: 7- Angelou, Jolley, Kneeland, Larick, Leeseberg, Renner and Schnetzer
C. ELECTION OF VICE PRESIDENT:
A motion was made by Larick, seconded by Leeseberg, to appoint Stephen A.
Renner as Vice President of Council for the year 2015. The motion carried by
the following vote:

D. APPOINTMENTS:
- Board of Zoning & Building Appeals - 3 Year Term: Don Jensen
A motion was made by Larick, seconded by Jolley, to appoint Don Jensen to a
3 year term on the Board of Zoning and Building Appeals. The motion carried
by the following vote:

- Civil Service Commission - 3 Year Term: Paul Bittner
A motion was made by Larick, seconded by Jolley, to appoint Paul Bittner to a
3 year term on the Civil Service Commission. The motion carried by the

A motion was made by Larick, seconded by Jolley, to appoint Ken Shepherd to
a 3 year term on the Landscape Board. The motion carried by the following

- Parks & Recreation Board - 3 Year Term: Eric Miller
A motion was made by Larick, seconded by Jolley, to appoint Eric Miller to a 3
year term on the Parks & Recreation Board. The motion carried by the

- Planning Commission - 3 Year Term: Kristin Rosan
A motion was made by Larick, seconded by Jolley, to appoint Kristin Rosan to
a 3 year term on the Planning Commission. The motion carried by the following
vote:

- Planning Commission - 3 Year Term: Bobbie Burba
A motion was made by Larick, seconded by Jolley, to appoint Bobbie Burba to
a 3 year term on the Planning Commission. The motion carried by the following

E. MAYORAL APPOINTMENTS - TO BE CONFIRMED BY COUNCIL:
MR-0001-2015 Motion Resolution to confirm the Mayor's appointment of Justin Bickle
as a trustee of the Community Improvement Corporation (CIC); for a
three-year term expiring December 31, 2017.

A motion was made by Renner, seconded by Schnetzer, that the Motion
Resolution be Approved. The motion carried by the following vote:

MR-0002-2015 Motion Resolution to confirm the Mayor's appointment of Scott W.
Davis to a three-year term on the Tax Incentive Review Council (TIRC)
expiring December 31, 2017.
A motion was made by Angelou, seconded by Schnetzer, that the Motion
Resolution be Approved. The motion carried by the following vote:
Yes: 7- Angelou, Jolley, Kneeland, Larick, Leeseberg, Renner and Schnetzer
MR-0003-2015 Motion Resolution to confirm the Mayor's appointment of Dewitt Harrell
to a three-year term on the Income Tax Board of Review expiring
December 31, 2017.
A motion was made by Angelou, seconded by Schnetzer, that the Motion
Resolution be Approved. The motion carried by the following vote:

F. ESTABLISH TIME AND DAY: Regular Council Meetings; Committee
Meetings
A motion was made by Larick, seconded by Schnetzer, that Regular Council
Meetings be held at 7:00 p.m. on the 1st and 3rd Monday each month, unless
Monday falls on a holiday, then on the next Tuesday; Council Committees be
held at 7:00 p.m. on the 2nd and 4th Monday of each month, unless Monday
falls on a holiday, then on the next Tuesday. The motion carried by the
following vote:

G. ADOPTION OF RULES OF COUNCIL:
To Adopt Rules of Procedure of Council dated January 2, 2014.
A motion was made by Jolley, seconded by Leeseberg, to adopt Rules of
Procedure of Council dated January 2, 2014. The motion carried by the
following vote:

Kneeland stated he would hold off on making an assignment for this

I. COMMITTEE ASSIGNMENTS
- Committee of the Whole
Kneeland said Committee of the Whole will be chaired by Stephen A.
Renner as Vice President of Council.
- Finance
Kneeland said he would like Michael Schnetzer to continue to Chair
the Finance Committee for consistency with all members of Council
serving.
- Service & Safety
Kneeland asked Schnetzer, Jolley and Leeseberg to serve on this
Committee with Leeseberg as Chair.
- Development & Parks
Kneeland asked Renner, Angelou and Larick to serve on this
Committee with Larick as Chair.

J. ADJOURNMENT OF ORGANIZATIONAL MEETING: 7:15 p.m.; motion by
Renner.
K. CALL REGULAR MEETING TO ORDER:
Council President Thomas R. Kneeland called the meeting to order at
7:15 p.m.
L. ADDITIONS OR CORRECTIONS TO THE AGENDA.
A motion was made by Leeseberg, seconded by Jolley to add for Introduction
and Assignment to Committee a Supplemental Appropriation to fund the
position of Assistant City Administrator.
Jolley asked if an addition or correction to the agenda requires a motion.
Ewald answered yes; if you are just going to add it to bring to next committee,
that does not require a vote but amending the agenda to add an item requires a
vote.
Ewald advised Council of the motion on the floor.
Jolley seconded the motion.
Mayor Stinchcomb said there needs to be a number.
Renner asked for clarification on the motion. Leeseberg said introduce and
assign to committee the supplemental appropriation. Clerk noted for point of
order, the ordinance number would be ORD-0001-2015; A Supplemental
Appropriation for the Assistant Administrator to the Mayor with the amount
being left blank; to be determined later.
Kneeland asked Clerk to read the title again.
Clerk said ORD-0001-2015 Supplemental Appropriation for the Assistant City
Administrator position to the Mayor; that title and a placeholder for the
amount.
Kneeland asked for comments on the motion.
Larick said process-wise, this is awkward.
Renner concurred with Larick; said he is not comfortable with this; feel we are
putting the cart before the horse.
Jolley said he is pretty sure any council member can introduce legislation, we
have done it before during introductions or first reading; per our Rules that we
just adopted, any member can introduce legislation. Kneeland said the part
that is difficult is the fact that there is no legislation; it is by title without any
amount or anything. Jolley said we have done the same thing in the past.
Kneeland said if this does fail, we will put it in Committee for discussion.

The motion failed by the following vote:
Yes: 3- Jolley, Kneeland and Leeseberg
No: 4- Angelou, Larick, Renner and Schnetzer
Angelou noted Ordinance 0185 on the Consent Agenda was discussed in Parks
and Development, but was not presented at Committee of the Whole; many
changes to the document; recommended an overview at Committee of the
Whole as there is confusion as to why this legislation was put on the agenda;
Larick recommended moving ORD-0185-2014 to the regular agenda; Angelou
concurred.
A motion was made by Angelou, seconded by Larick to move ORD-0185-2014
to the Regular Agenda under R. Second Readings. The motion carried by the
following vote.
Yes: 6- Angelou, Kneeland, Larick, Leeseberg, Renner and Schnetzer
No: 1- Jolley
M. HEARING OF VISITORS - None.

Kneeland said we have none; that motion failed; that particular
request will be in Committee of the Whole.

R. SECOND READING OF ORDINANCES:
ORD-0185-2014 TO AMEND THE ADOPTED DEVELOPMENT FEE SCHEDULE AS
REFERENCED IN CHAPTER 148, DEPARTMENT OF PLANNING
AND DEVELOPMENT; TO INCLUDE REVISIONS TO THE BUILDING
FEES; AND TO DECLARE AN EMERGENCY.
Larick noted the changes will dramatically simply the Fee Schedule,
reduce time spent processing, and minimize confusion; also important
to pass legislation at this meeting so that Administration can move
forward in 2015 with new fee schedule; Jolley clarified legislative
intention; the reasons for having separate Committee leadership is to
prevent the need for all seven Council members to be at every
Committee meeting; this situation may speak to that format, rather
than the legislative intention, our current format portions leadership so
that small groups of Council can evaluate certain legislative
categories; it is also important to implement the new fee schedule for
Administration as soon as possible; as such, cannot support
postponement tonight, Renner inquired if there was an impending
issue with delaying the legislation, Stinchcomb clarified it is desirable
to publish a permanent fee schedule as early as possible; reduces
confusion; Angelou noted her concern was on the fee structures
pertaining to multi-family; one part of ordinance addressing charges
per multi-family dwelling was mentioned twice with different fees;
checking to ensure consistency and that previous fees were collected
appropriately; Kneeland noted surprise that the legislation was carried
from last year; supported postponement.

V. COUNCIL COMMENT
Kneeland noted he will be creating a special committee for metrics
development; Schnetzer and Larick will be on the Committee, with
Larick as Chair; Committee will potentially meet before Committee of
the Whole so that involved staff would already be present at City Hall.
Angelou wished everyone a wonderful New Year.
Leeseberg wished everyone a happy New Year; Go Bucks; noted the
postgame team mentioned overcoming adversity by working together
and trusting everyone would get the job done; echoed throughout the
team; noted a parallel to our community; impressed the City of
Gahanna works so well together and pulls through adversity by
supporting one another.
Schnetzer wished everyone a happy New Year; with no turnover this
year we can hit the ground running; excited for new year.
Jolly noted Go Bucks!
Larick wished everyone a Happy New Year.
Renner wished everyone a Happy New Year.
Kneeland noted excitement for 2015; thanked Council for their
support; Go Bucks!

A motion was made by Schnetzer, seconded by Renner, to go into Executive
Session under authority of Section 5.40(a) of the Council Rules of Procedure to
consider the appointment, employment, dismissal, discipline, promotion,
demotion or compensation of a public employee, official, licensee or regulated
individual unless such public employee, official, licensee or regulated
individual requests a public hearing AND to go into Executive Session under
authority of 5.40(g) of the Council Rules of Procedure to consider confidential
information related to the marketing plans, specific business strategy,
production techniques, trade secrets, or personal financial statements of an
applicant for economic development assistance, or for negotiations with other
political subdivisions respecting requests for economic development
assistance. The motion carried by the following vote:
Yes: 7- Angelou, Jolley, Kneeland, Larick, Leeseberg, Renner and Schnetzer
President Kneeland invited Mayor Stinchcomb and City Attorney
