CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, January 20, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance led by Jackson Acotto. Agenda for this meeting was published on January 16, 2015. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA. There were no additions nor corrections to the agenda. C. HEARING OF VISITORS. There were no visitors to be heard. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Larick introduced the items under section (D) to Committee. ST 1002; AND TO DECLARE AN EMERGENCY. ORD-0002-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO SETTLEMENT AGREEMENT WITH JAMES R. AND KAYANNE M. SHARP, 501 City of Gahanna Page 1 City Council Meeting Minutes January 20, 2015 HELMBRIGHT DRIVE, FOR PROPERTY ACQUISITION NEEDED FOR THE TAYLOR ROAD BOOSTER STATION PROJECT; IMPROVEMENT NO. ST 1003. ORD-0004-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH DOVE BUILDING SERVICES FOR JANITORIAL SERVICES; TO REPEAL ORD-0169-2014; AND TO DECLARE AN EMERGENCY. ORD-0005-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH BILL WALKER FOR CLEANING OF THE GAHANNA GOLF COURSE CLUBHOUSE FOR THE PERIOD OF FEBRUARY 1, 2015 THROUGH JANUARY 31, 2016. ORD-0006-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES (ODNR) FOR THE CLEAN OHIO TRAIL FUND GRANT; AND TO DECLARE AN EMERGENCY. E. CONSENT AGENDA: Larick motioned to adopt the Consent Agenda; seconded by Renner; the motion was adopted. Minutes - To Approve: 2015-0010 1-2-2015 Council Organizational and Regular Meeting Minutes The Minutes were Approved and Filed on the Consent Agenda. Ordinances on Second Reading: Ordinance - To Amend by Substitution and Adopt as Emergency. ORD-0185-2014 TO AMEND THE ADOPTED DEVELOPMENT FEE SCHEDULE AS REFERENCED IN CHAPTER 148, DEPARTMENT OF PLANNING AND DEVELOPMENT; TO INCLUDE REVISIONS TO THE BUILDING FEES; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda as an emergency. Motion Resolution: City of Gahanna Page 2 City Council Meeting Minutes January 20, 2015 MR-0004-2015 Motion Resolution that the City has no objection to the transfer of a D1, D3 and D3A Liquor Permit to Local Cantina Gahanna LLC, dba Local Cantina, 101 Mill Street & Patio Suite 101 from Local Cantina II LLC, dba Local Cantina, 101 Mill Street & Patio, Suite 101. This Motion Resolution was Approved on the Consent Agenda. MR-0005-2015 Motion Resolution authorizing the Director of Public Service permission to bid the 2015 Street Program/Detroit Street Rebuild (ST1029). This Motion Resolution was Approved on the Consent Agenda. MR-0006-2015 Motion Resolution to authorize the Director of Parks & Recreation to go out for bids for the Big Walnut Trail Section 5. This Motion Resolution was Approved on the Consent Agenda. Approval of the Consent Agenda A motion was made by Larick, seconded by Leeseberg, to approve the Consent Agenda. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick End of the Consent Agenda F. PUBLIC HEARINGS: None. G. STANDING COMMITTEES: 2015-0011 Council Committee Minutes - January 12, 2015 Committee of the Whole - Renner Renner had nothing to report. Finance - Schnetzer Schnetzer had nothing to report. Service & Safety - Leeseberg Leeseberg had nothing to report. Development & Parks - Larick City of Gahanna Page 3 City Council Meeting Minutes January 20, 2015 Larick had nothing to report. H. CORRESPONDENCE AND ACTIONS: Clerk Clerk reported Planning Commission has recommended two items to Council; one of which is an application for GRIN; will be at the next Committee of the Whole, January 26, 2015; second item is a code change to Title Three, Zoning; there will be a public hearing on February 17, 2015 for the code change and the changes will be brought before Committee of the Whole on February 9, 2015; additionally noted the Verizon Wireless cell tower application has been postponed and will be heard on February 25, 2015. V-0002-2015 To consider a variance application to vary Section 1143.04 of the Codified Ordinances of the City of Gahanna; to recommend to Council a variance to approve a non-residential use in a Single Family Residential (SF-3) zoning district; for property located at 87 S. Hamilton Road; City of Gahanna, Michael Blackford, applicant. (Advertised in the Columbus Dispatch 1/10/2015.) Clerk Note: This recommendation from Planning Commission will be on the January 26, 2015 Committee of the Whole for discussion. CC-0001-2015 To recommend to Council changes to Title Three - Zoning, of Part Eleven - Planning and Zoning Code, of the Codified Ordinances of the City of Gahanna regarding hotels, including: Chapter 1155, OCT Office, Commerce and Technology District, Chapter 1150, Olde Gahanna District, and 1123, Definitions. Clerk Note: This recommendation from Planning Commission will be on the February 9, 2015 Committee of the Whole for discussion and a Public Hearing will be conducted on February 17, 2015. Council There were no items from Council. I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: ORD-0003-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH City of Gahanna Page 4 City Council Meeting Minutes January 20, 2015 CHARGEUP, LLC, 2862 BUFORD HIGHWAY, SUITE 105, DULUTH, GA, 30096, FOR CREEKSIDE PARKING GARAGE ELECTRIC CHARGING STATION PROJECT ADMINISTRATION AND NISSAN NORTH AMERICA GRANT COORDINATION; AND TO DECLARE AN EMERGENCY. Kneeland introduced ORD-0003-2015; motion by Leeseberg to waive the rules for second reading; seconded by Renner; motion carried. Motion to adopt ORD-0003-2015 by Leeseberg; seconded by Renner. Renner noted this is a great idea for the Gahanna community; thanked Dottie Franey, Service Director, for her work getting this together; Angelou inquired if there will be a loss since the City is supplying the power; Franey replied data gathering and analysis will done to see if the City should charge or not; table was formed to estimate how much the cost to the City would be for one car up to 350 cars; required hundreds of charges before it makes sense to charge; station comes with software to track costs and City will evaluate after data is gathered; Angelou noted will be helpful to people of the community; Leeseberg noted there are only 5 fast-charging station near or in Ohio at the moment; Franey confirmed will be one of the first of its kind in central Ohio; Nissan will be adding more to central Ohio in the future. Motion Adopted. A motion was made by Leeseberg, seconded by Renner, that the Ordinance was Introduced, Second Reading Waived. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick reported the Community Improvement Corporation met on the morning of January 20, 2015; President for 2015 will be George Russ; City of Gahanna Page 5 City Council Meeting Minutes January 20, 2015 Vice President Ron Wolfinger; Finance Chair is Jeff Kessler; Secretary is Anthony Jones; expects an active year. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported the Mid Ohio Regional Planning Commission (MORPC) met January 15, 2015; Alex Fischer, President and CEO of the Columbus Partnership spoke about the rapid growth in every sector in central ohio and the importance of regional collaboration and innovation around growth, transportation, and development; Derrick Clay reported on the 2016 Democratic National Convention in central Ohio; he will be taking the lead on planning for the event; Metropolitan Transportation Plan objectives were discussed and are ready for review and comments; comments due by February 20, 2015; can be reviewed on the MORPC website; first quarter program open for registration was the alumni luncheon for MORPC; Angelou will be attending on February 5, 2015 the "Development on Changing and Growing Region Choices of Ohio Cities"; will be held at the McConnell Arts Center in Worthington; member services for MORPC is launching a local government internship program; program is in final review; City of Gahannna may be able to provide an opportunity to an intern through the program; next Commission meeting will be on March 12, 2015; two new executive members will be added as Marsha Grigsby, one of the development directors in Dublin retired recently; MORPC is working on a data task and data hub research project; Anthony Jones is Co-Chairing the data gathering project; finance department received two finance awards; one from the Ohio Auditor of State with distinction; also receive certificate of excellence in financial reporting; 26th year in a row award has been received by MORPC. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley had nothing to report. Convention & Visitors Bureau (CVB) - Jolley Jolley reported Convention & Visitors Bureau (CVB) recent discussions have involved financial reports on tax revenue as occupancy was up in the mid-Ohio region; good signs for community and mid-Ohio; hoping to have a robust year with conferences and events around mid-Ohio; CVB has already had much participation in central Ohio for 2015; CVB will be continuing under the leadership of Lori Jadwin, as well as Tony Collin's leadership on the Governance Committee; restructuring the Board of Directors with aim to create a more active and robust Board; restructuring the number of members City of Gahanna Page 6 City Council Meeting Minutes January 20, 2015 on the Board, their background, and their term limits; CVB starting 2015 strong and will continue to improve local economic conditions for local businesses. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb reported at the end of last week the Gahanna Park and Recreation Board will be hosting their second conversation "Pools, Parks, and the Future: part II"; will be held February 11, 2015 at 7:00 p.m. in Clark Hall; had over 100 residents at the last meeting and was very successful; hoping for similar turnout and dialogue. City Attorney Ewald had nothing to report. N. COUNCIL COMMENT Angelou noted her attendance at the Chamber of Commerce luncheon; was a good experience; invited Council to attended at next opportunity, as it was encouraging to see Chamber attempting to "fit-in" and work with Community Improvement Corporation and other various government organizations. Leeseberg had no comment this evening. Schnetzer had no comment this evening. Jolly had no comment this evening. Larick had no comment this evening Renner noted heavy snowfall in early January; commended Service Department on their rapid cleanup of Gahanna; received many comments from neighbors that the streets were clean and safe. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. A motion was made by Larick, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND to go into Executive Session under authority of 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or for negotiations with other political subdivisions respecting requests for economic development assistance. The motion carried by the following vote: President Kneeland invited Mayor Stinchcomb & Anthony Jones to attend.
