City Council Meeting Minutes February 2, 2015
Community Improvement Corporation (CIC) - Larick/Kneeland
Next meeting is February 17th at 7:30 a.m. at City Hall in the Council
Committee Room.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
This is the month that MORPC does not meet, however, on Thursday I
am going to the Development in a Changing and Growing Region;
Choices for Ohio Cities. It will be at the McConnell Arts Center in
Worthington.
Also, I received an invitation for anyone who would like to attend a
cybersecurity event at MORPC, but my I-pad is not working. I will
make sure that gets forwarded to everyone. It looks as though it will
also look at reporting for the Affordable Care Act, so it may be
something that someone from the administration may want to go to.
Bd. of Education, Gahanna-Jefferson Public Schools - Jolley
As I am sure everyone in this room is aware, there is a lot going on
with the schools right now, much to the chagrin of myself (who is a
former board member), my colleague, Mrs. Yoder, and many
members of the community. There is a lot of uncertainty right now so
amid all that we have not had a meeting between Council and the
Board of Education and I am not sure when we are going to get that
started amidst the current situation. I will keep everyone updated and
hopefully we will get a meeting going maybe within the next month.
Convention & Visitors Bureau (CVB) - Jolley
The only thing I want to share is our 5th Annual Breakfast Meeting; it’s
our annual meeting where the Board will be sworn in. That will be
Thursday, March 19th. Registrations will start at 7:30 in the morning
and breakfast starts at 8:00 at the Creekside Conference and Events
Center. The speaker this year is Jack Park. He’s an award-winning
national presenter and also a local Ohio State football historian. He
hosts a radio show called “The Buckeye Flashback with Jack Park”.
He has interviewed lots of famous buckeye folks…Earl Bruce, Paul
Brown, Bo Schembechler, John Cooper, Urban Meyer and many
others. From what I hear he is a phenomenal speaker. I am looking
forward to hearing him and the theme for the breakfast is “The Power
of One Voice”.
City of Gahanna Page 7
City Council Meeting Minutes February 2, 2015
President Kneeland asked if there was a charge to attend and Jolley
stated he would check and let everyone know. It is open to the public
and there are tickets and reservations, but will check on that.
M. OFFICIAL REPORTS:
Mayor
The Mayor stated she has some upcoming events that I want to bring
to your attention. Mr. Larick already spoke about the first one. I also
want to remind you that the Parks and Recreation Board will host their
second community dialogue meeting to present the findings of the
Parks and Rec Master Plan update and to continue the Pools, Parks
and the Future conversation. This will take place on Thursday,
February 12 at 7:00 at Clark Hall.
Also, the City of Gahanna and the Bicycle and Trails Advisory
Committee (also known as the BITAC) will be hosting a three
meetings here at City Hall to obtain input from Gahanna residents on
locations within the community they identify as having
pedestrian/cycling/transit and other transportation safety issues. The
first meeting is going to be on February 9 from 5:00 p.m. to 7:00 p.m.
The other two are scheduled for February 23rd and March 2 from 5:00
p.m. to 7:00 p.m. and those meetings will be at City Hall as well.
Finally, I have been invited to deliver my annual State of the City
address to the Chamber on February 12, 2015 and that speech will be
geared a little more to the business community, not to be confused
with March 12, 2015, which is the charter-mandated State of the City,
which I will be delivering at Gahanna Middle School West. There will
be more to come on that.
City Attorney
I wanted to update council on the fact that we are continuing to work
with Finance and outside counsel on the state statutes concerning our
tax and our taxing authority within the City of Gahanna. We will
continue to monitor that, but we don’t expect to have any changes in
conjunction with RITA for several months. I will keep you apprised of
any changes.

N. COUNCIL COMMENT
Angelou: I want to thank Niel for passing on the fun council picture
(that’s what froze up my computer). She does such good work and I
can’t wait for our new picture to be on the website. Anyway, thank you
so much for doing that. And congratulations to the Gahanna Lincoln
High School girls’ swim team that I believe won the conference. My
neighbor happens to be on the team, so congratulations to her. And
of course our basketball team is doing great as well. They were #1 in
the state as of a couple of weeks ago, but that 1 loss pushed them
down a little bit. But keep rooting for them…go Lions!
Leeseberg: I was fortunate to be able to attend the Groundhog
Breakfast and we had a better forecast than we got this morning from
Punxsutawney Phil, so I enjoyed that more than this morning’s news.
It was a great time and I want to thank everyone involved in that.
Larick: I want to thank the CIC for sponsoring and leading the way
with the Economic Development Groundhog Day Breakfast that we
have had for the last 18 years. The CIC has come a long way since I
have been here and is continuing to contribute more and more to our
economic development efforts.
Along with that I want to announce happily that Buckeye Chuck (unlike
that fool in Pennsylvania) announced an early spring today.
Also, a friend of mine whose son is in scouts with my son is being
deployed Wednesday and I’d like everyone to keep him in their
thoughts.
Renner: Like my colleagues, I would like to comment on the
Groundhog Day Breakfast. It was very good and Dr. Bill Lafayette was
a great speaker. I have had the pleasure of sitting and talking with
him about the small business community. He is a walking
encyclopedia about central Ohio and business.
Kneeland: Not much more that I can add except that I will say that I
think the CIC was actually able to generate revenue with the
Groundhog Day Breakfast, because now we have turned it around
from a “cost center” to a “profit center”, which is always a good thing!
O. EXECUTIVE SESSION -
A motion was made by Schnetzer, seconded by Leeseberg, to go into

President Kneeland stated there will be two parts and he invited the
Mayor, Jennifer Teal and Sue Wadley to attend the first one. The
second part will be just Council.
Council rose to Executive Session at 7:27 p.m. Council rose to report
