MR-0011-2015 Motion Resolution to confirm the Mayor's appointment of Betty Collins to a three-year term on the Tax Incentive Review Council (TIRC) expiring December 31, 2017. MR-0012-2015 Motion Resolution to confirm the Director of Public Safety's appointment of the Municipal Fire Inspectors as the Fire Chief of Mifflin Township, Tim Taylor, and, for those areas of Gahanna served by the Jefferson Township Fire Department, Fire Chief of Jefferson Township, Brad Shull, for the period of April 1, 2015, through March 31, 2016. PUBLIC HEARINGS: ORD-0025-2015 TO ALLOW THE SURFACE APPLICATION OF BRINE; FOR DUST CONTROL AT SUBURBAN STEEL SUPPLY. President Kneeland read the rules for the Public Hearing and opened the floor at 7:09 p.m. Proponents spoke on behalf of ORD-0025-2015; Jerry Henderson of Suburban Steel noted this proposal is an annual application for a permit to put brine water on their unpaved lots to maintain dust control; beneficial for employees, environment, and neighbors; Kneeland noted this is a recurring application that must be approved each year to control dust in the area; there were no opponents. President Kneeland closed the Public Hearing at 7:10 p.m. ORD-0026-2015 TO AMEND CHAPTER 1150, OLDE GAHANNA DISTRICT, AND CHAPTER 1155, OFFICE, COMMERCE AND TECHNOLOGY DISTRICT, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. President Kneeland read the rules for the Public Hearing and opened the floor at 7:11 p.m. Michael Blackford, Planning & Development Deputy Director, spoke on behalf of ORD-0026-2015; noted these changes to the code would allow the use of hotels as a conditional use in the zones mentioned in ORD-0026-2015; would add two zones in which hotels may be placed; five existing zones for this use already; there were no opponents. President Kneeland closed the Public Hearing at 7:15 p.m. G. STANDING COMMITTEES: 2015-0042 Council Committee Minutes 2.9.2015 Committee of the Whole - Renner Renner was absent. Development & Parks - Larick Larick had nothing to report. Metrics Development - Larick Larick reported the Metrics Committee will be meeting next week. H. CORRESPONDENCE AND ACTIONS: Clerk - None. Council - None. I. SECOND READING OF ORDINANCES: Ordinance Reported Out of Committee: RECOMMENDATION TO POSTPONE INDEFINITELY. ORD-0008-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO ONE-YEAR LEASE AGREEMENT WITH GAHANNA RESIDENTS IN NEED (GRIN), FOR THE HAMILTON HOUSE PROPERTY, LOCATED AT 87 SOUTH HAMILTON ROAD. Stinchcomb noted receiving an email from Gahanna Residents in Needs (GRIN); GRIN has decided not to lease the Hamilton House as the expenses required to get the home in condition for their needs was deemed infeasible; requesting that Council postpone indefinitely the proposed ordinance as it will no longer be needed; Kneeland inquired of Ewald on this matter; since the item is on the regular agenda, we must motion to adopt and then motion to postpone; Ewald confirmed. A motion was made by Jolley, seconded by Larick, to postpone indefinitely. A motion was made by Jolley, seconded by Schnetzer, that this Ordinance be Amended by Substitution. The motion carried by the following vote: Yes: 6- Angelou, Jolley, Leeseberg, Schnetzer, Kneeland and Larick Absent: 1- Renner Ewald clarified the adjustment included the total amount of purchase up to $149,317.55; is that the understanding of the President; Kneeland confirmed; inquired if administration should give input; Stinchcomb and Collins had no additions; Clerk noted additions of fourth whereas and additions to the end of section two; Jolly inquired if a motion to adopt the amendments from the Clerk is required; Clerk confirmed. OFFICIAL REPORTS: Mayor Stinchcomb reported on February 23, 2015 Bicycle & Trails Advisory Committee(BTAC) from 5:00 p.m. to 7:00 p.m.; open house to gather input from residents; pedestrian; safety issues; any concerns; noted State of the City Address is Thursday March 12, 2015 at 7:00 p.m.; Open house proceeding the State of the City Address at 6:00 p.m.; extending personal invitation to come to the school. City Attorney Ewald had nothing to report. N. COUNCIL COMMENT Leeseberg noted everyone should try to stay warm, it's very cold. Angelou thanked the Service Department for their hard work this winter; enjoyed presentation that Stinchcomb gave at the Chamber in New Life Church. Jolley noted if you enjoy the cold, stay cool!
