A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, February 6,
2017, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Brian D. Larick, called the
meeting to order at 7:00 p.m. Vice President of Council, Jamie
Leeseberg, delivered an Invocation followed by the Pledge of
Allegiance. Agenda for this meeting was published on Feb. 3, 2017.

C. HEARING OF VISITORS -
1. Mayor - Oath of Office for Sergeant Phil Stacy
The Mayor administered the oath of office to Sergeant Phil Stacy.
2. Mayor - Lead by Example Award: Tuffy Auto Service of Gahanna
The Mayor presented a Lead by Example Award to Tuffy Auto
Service; the business made a big difference in the community by
purchasing an ATV for a special needs child, who had his stolen; used
for therapy purposes.

3. Capital City Corvette Club Check Presentation to the Parks & Recreation
Foundation
Mr. Emler said please use the $2,000 donation for the underprivileged;
keep the kids out of trouble; drug overdose is at a high rate; presented
check to Mr. Tucker; he thanked him for donation; use money for
summer camp programs; beneficial throughout the years; this
donation helps them attend camps.

Meeting this Thursday evening; more to report next Council meeting.
Convention & Visitors Bureau (CVB) - Renner
Visit Gahanna officially launched Herbal Cocktail Trail on 2/1; features
8 restaurant brew partners; herbal infused cocktails; after getting 6
stamps in passports, can redeem for glass at Visit Gahanna’s office;
for more details visit visitgahanna.com visitgahanna.com; on Thursday
2/23 visit by Gene Smith, Athletic Director of OSU; will be talk at
annual breakfast; topic will be Performing With a Purpose; Mr. Smith
will provide insight on impact of teamwork and how it applies to
Gahanna businesses; will be from 7:30-9:30am at La Navona at 154
N. Hamilton Rd.; all invited; will announce 2017 award winners;
purchase tickets at visitgahanna.com
M. OFFICIAL REPORTS:
Mayor
Currently working with subcommittee at MORPC; asked to chair this
subcommittee; final meeting will be this week; regarding action taken
by 2016 lame duck session at General Assembly; regarding public
rights of way and pending FTC action; working to come to an
agreement to send to MORPC for policy; Development has 17 projects
currently, of 17 we can create or retain around 500 jobs; active
projects could lead to 47 million dollars in capital investments; majority
in medical area, industrial, and professional service; shaping up to be
a good year; already made 5 business visits. Larick asked how much
dialogue is happening outside of Ohio; Mayor said it is generating
buzz; AT&T targeting Ohio first because they thought it would pass
more easily here and then will go after other states; a lot of public land
at risk. Angelou said knows being discussed at MORPC; will be
discussing this in Washington. Mayor said claim was this is solving a
statewide issue; townships exempt and not covered under bill; said if it
was really a state wide problem, then this would cover everyone and
not exempt others.

N. COUNCIL COMMENT
Metzbower congratulated Sgt. Stacey and Tuffy; great to see
corporate responsibility here at home; also congratulations to Corvette
Club on another successful event.
Angelou said Metzbower said that so succinctly that I can only say
“ditto,” also said great football game last night.
Renner reiterated what Metzbower said; well-deserved for Stacy;
thanked administration for putting on the Open House for west side
intersection; happy with having 8 separate stations and representative
from engineering firm here; Friday had Groundhog Day Economic
Summit; Ned Hill was fantastic speaker.
Schnetzer echoed colleagues’’ prior comments.
Larick said had the largest audience for Groundhog Day; CIC did great
job putting it together.

Section 5.40(a) of the Council Rules of Procedure to consider the
appointment, employment, dismissal, discipline, promotion, demotion or
compensation of a public employee, official, licensee or regulated
individual unless such public employee, official, licensee or regulated

A motion was made by Leeseberg, seconded by Renner to go into Executive
Session under authority of Section 5.40(a) of the Council Rules of Procedure to
consider the appointment, employment, dismissal, discipline, promotion,
demotion or compensation of a public employee, official, licensee or regulated
individual unless such public employee, official, licensee or regulated
individual requests a public hearing.
Council rose to Executive Session at 7:24 p.m.
