CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, February 20, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on February 17, 2017. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. CONSENT AGENDA: Minutes - To Approve: 2017-0042 February 6, 2017 Regular Council and February 9& February 13, 2017 Special Meeting Minutes These Minutes were Approved and Filed on the Consent Agenda. Ordinances on Second Reading: ORD-0010-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE FRANKLIN COUNTY BOARD OF ELECTIONS FOR USE OF CITY PROPERTY AS POLLING LOCATIONS FOR THE YEAR 2017. This Ordinance was Adopted on the Consent Agenda. ORD-0011-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO A WORKING AGREEMENT WITH FRANKLIN SOIL AND WATER CONSERVATION DISTRICT (FSWCD) FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT. ORD-0014-2017 SUPPLEMENTAL APPROPRIATION - Fleet Program Auction Proceeds. This Ordinance was Adopted on the Consent Agenda. This Ordinance was Adopted on the Consent Agenda. Motion Resolutions: MR-0004-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION TO THE TRANSFER OF A C1, C2, AND D6 LIQUOR PERMIT FOR JB & B LLC, DBA ALPINE BEVERAGE DRIVE THRU, 210 GRANVILLE STREET, GAHANNA, OHIO 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0005-2017 MOTION RESOLUTION TO CONFIRM THE APPOINTMENT OF FRED KAUSER, MIFFLIN TOWNSHIP FIRE CHIEF, AS THE MUNICIPAL FIRE SAFETY INSPECTOR, FOR THE PERIOD OF APRIL 1, 2017 TO MARCH 31, 2018. This Motion Resolution was Approved on the Consent Agenda. MR-0006-2017 MOTION RESOLUTION TO APPOINT MICHAEL SURIANO TO PLANNING COMMISSION TO FILL THE UNEXPIRED TERM THAT EXPIRES DECEMBER 31, 2017. This Motion Resolution was Approved on the Consent Agenda. Approval of the Consent Agenda A motion was made by Schnetzer, seconded by Renner, to approve the Consent Agenda. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor End of the Consent Agenda F. PRESIDENT LARICK TO ADMINISTER OATH OF OFFICE TO MICHAEL SURIANO President Larick administered the Oath of Office to Mr. Suriano. G. PUBLIC HEARINGS: None. H. COMMITTEE UPDATES: 2017-0041 Committee Minutes - February 13, 2017 City of Gahanna Page 3 City Council Meeting Minutes February 20, 2017 I. CORRESPONDENCE AND ACTIONS: None. Clerk None. Council None. J. SECOND READING OF ORDINANCES: None. K. FIRST READING OF ORDINANCES: None. L. RESOLUTIONS/MOTION RESOLUTIONS: None. M. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said they meet tomorrow morning here at City Hall at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said she just got back from the MORPC National Region Conference in Washington DC; met with representatives on several different issues; including FCC and wireless tower issues invading home rule cities. Gahanna-Jefferson Board of Education - Metzbower Metzbower said they talked about taping the meetings; superintendent report looking at YMCA to discontinue usage at Clark Hall; other uses to fill that space; amend the financial reports to have more information available sooner; look at other school districts to see how they report their accounting; working in the spring for auditorium seating; explore point of sale mechanism. Convention & Visitors Bureau (CVB) - Renner City of Gahanna Page 4 City Council Meeting Minutes February 20, 2017 Renner said the CVB 7th Annual Breakfast is this Thursday at 7:30 a.m. N. OFFICIAL REPORTS: Mayor Mayor said they have several active projects; ability to create revenue; retention and creation of 200 jobs; excited about the visits with the businesses. City Attorney No report. O. COUNCIL COMMENT Metzbower spoke with COTA to talk about the express lines; most express lines county-wide are being done away with; part of a large transition; one of the largest in history to change their routes; taking phone calls on the changes; reassuring to hear that there will be more lines available and more time slots; still paying attention to this issue. Renner said MORPC has a van that will cover gaps with COTA; holiday at the County today; was out with his sons at the parks; very nice to see what spring will bring. Angelou also called COTA; she is waiting on a call back; she noted that they were informed that the passage of the levy wasn't going to change anything; that Council didn't support the change. P. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment AND under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action. A motion was made by Schnetzer, seconded by Leeseberg, to go into City of Gahanna Page 5 City Council Meeting Minutes February 20, 2017 Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment AND under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action. President Larick requested Mayor Kneeland, Jeff Barr, Abby Cochran and Shane Ewald attend the Executive Session in the Law Library. Council rose to Executive Session at 7:17 p.m. Council rose to report from Executive Session at 8:32 p.m. with no action taken.
