CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, March 20, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. Acting President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Acting Vice President of Council, Karen Angelou, delivered an Invocation followed by the Pledge of Allegiance. McGregor Absent 1 - Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA - Leeseberg requested that emergency language be removed from ORD-0023-2017 under item J. C. HEARING OF VISITORS- None D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: Acting Vice President Karen Angelou introduced the legislation. ORD-0019-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ROZZI INC. DBA ROZZIS' FAMOUS FIREWORKS, TO FURNISH AND LAUNCH THE JULY, 2017 FIREWORKS DISPLAY. City of Gahanna Page 1 City Council Meeting Minutes March 20, 2017 This Ordinance was introduced. ORD-0020-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH INSIGHT PIPE CONTRACTING, LLC FOR THE 2017 CCTV & SANITARY SEWER CLEANING PROJECT. This Ordinance was introduced. ORD-0021-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH STRAWSER PAVING COMPANY, INC., FOR ASPHALT RESURFACING, CRACK SEALING AND DETROIT STREET REBUILDS, FOR THE 2017 STREET PROGRAM, IMPROVEMENT NO. ST-1044; AND TO SUPPLEMENTALLY APPROPRIATE $219,000. This Ordinance was introduced. ORD-0022-2017 SUPPLEMENTAL APPROPRIATION - Bond Capital Improvement Streets for Detroit Street Rebuilds. This Ordinance was introduced. E. CONSENT AGENDA: Minutes - To Approve: 2017-0059 Council Meeting Minutes for Monday, March 6, 2017. The Minutes were Approved and Filed on the Consent Agenda. Ordinances on Second Reading: ORD-0018-2017 SUPPLEMENTAL APPROPRIATION - ATTORNEY GENERAL POLICE OFFICER TRAINING ACCOUNT. This Ordinance was Adopted on the Consent Agenda. Motion Resolutions: MR-0008-2017 MOTION RESOLUTION TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO GO OUT FOR BIDS FOR THE SOLID WASTE COLLECTION HAULING CONTRACT. This Motion Resolution was Approved on the Consent Agenda. MR-0009-2017 MOTION RESOLUTION TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO GO OUT FOR BIDS FOR THE RECYCLING PROCESSING SERVICES CONTRACT. City of Gahanna Page 2 City Council Meeting Minutes March 20, 2017 This Motion Resolution was Approved on the Consent Agenda. MR-0010-2017 MOTION RESOLUTION TO AUTHORIZE A THEN AND NOW PURCHASE IN THE AMOUNT OF FORTY ONE THOUSAND ONE HUNDRED AND EIGHTY FOUR DOLLARS ($41,184) FOR THE FRANKLIN COUNTY EMERGENCY MANAGEMENT AND HOMELAND SECURITY PROPORTIONATE SHARE AND SIRENS. THE DIRECTOR OF FINANCE HAS CERTIFIED THAT FUNDS WERE AVAILABLE THEN AT THE TIME INVOICED AND NOW AT THE TIME OF PAYMENT, APPROPRIATED, COLLECTED OR IN THE PROCESS OF COLLECTION AND FREE FROM ANY PREVIOUS ENCUMBRANCE. IT IS HEREBY CONFIRMED THAT COUNCIL APPROVE THE PAYMENT OF THE ABOVE THEN AND NOW PURCHASE UNDER ORC 5705.41(D)(1). This Motion Resolution was Approved on the Consent Agenda. COMMITTEE UPDATES: 2017-0058 Committee Minutes - March 13, 2017 H. CORRESPONDENCE AND ACTIONS: Clerk Council I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: City of Gahanna Page 3 City Council Meeting Minutes March 20, 2017 Ordinance - Introduce, Waive Second Reading and Adopt as Emergency - ORD-0023-2017 TO AUTHORIZE THE MAYOR TO SIGN AN EXTENSION AGREEMENT WITH THE UNITED STEEL, PAPER & FORESTRY, RUBBER, MANUFACTURING, ENERGY, ALLIED INDUSTRIAL, AND SERVICE WORKERS INTERNATIONAL, LOCAL 9110; AND TO DECLARE AN EMERGENCY. Leeseberg asked for a motion to add emergency/waiver language; Schnetzer asked the rationale for including emergency language in the original introduction and is there a drop dead date with the contract; Mayor said the City Attorney or Administrator should respond; Teal stated that Ewald brought the contract extension forward at the last committee meeting; potentially be a resolution since same extension; it was determined that need an ordinance to pass extension; current contract expires on March 31st; there was a significant delay due union representative passed away; long delay in assigning new rep; they are nearly completely ready to go; will bring update very soon to Council; extension is necessary to be in contract; Schnetzer said this sounds like a timing issue until everything is worked out; Schnetzer asked the ramifications if the contract would lapse; Teal stated technically current benefits would continue; legally could strike if out of contract; she doesn't believe it will happen; is a risk; Angelou said could have special meeting for second reading; Teal said she would not have a contract ready for review that soon; Schnetzer said he's willing to accept the technicality; thought it would be resolution; asked if City Attorney thought emergency/waiver is needed; Ewald said the extension would not pass timely without having emergency and waiver; he said they received late notice that this was coming up; isn't involved in negotiations; information was brought last minute; not brought up for discussion at committee; Council didn't get the opportunity to discuss as the normal process. A motion was made by Schnetzer, seconded by Angelou, to amend the Ordinance to add emergency/wavier language. RESOLUTIONS/MOTION RESOLUTIONS: Introduce and Adopt - RES-0004-2017 A RESOLUTION EXPRESSING THE CITY OF GAHANNA'S OPPOSITION TO THE MICRO WIRELESS FACILITY PROVISIONS OF SENATE BILL 331 AND AGREEING TO WORK IN COOPERATION WITH OTHER OHIO MUNICIPALITIES TO CHALLENGE THE RESTRICTION ON THE CITY'S CONSTITUTIONAL HOME RULE AUTHORITY. A motion was made by Schnetzer, seconded by Metzbower, to adopt. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Metzbower and McGregor Absent: 1- Larick L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said meeting in the morning at 7:30 a.m. here at City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said she attended Experience Columbus annual meeting; wonderful surprise to see Laurie Jadwin; VisitGahanna was awarded CTA employer of the year; so exciting to see; attended Purpose Region last Thursday; 100 leaders identified region's purpose; how we want our region to be; great event; attended Commission; woman of the year in transportation; Jennifer Gallagher is the new Public Service Director for the City of Columbus; now a member of MORPC; Laura Koprowski is leaving her job as director of public and government affairs at MORPC will be working at COTA; she was an asset to MORPC; we will see more of her in her new role; her expertise will be missed; State of the Region is April 20; Clerk Banning reserved a table; can win $25 certificate for carpooling; Age Friendly Columbus MORPC is involved; Nominating Committee recommendations were brought forward; losing 3 people that have been serving; will be replacing members. Gahanna-Jefferson Board of Education - Metzbower City of Gahanna Page 5 City Council Meeting Minutes March 20, 2017 Metzbower said last meeting was televised; watch on Gahanna TV; ongoing discussions for mission belief document; Clark Hall will be seeing some changes; YMCA expressed didn't increase; likely will no longer be in that space; need for pre-school space; working on that; Superintendent Barrett completed Lions letter; Jefferson Township seeking to impose non-school TIFS. Convention & Visitors Bureau (CVB) - Renner Renner said congrats to Jadwin and her organization for CTA of the year award; Experience Columbus will host class on May 11th for CTA class; encouraged other members to get certified; nationally certified program; designation is a great achievement; create a memorable visitor experience; at Kindred Ales from 8am to 1pm; Gahanna will hold complimentary workshop for area businesses on how we can market/promote events; Wednesday, March 22 7:30 to 9:30 a.m.; breakfast included; see visitgahanna.com for details; staff attended Heartland showcase; met with 2 dozen tour operators from across the Country & Canada; CVB held annual meeting; 130 attendees; recognized several area businesses; shared marketing 2016 results; Leeseberg awarded as Ambassador of the Year for his work in Gahanna. M. OFFICIAL REPORTS: Mayor Great to hear about Laurie Jadwin's award for CVB; Development Director putting together a report from China on their trip; among businesses toured; electric powered plant; met with company that manufactures cars, buses and trucks that are electric powered; very interesting meeting/tours; continue to work with contacts; ended up with a great deal of connections that are investors and want to discuss business here in Gahanna; business development continues to grow; 15 projects in the pipeline; will create over 340 jobs; projects could lead to over $60 mil in capital investments; 2 visits this week and will continue to make visits; will have presentation on visit; very productive trip; happy to be back; a little jet lag; reminder State of the City is Thursday. COUNCIL COMMENT Metzbower said congrats to Laurie Jadwin; welcomed back the Mayor to American soil. Aneglou asked Mayor if any sister city interest came up; Mayor said had several visits; there was an interest; two last cities definitely high potential; wished him the best on State of the City; welcome back from China. Schnetzer said congrats to Leeseberg and Laurie Jadwin on tourism awards; welcome back Mayor. Leeseberg said congrats to Laurie Jadwin; year after year recognized for her efforts; kudos to Angelou for pushing everyone to get CTA; Angelou said its fun to do; reminder to attend State of the City; encourage to attend CTA certfiication.
