A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, April 3,
2017, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Brian D. Larick, called the
meeting to order at 7:00 p.m. Vice President of Council, Jamie
Leeseberg, delivered an Invocation followed by the Pledge of
Allegiance. Agenda for this meeting was published on March 31,
2017.
Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael
Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor
B. ADDITIONS OR CORRECTIONS TO THE AGENDA -
None.
C. HEARING OF VISITORS -
None.
D. EXECUTIVE SESSION
Schnetzer asked if we could move Executive Session to the end of the
meeting to keep people from waiting; Larick stated the reason it is at
the beginning is due to paying legal counsel to attend.
A motion was made by Renner, seconded by Leeseberg, to go into Executive
Session under authority of Section 5.40(a) of the Council Rules of Procedure to
consider the appointment, employment, dismissal, discipline, promotion,
demotion, or compensation of a public employee or official, or the

investigation of charges or complaints against a public employee, official,
licensee, or regulated individual, unless the public employee, official, licensee,
or regulated individual requests a public hearing, under authority of Section
5.40(b) of the Council Rules of Procedure to consider the purchase of property
for public purposes, the sale of property at competitive bidding, or the sale or
other disposition of unneeded, obsolete, or unfit- for-use property in
accordance with section 505.10 of the Revised Code, if premature disclosure of
information would give an unfair competitive or bargaining advantage to a
person whose personal, private interest is adverse to the general public
interest, under authority of Section 5.40(c) of the Council Rules of Procedure to
confer with the City Attorney for the public body concerning disputes involving
the public body that are the subject of pending or imminent court action and to
go into Executive Session under authority of Section 5.40(d) of the Council
Rules of Procedure to prepare for, conducting, or reviewing negotiations or
bargaining sessions with public employees concerning their compensation or
other terms and conditions of their employment.
President Larick requested Abby Cochran, Jennifer Teal, Shane Ewald, Mayor
Kneeland & Mike Underwood, Esq., attend the Executive Session in the
Committee room.
Council rose to Executive Session at 7:03 p.m.
Council rose to report from Executive Session at 8:31 p.m. with no action
taken.

Community Improvement Corporation (CIC) - Leeseberg
Leeseberg said George will give an annual update at the next Council
meeting; CIC meets on Tuesday, April 18.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said Executive Committee meets Thursday, April 6;
preparation for the Hyperloop presentation is almost wrapped up; a lot
of support for the project from across the corridor; Showcase event on
Thursday; Alex Fisher will be co-presenter; Hyperloop will be coming
right here.
Gahanna-Jefferson Board of Education - Metzbower
No update.
Convention & Visitors Bureau (CVB) - Renner
Renner reported that on March 22, Visit Gahanna held a
complimentary workshop at LaNavona offered to Gahanna
businesses; the workshop, entitled “Community Events: What’s in
them for you?” featured a panel of experts that included
representatives from the City of Dublin and the Dublin Irish Festival,
an owner and operator of an established business in German Village,
and the President and owner of one of the most highly respected

Public Relations firms in Columbus; the panelists shared insights and
suggestions on ways that local businesses can and should take
advantage of community events that are held in our downtown area in
order to tap into event attendees and market and promote their own
businesses; more than 30 people registered for the event, and the
workshop was well-received by all of those in attendance; the Herbal
Cocktail Trail is continuing to attract attention and grow in interest; the
launch of the Cocktail Trail, Visit Gahanna printed 1,000 passports;
those have all been distributed to visitors, and the CVB is in the
process of printing a second run of passports; the number of
passports to be printed will increase by 100%, to 2,000; Bureau is
seeking a steady stream of people come into their office who have
completed the Trail and want to redeem their passports for their
branded cocktail glasses; many people are commenting that because
of their participation on the Trail, they had discovered restaurants that
they had never visited before; now are looking forward to frequenting
again; in an effort to highlight our City’s special designation as the
Herb Capital of Ohio, and to expand upon the Parks Department
annual Herb Day celebration, Visit Gahanna will launch a first ever
“Herb ‘n Restaurant” week during the week of May 7-13 (leading up to
Herb Day); the CVB is partnering with Gahanna eateries to come up
with special herbal-infused dishes that will only be available on their
menus during this special “restaurant week”; more information will be
coming soon on visitgahanna.com; links for volunteer signups for the
2017 Creekside Blues & Jazz Festival are now live and available;
more than 800 volunteers will be needed to help present Gahanna’s
signature event; for anyone interested in volunteering, they can go to
www.creeksidebluesandjazz.com and click on “Get Involved”; there
still are opportunities for businesses to get involved as sponsors for
the event, where they can reach an audience of more than 35,000
during the event weekend; for information on becoming a sponsor,
contact Visit Gahanna at info@visitgahanna.com or call our office at

N. OFFICIAL REPORTS:
Mayor
Mayor Kneeland reported they continue to meet with businesses to
increase job growth; a lot of new projects coming down the pike; ebbs
and flows, but hope to continue with progress; Area Commissions are
ready and will start meeting soon; he and Anthony Jones will be giving
presentation from their China trip to Chinese exchange students on
April 26; he converted the presentation to Chinese.

O. COUNCIL COMMENT
Renner: would like to thank students for attending and staying through
the lengthy meeting to see government work.
Leeseberg: thanked Franklin County Soil & Water for grant money to
expand the herb garden.
