CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, April 17, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on April 14, 2017. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA None. C. HEARING OF VISITORS - 1. Representative Anne Gonzales - Present Proclamations for Deputy Chief Spence and Lieutenant Murphy Rep. Gonzales presented proclamations to Deputy Chief Spence and Lieutenant Murphy for their recent promotions. 2. Community Improvement Corporation (CIC) Annual Report - George Mrus George Mrus, CIC President, presented the 2016 Annual Report (attached in link below). 2017-0103 CIC Presentation - 2016 Annual Report and 2017 Action Plan City of Gahanna Page 1 City Council Meeting Minutes April 17, 2017 3. School Board Update No report. 4. Jeannie Hoffman, 708 Waybaugh Drive - Hoffman read and submitted her comments for the record: "1-Pollinator City- does that mean the city will no longer spray round up? 2-I brought up the trees along Stygler and the poor shape they are in at a coffee with council. I have checked back at the action items and there has been nothing posted. The link for the 2016 actions items is a bad link and there is no link not listed for the 2017 action items. Years ago the trees along Stygler would be so beautiful when they were in bloom. The whole street was lined with white blossoms for at least a full week. The last few years the trees have become diseased and look really unhealthy. This year there are minimal blooms and a few of the trees look completely dead and the ones that are alive have fewer leaves than they should. There are some branches that are dead on many of the trees, along with the horrible way they have been trimmed they just do not look attractive. I realize the street trees are the responsibility of the property owner. The city chose these trees to be planted. They were all put in at the same time. The city was made aware of their health many years ago with a phone call from me to the previous mayor and the city employed arborist. The arborist said they could be treated. Nothing was done to correct the disease at the time. I hope the city will step up and take some kind of action on this. If you have ever gone door to door in Ward 1 you will hear many people feel like we are the neglected step child of Gahanna and that the city does not really care about this side of the creek. While I know that is not totally true, things like these trees being let go add to the feeling of neglect. 3-1 hope you have all taken a moment to look at the petition we have on file with the Clerk of Council to allow backyard chickens. I am asking that you all sign the petition. I don't want you to sign because you are in favor of allowing chickens, but because you don't want to be the elected official that does not want to allow the process of government to work for the people. After the 4 appointed planning commission members got to speak for the whole community with zero accountability to the residents, the next step to move the issue forward was for council to put this issue on the ballot. Donna Perry asked City of Gahanna Page 2 City Council Meeting Minutes April 17, 2017 council to do just that and she never got a reply. The next option available to residents according to our charter is a citizen's initiative. Now we all know council was very much in favor of the citizen lead initiative for dedicated funding for parks and rec. We kept hearing over and over that if the citizens bring forward a ballot issue we should be supportive of letting the voters decide. I hope you all still have that same thought when it comes to an issue you may not be personally in favor of. You will be signing the petition to allow the process to take place. To let the voters of Gahanna decide. I have been getting very positive feedback from people I have talked to about this issue and am at this moment fairly confident we will not have problem collecting the number of signatures we need." Angelou said she takes great exception to Hoffman calling Ward 1 "the neglected step child"; she said she has lived on that side of town for almost 30 years and has never looked down on that side of the creek; Council has done a lot of planning for that side of town; plans to invest on improvements. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Vice Chair Leeseberg introduced the legislation. Ordinances - To Be Introduced and Assigned to Committee: ORD-0024-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO NEGOTIATED LABOR AGREEMENT TITLED "AGREEMENT BETWEEN CITY OF GAHANNA AND UNITED STEEL, PAPER & FORESTRY, RUBBER, MANUFACTURING, ENERGY, ALLIED INDUSTRIAL AND SERVICE WORKERS INTERNATIONAL", TO BE EFFECTIVE JANUARY 2, 2017 THROUGH JANUARY 1, 2020. This Ordinance was introduced. ORD-0025-2017 SUPPLEMENTAL APPROPRIATION - Central Park TIF Fund. This Ordinance was introduced. ORD-0026-2017 SUPPLEMENTAL APPROPRIATION - Federal Equitable Sharing Funds. This Ordinance was introduced. CONSENT AGENDA: Minutes - To Approve: 2017-0077 April 3, 2017 Council Meeting Minutes These Minutes were Approved and Filed on the Consent Agenda. Motion Resolution: MR-0012-2017 MOTION RESOLUTION TO AUTHORIZE PERMISSION TO BID THE PIZZURRO PARK BRIDGE REPLACEMENT. This Motion Resolution was Approved on the Consent Agenda. MR-0013-2017 MOTION RESOLUTION TO AUTHORIZE THE CITY OF GAHANNA TO PARTICIPATE IN THE SOUTHWEST OHIO PURCHASERS FOR GOVERNMENT (SWOP4G) 2017-2018 SEASON ROAD SALT COOPERATIVE BID PROGRAM. REPRESENTATIVES: Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou shared information about the trails; brought information on Safe Senior Options on May ballot; looking forward to the State of the Region this Thursday at the convention center; theme innovations that connect us; will announce regional members; quite a few people who applied for the data management position; 3 new members for Executive Committee; Perry County is new member; COTA new bus route has collected a lot of data; interactive map on changes on MORPC's website; COTA on Next Gen; maps will be in Council office; looking where we are; new material was released for Greenways; Hyperloop joined by Columbus and Corridor called Midwest connect proposal; made top 35; 11 of them were in the US; hopeful we will be in the next round of the global challenge; have a good chance of winning; been sending reports to Council on what is going on at the State level; MORPC pushed through for $5 license plate fee; without that push would not have funding for transportation and roads; lobbyist were working on it for a long time; hopes to see everyone at the State of the Region. City of Gahanna Page 5 City Council Meeting Minutes April 17, 2017 Gahanna-Jefferson Board of Education - Metzbower Metzbower reported that he's happy COTA upgrading bus routes; Superintendent reports continuing to get positive feedback; new preschool program; YMCA is trying to obtain some programming; YWCA may introduce latch key program; 5 year forecast made recommended reductions of $1.3 mil; includes job reductions; Clerk Banning stated that there is a public meeting with COTA on the bus routes on April 25 at 6 p.m. at City Hall. Convention & Visitors Bureau (CVB) - Renner Renner reported that Visit Gahanna recently hosted a travel writer who will be writing a feature for DiscoverOhio; putting the finishing touches on the 2017-18 Official Gahanna Visitors Guide; CVB anticipates having the new guide in hand within the next month; based on demand, the CVB increased its production to 30,000 copies; many volunteers are needed for the 2017 Creekside Blues & Jazz Festival; anyone interested in volunteering can visit www.creeksidebluesandjazz.com and click on “Get Involved"; still are opportunities for businesses to get involved as sponsors for the event, where they can reach an audience of more than 35,000 during the event weekend; for information on becoming a sponsor, contact Visit Gahanna at info@visitgahanna.com or call the office at 614-418-9114; Visit Gahanna recently unveiled its new online ticketing option on the Festival website; attendees can now purchase daily admission wristbands online prior to the event, as well as good all weekend admission passes; specially-discounted weekend passes are available now for a cost of $15 at creeksidebluesandjazz.com. M. OFFICIAL REPORTS: Mayor Mayor said he attended event where Chief Murphy was commended by the VFW for his years of service; congrats to Chief,; thanked George Mrus for his leadership; thanked Jeff Kessler for his years of service on CIC; 17 active projects in the pike; create or retain 310 to 320 jobs; could lead to $74 mil in capital investment; will keep everyone posted; 4 completed projects in 2017; created 270 jobs this year; proud of things we are doing; $2 mil capital investment in the community. COUNCIL COMMENT Metzbower thanked Rep Gonzales for coming; proud of our police force; reminder election coming up; Board of Elections is looking for poll workers; help serve your community on May 2; visit of BOE.com for details. Angelou stated MORPC put together a 3D presentation how it would be impacted by Hyperloop 1; shows all the population portion; thank you to Jeannie Hoffman for bringing forward voting information; congrats to Chief. Renner thanked Anne for attending; congrats to Chief; hats off to Administration for West Side Intersection Alternatives presentation at Middle School West on April 6th; look forward to input. McGregor reported on wildlife; took Girl Scouts through Gahanna Woods; 12 blooming wild flowers; wood peckers; heard frogs; was able to touch a snake; very level hike; not a lot of hills; barred owls outside their house; her husband Jim was able to make owl calls and they responded; encouraged everyone to get out in our parks; they are beautiful. Schnetzer said ditto on everything his colleagues said. Larick congrats to Chief, Dep. Chief and Lt; thanked Anne for attending. Mayor forgot to mention on April 20 Mifflin Township will host a heroin/opiate town hall summit; hopes people come out; great partnership; he saw a bald eagle; it swooped down pretty close to his head. O. EXECUTIVE SESSION - Executive Session will be held in the Law Library. Council rose to Executive Session at 7:50 p.m. Council rose to report from Executive Session at 8:23 p.m. with no action taken. A motion was made by Schnetzer, seconded by Renner, to go into Executive Session under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action.
