CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, June 19, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on June 16, 2017. Present 6 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, and Brian Metzbower Absent 1 - Nancy R. Ordinances on Second Reading: ORD-0035-2017 TO AUTHORIZE THE EXECUTION OF THE OHIO PUBLIC WORKS COMMISSION (OPWC) CLEAN OHIO CONSERVATION FUND GRANT AGREEMENT FOR THE BIG WALNUT TRAIL SECTION 4 - MCKENNA CREEK DAM REMOVAL AND RESTORATION PROJECT. This Ordinance was Adopted on the Consent Agenda. ORD-0036-2017 TO ACCEPT THE DEED OF EASEMENT FOR SANITARY SEWER AT 991 E. JOHNSTOWN ROAD; SA 1041. This Ordinance was Adopted on the Consent Agenda. ORD-0037-2017 TO ACCEPT SANITARY SEWER INFRASTRUCTURE FOR 991 E. JOHNSTOWN ROAD; SA 1041. This Ordinance was Adopted on the Consent Agenda. ORD-0038-2017 TO AMEND THE BUILDING AND ZONING FEE SCHEDULE. This Ordinance was Adopted on the Consent Agenda. ORD-0039-2017 TO REMOVE SECTION 907.02, COPY OF CITY OF COLUMBUS STANDARD DRAWING ATTACHED TO BUILDING PERMIT, OF CHAPTER 907, DRIVEWAYS AND CURB CUTS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was Adopted on the Consent Agenda. Motion Resolutions: MR-0015-2017 MOTION RESOLUTION TO WAIVE FEES, PURSUANT TO SECTION 135.11 OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, FOR GAHANNA RESIDENTS IN NEED (GRIN), FOR THEIR RELOCATION AND RENOVATION TO THE BUILDING LOCATED AT 165 GRANVILLE STREET. This Motion Resolution was Approved on the Consent Agenda. MR-0016-2017 MOTION RESOLUTION TO APPOINT DONALD R. SHEPHERD TO THE PLANNING COMMISSION TO AN UNEXPIRED TERM ENDING DECEMBER 31, 2019. Approval of the Consent Agenda A motion was made by Leeseberg, seconded by Renner, to approve the Consent Agenda. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and Metzbower Absent: 1- McGregor End of the Consent Agenda F. PUBLIC HEARINGS: None. G. COMMITTEE UPDATES 2017-0135 Committee of the Whole Minutes for Monday, June 12, 2017. H. CORRESPONDENCE AND ACTIONS: Clerk No report. Council No report. I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: None. K. RESOLUTIONS/MOTION RESOLUTIONS: MR-0011-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION TO THE NEW D5 LIQUOR PERMIT FOR BWR GAHANNA LLC, NWC OF BEECHER RD AND HAMILTON ROAD, GAHANNA, OH 43230. Larick said postponement due to particular zoning application being appealed; Angelou confirmed with Larick and Ewald that this particular date is correct legally for us to do; Larick said expects this to be in City of Gahanna Page 3 City Council Meeting Minutes June 19, 2017 Committee next week. Angelou said Ewald offered to put together some type of paperwork on what their role is and something in writting to reference for their role. A motion was made by Schnetzer, seconded by Renner, that the Motion Resolution be postponed to Date Certain to a Specail Meeting on July 10th. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and Metzbower Absent: 1- McGregor MR-0017-2017 MOTION RESOLUTION TO TRANSFER FUNDS IN THE AMOUNT OF $2,000 TO ACCOUNT NO. 101.347.5466, BZBA TRANSCRIPTS AND RECORDS; $1,000 FROM ACCOUNT NO. 101.171.5466 AND $1,000 FROM ACCOUNT NO. 101.111.5466. A motion was made by Schnetzer, seconded by Renner, to approve the Motion Resolution. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Larick and Metzbower Absent: 1- McGregor L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said meeting is tomorrow morning. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said meeting was on June 8; provided highlights from the meeting; have engaged 13 counties to engage project lists; working on finalizing project lists with development; interactive map to come; 2 resolutions were approved; will rebrand Central Ohio Greenpath; also to enter into contract for technical assistance to the Ohio EPA; will only provide assistance; transportation committee provided updates; RFPs for MORPC's website redesign are due in June; excited to redo the website; hope to have it up and running by December; ask to put on Central Ohio Greenways link on Gahanna's website; has an interactive trail map; believe we have customers interested; looking for nominees for Sustainability Summit; visit www.morpc.org for additional. Gahanna-Jefferson Board of Education - Metzbower Metzbower said school ending meeting on June 8; provided an update City of Gahanna Page 4 City Council Meeting Minutes June 19, 2017 on the athletic students; phenomenal students. Convention & Visitors Bureau (CVB) - Renner Renner said talked with Laurie Jadwin; had a wonderful weekend; will be coming to give her own presentation; she wanted to pass along an appreciation; VisitGahanna app was released; asked everyone to download it; said she also wanted to pass along gratitude to the Service Department and the Police Department. M. OFFICIAL REPORTS: Mayor Mayor Kneeland said we had a great Blues & Jazz Festival; Ms. Jadwin did a great job; staff that worked that event did a great job; a lot of work from dedicated people; from a development perspective, have 17 projects going on right now; continuing to create and build jobs; great thing; things are good through 2017. City Attorney Clarified the request for postponement controls the date; not action by Council date. N. COUNCIL COMMENT Angelou said the Blues & Jazz Festival was hot but wonderful; Metzbower reiterated that it was a phenomenal event; congratulated the CVB; Renner said the Festival was the event; nice to hear from visitors; Leeseberg said worked with staff at the Festival; had a blast and thanked everyone; special event and we had a lot of out of state visitors; Schnetzer said was unable to attend due to an unexpected situation out of town; thanked everyone. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance AND under authority of Section 5.40(b) of the Council Rules of Procedure to consider the purchase of property for public purposes, the sale of property at competitive bidding, or the sale or other disposition of unneeded, obsolete, or unfit- for-use property in accordance with section 505.10 of the Revised Code, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest. A motion was made by Schnetzer, seconded by Renner, to go into Executive Session under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance AND under authority of Section 5.40(b) of the Council Rules of Procedure to consider the purchase of property for public purposes, the sale of property at competitive bidding, or the sale or other disposition of unneeded, obsolete, or unfit- for-use property in accordance with section 505.10 of the Revised Code, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest. President Larick requested the Mayor and Anthony Jones attend the Executive Session. Executive Session was held in the Law Library. Council rose to Executive Session at 7:26 p.m. Council rose to report from Executive Session at 8:13 p.m. with no action taken.
