CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, July 17, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. Acting President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Karen Angelou, delivered an Invocation followed by the Pledge of Allegiance. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to consider the purchase of property for public purposes, the sale of property at competitive bidding, or the sale or other disposition of unneeded, obsolete, or unfit- for-use property in accordance with section 505.10 of the Revised Code, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest. Acting President Leeseberg requested Mayor and Jeff Barr attend the Executive Session. Executive Session will be held in the Council Conference Room. Jeannie Hoffman reported that she didn't receive enough signatures to change the code of housing of animals; she had a little over 500 signatures; got a lot of positive feedback; she will likely ask that Council put this on the ballot; believes that if they had more man power they would have received all signatures needed. 1. School Board Update No update. E. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Karen Angelou introduced the item under Section E, Introductions. ORD-0045-2017 TO ACCEPT MONIES SEIZED IN THE AMOUNT OF $405 AND AWARDED TO THE GAHANNA POLICE PURSUANT TO COURT ORDERS NO. 14CV-11940 & 05CV-7635; AND TO SUPPLEMENTALLY APPROPRIATE $371.00 TO THE LAW ENFORCEMENT TRUST FUND. This Ordinance was Introduced. F. Resolutions to Adopt on First Reading: RES-0005-2017 TO ADOPT A STATEMENT INDICATING THE SERVICES THE CITY OF GAHANNA, OHIO, WILL PROVIDE TO THE 1.4+/- ACRE PROPERTY IN JEFFERSON TOWNSHIP, LOCATED AT 4297 EAST JOHNSTOWN ROAD IN FRANKLIN COUNTY, PROPOSED TO BE ANNEXED TO THE CITY OF GAHANNA UPON ANNEXATION; REQUESTED BY JACK REYNOLDS, SMITH & HALE, AGENT FOR THE PETITIONER; J. SECOND READING OF ORDINANCES: ORD-0040-2017 AMENDING ORD-0214-2005, PASSED BY CITY COUNCIL ON DECEMBER 27, 2005 TO ADD ADDITIONAL PARCELS TO THE OLDE GAHANNA TIF AREA AND SUPPLEMENT THE INFRASTRUCTURE IMPROVEMENTS BENEFITING THE OLDE GAHANNA TIF. A motion was made by Renner, seconded by Metzbower, that the Ordinance be Adopted. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Metzbower and McGregor Absent: 1- Larick ORD-0041-2017 APPROVING CERTAIN EXPENDITURES FROM THE JOHNSTOWN ROAD TIF AND THE OLDE GAHANNA TIF FOR CERTAIN PUBLIC INFRASTRUCTURE IMPROVEMENT DIRECTLY BENEFITING THOSE TIF AREAS. McGregor said this needs to be amended by substitution to include language that all buildings must be constructed in the City of Gahanna; Jones will submit amendment next week for Council's review. A motion was made by McGregor, seconded by Renner, that the Ordinance be Postponed to Date Certain to the City Council, due back on 8/7/2017. RESOLUTIONS/MOTION RESOLUTIONS: None. M. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said meeting tomorrow morning at City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou provided an update on what is happening at MORPC; said we had a lengthy meeting this Thursday; the Executive Committee went to a different part of the region recently; learned more about what is happening with freight coming in and out of a port; also went to Chilicothe and toured that area; had a Smart Columbus Innovation Officer provide an update to them; MORPC has a new director of public affairs; several applications were received; new director will begin July 31st; MORPC is looking to speed up approval for transportation projects; welcoming any ideas you may have for this; comments can got to Bevin at MORPC; working to secure additional grants for their projects going on; the fast lane grant program will be replaced; trying to get things ahead of schedule so we can move as fast as possible with grants; have several events coming up; Niel Jurist will be presenting at an upcoming event; will be throwing the first pitch at the August 16th Clippers game representing MORPC. Gahanna-Jefferson Board of Education - Metzbower Metzbower said they met last week, July 13th; Tuesday is a farewell event for a long time employee; launching a pilot program that will assist in reading; they are starting to distribute their Chrome Books; will be administering a pre-SAT to 9-11th grade students; will help prepare them and identify any issues. City of Gahanna Page 5 City Council Meeting Minutes July 17, 2017 Convention & Visitors Bureau (CVB) - Renner Renner said Laurie Jadwin, Executive Director, provided a quarterly update to Council on July 10th; they are currently finalizing numbers for the Creekside Blues & Jazz Festival; should have sometime in August; will hold another CTA training at Kindred Beer August 24th; do not forget the CVB launched its first mobile app. N. OFFICIAL REPORTS: Mayor Mayor Kneeland said the developer proposing the residential site on the west side, they have withdrawn their proposal; have a possible sister-city opportunity; that mayor will be planning a visit to Gahanna; will keep you posted; FYI - onegahanna.com is a one-stop shop for Gahanna; has a community event calendar on it; the economic development project; there are several projects that will create a number of jobs; good sign; the active project list goes up and down. City Attorney Not present. O. COUNCIL COMMENT Metzbower congratulated Angelou on her opportunity to throw the first pitch; Angelou said she is thrilled about the sister-city thing; have wanted to do it for a number of years; Renner said the application for the residence on the west side is excellent news; asked why; Mayor said was just given the information today; Renner said sorry to see an employee leave the school; he was a really good guy; Gahanna's loss; McGregor said there is a Facebook page called "Gahanna Rocks" said it is like a non-electronic Pokemon; said you paint rocks and hide them around Gahanna; knows her grandkids went out and found some; then you post them on the Facebook page so people can see what you found and then you hide the rocks in a new place; other cities are doing it too; kind of fun and has really taken off the last couple of weeks.
