Vice President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Council Member, Karen Angelou, delivered an Invocation followed by the Pledge of Allegiance. COMMITTEE UPDATES 2017-0163 Committee Minutes - July 24, 2017 H. CORRESPONDENCE AND ACTIONS: Clerk Clerk Banning reported there is a Board of Zoning & Building Appeal on Thursday at 6pm in Chambers. SECOND READING OF ORDINANCES: City of Gahanna Page 3 City Council Meeting Minutes August 7, 2017 - Adopted at last meeting (language was amended): needs to be reconsidered, adopted and amended by substitution: ORD-0040-2017 AMENDING ORD-0214-2005, PASSED BY CITY COUNCIL ON DECEMBER 27, 2005 TO ADD ADDITIONAL PARCELS TO THE OLDE GAHANNA TIF AREA AND SUPPLEMENT THE INFRASTRUCTURE IMPROVEMENTS BENEFITING THE OLDE GAHANNA TIF. A motion was made by Schnetzer, seconded by McGregor, that the Ordinance be Adopted as Amended. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Metzbower and McGregor - Postponed from last meeting: needs Adopted: ORD-0041-2017 APPROVING CERTAIN EXPENDITURES FROM THE JOHNSTOWN ROAD TIF AND THE OLDE GAHANNA TIF FOR CERTAIN PUBLIC INFRASTRUCTURE IMPROVEMENT DIRECTLY BENEFITING THOSE TIF AREAS. A motion was made by Schnetzer, seconded by Metzbower, that the Ordinance be Adopted. The motion carried by the following vote: Yes: 6- Angelou, Leeseberg, Renner, Schnetzer, Metzbower and McGregor J. FIRST READING OF ORDINANCES: None. K. RESOLUTIONS/MOTION RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said they don't meet in August. Gahanna-Jefferson Board of Education - Metzbower Metzbower stated he will have a report after next meeting. Convention & Visitors Bureau (CVB) - Renner City of Gahanna Page 4 City Council Meeting Minutes August 7, 2017 Renner stated he will have a report after next meeting. M. OFFICIAL REPORTS: Mayor National Night Out was very successful; car show broke a record this year; 309 registered cars; not registered cars would drive up numbers; all proceeds go to Children's Hospital; 16 active projects; will create or retain 680 jobs; continuing to pound that drum; working hard to bring in new jobs; business retention and expansion; 66 completed business visits this year. Mayor added the CEO Roundtable was a great event; very good turnout. City Attorney Ewald said working with chair of Code Committee; will ask Deputy Chief Spence to attend next meeting to discuss the mobile food vendor section. N. COUNCIL COMMENT Metzbower said congrats to the Mayor on the CEO Roundtable. Angelou said National Night Out was a great time; a lot of police presence; proud to be here; the Corvette Show was a nice event; Safety Director Thomas said they gave out 96 awards; she enjoyed the food at Somedays; really nice place to eat. Schnetzer said board reps are up for reelection; it is campaign season for some of us; he has received a lot of praise about the Mayor; fireworks; how everyone enjoyed car show; kudos to Deputy Chief Spence; everyone gave their praises on the police officers. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance AND under authority of Section 5.40(e) of the Council Rules of Procedure to discuss matters required to be kept confidential by federal law or rules or state statutes. A motion was made by Schnetzer, seconded by Renner, to go into Executive Session under authority of Section 5.40(g) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance AND under authority of Section 5.40(e) of the Council Rules of Procedure to discuss matters required to be kept confidential by federal law or rules or state statutes. Vice President Leeseberg requested the Mayor, Anthony Jones, Jennifer Teal and the Auditors attend the Executive Session. Executive Session was held in the Law Library and then moved to the Committee Room. Council rose to Executive Session at 7:15 p.m. Council rose to report from Executive Session at 9:32 p.m. with no action taken.
